“Good day, everyone. Today I will present the Updated Harmonized National Research
and Development Agenda for Agriculture, Aquatic, and Natural Resources, or HNRDA-
AANR, covering the years 2022 to 2028. This agenda was prepared by the Office of the
Executive Director for Research and Development of DOST-PCAARRD.”

Slide 2 – AANR Strategic R&D Thrusts

“The agenda is anchored on four strategic thrusts. First is food security, ensuring that
Filipinos have stable access to safe and nutritious food. Second, value chain
development for livelihood and income generation, to strengthen agribusiness. Third,
building resilience to climate change and natural shocks. And fourth, promoting a
sustainable environment and responsible use of natural resources.”

Slide 3 – Objectives of HNRDA-AANR


“The HNRDA-AANR has four objectives. It guides the national R&D system in creating
programs that support AANR development. It encourages collaboration among
institutions. It ensures effective use of resources. And it provides a framework for
building research capacity and expertise.”

Slide 4 – General Principles (Part 1)

“The agenda adopts a whole-of-government approach. This means that national line
agencies, their attached institutions, and research centers will jointly implement the
agenda. It also aligns with existing government programs such as the Science for
Change Program, Plant, Plant, Plant, the National Greening Program, and the
agribusiness roadmaps of the Department of Trade and Industry.”

Slide 5 – General Principles (Part 2)

“The agenda supports Agriculture 4.0, which is smart, green, and science-based. This
includes modern farming techniques such as smart and urban farming, biotechnology
and omics sciences, frontier technologies like nanotechnology, AI, and drones, and farm
mechanization as mandated by RA 10601. It also supports regional R&D agendas to
boost competitiveness and sustainability across regions.”
Slide 6 – Crops R&D Agenda

“For crops, the R&D agenda covers germplasm conservation, varietal improvement,
seed production, and cultural management of soil, water, and pests. It also emphasizes
smart farming, off-season cultivation, climate-resilient technologies, and postharvest
product development.”

Slide 7 – Livestock R&D Agenda

“For livestock, priorities include breed development, reproductive biotechnologies,


nutrition and feeds, vaccine and diagnostics development, disease control, and food
safety. It also promotes the conservation of native animals, product innovation, and
decision-support systems for livestock management.”

Slide 8 – Aquatic R&D Agenda

“In the aquatic sector, the agenda highlights genomics, fish culture systems, fish health
management, nutrition and feeds, postharvest and product development, mechanization
for aquaculture, and fish kill mitigation systems. It also promotes commercialization of
aquatic technologies and new species for culture.”

Slide 9 – Forestry R&D Agenda


“The forestry agenda covers genetic improvement of timber and non-timber species,
livelihood support for upland communities, urban upland farming, agroforestry models,
sustainable processing of timber and bamboo, and industrial uses of rubber and other
indigenous tree plantations.”

Slide 10 – Natural Resources and Environment R&D Agenda

“The natural resources and environment agenda prioritizes biodiversity conservation,


watershed management, soil rehabilitation, high-value products from wastes, climate
change strategies, and ecosystem monitoring. It also supports ecotourism, reef
conservation, and marine environmental management.”

Slide 11 – Climate Change and Disaster Risk Reduction


“The agenda strengthens climate change adaptation and disaster risk reduction. Key
areas include smart farming, early warning systems, rehabilitation of vulnerable
ecosystems, carbon-neutral technologies, and inclusive livelihood programs for affected
communities. Quick-response, science-based assistance is also emphasized.”

Slide 12 – Technology Transfer R&D Agenda

“Beyond research, the agenda highlights technology transfer. This includes innovative
extension services, scaling up commercialization, intellectual property management,
agri-aqua technology business incubators, community-based programs, and regional
innovation system enhancement through the RAISE Program.”

Slide 13 – Socio-Economics, Policy Research, and Governance


“Socio-economic and policy research supports markets, supply chains, agrarian reform,
and environmental valuation. It also looks into gender integration, rural sociology, and
governance concerns. This ensures that technologies are socially inclusive, market-
oriented, and guided by effective policy frameworks.”

Slide 14 – Human Capital Systems

“Developing human capital is a vital part of the agenda. This involves implementing
efficient training programs, engaging the public in science communication, and applying
systems approaches to knowledge management and cross-sector collaborations.”

Slide 15 – Priority Commodities

“The agenda identifies priority commodities in agriculture, livestock, aquatic resources,


and forestry. These include rice, coconut, corn, cacao, coffee, livestock such as swine
and poultry, aquaculture species like tilapia, shrimp, and seaweeds, and non-timber
forest products like bamboo and rattan. These commodities drive food security, rural
livelihood, and economic growth.”

Slide 16 – Funding Requirements

“To implement all these, the agenda requires a total of 402 billion pesos from 2022 to
2028. Funding will come from government appropriations, special funds like the
Coconut Levy Fund, inter-agency partnerships, and international research grants.”

“In summary, the Updated HNRDA-AANR provides a science-based roadmap for


strengthening agriculture, aquatic, and natural resources. By uniting research, policy,
and innovation, it ensures food security, resilience, sustainability, and inclusive growth
