PROJECT OVERVIEW:
Mesob one center service is a big step in Harar's digital economy transition .The region is a
very effective work that can provide integrated service to the customer; organizing the center
and getting to work is crucial to bring about the desired change in the region .The center also
is a big step to digitalize the services that were complained about and provide a smooth
service. MESOB is a big institution that has modernized technology;it has proved that if
works are properly directed, big changes can be [Link] government's focus on people-
centered service is a center for practical confirmation and it will enable the society to get
services through a flexible way.
PROJECT OVERVIEW:
The main objectives of Harar's Mesob project are to streamline and digitize government
services through a one-stop platform, improve efficiency and accountability, and reduce
corruption and bureaucracy. The project aims to create a more citizen-centered government
by integrating various public services under a single digital and physical hub, leading to faster
service delivery, increased transparency, and better overall resident satisfaction
OBJECTIVE:
The objective of this TOR is to invite qualified and competent bidders from experienced
and qualified Data and Network Installation, Digital Signage Installation, Access Switch,
Core Switch, Firewall , Public Address System, LED Screen -Indoor Installation , Mini Data
Center Facility-Fusion 800 Installation, Configuration, Integration, Testing and Training
located in
[Project Location]. The contractor will provide labor-only (Qualified, skilled and labor) .
2. Scope of Work
The contractor shall perform all but not limited to the following tasks, where a detailed
BOQ for the works shall be submitted.
2.1 Electrical Installation
1. Conduit and Cable Installation: o Installation of conduits, wiring, and cables for Data and
Network Installation, Digital Signage Installation, Access Switch , Public Address System,
o Routing of conduits through floors, walls, and ceilings as per the
design. o Implementing wire and cable connections through conduits, cable
treys and ducts
2. Access Switch, Core Switch:
o Installation and configuration of Access Switch, Core Switch.
o Installation and configuration data ruck ,data outlet and punch panel .
3. LED Screen -Indoor Installation:
o Mounting and wiring of LED Screen -Indoor Installation
(indoor and outdoor). o
4. Testing and Training:
o Testing and Training as per the BOQ.
5. Testing and Commissioning:
o Testing the entire system to ensure compliance with design and safety
standards.
o Rectifying faults identified during the testing phase.
2.2 General Requirements
• Follow shop drawings.
• Comply with Ethiopian Building Code of Standards (EBCS)
• Coordinate with other contractors on-site for smooth execution of work.
3. Deliverables
The contractor shall deliver the following:
1. Well qualified and experienced as well project personnel with all necessary skilled
technicians and labor force for the works.
2. Properly installed and tested all systems ready for operation.
3. Compliance with quality and safety requirements.
4. Documentation of as-built drawings and test results upon project completion.
4. Roles and Responsibilities
4.1 Client Responsibilities
• Provide the contractor with the necessary design drawings and specifications.
• Supply materials, equipment, and accessories required for the all works. Ensure
access to the site and storage for materials.
4.2 Contractor Responsibilities
• Execute the work as per the approved design and schedule.
• Adhere to safety standards and provide PPE for workers.
• Maintain communication with the client and supervising engineer.
• Ensure that all completed work is inspected and approved by the client and regulatory
authorities.
• A proper management and usage of all necessary equipment, hand tools and all
consumables of the works.
5. Timeline
The Data and Network Installation, Digital Signage Installation, Access Switch, Core
Switch, Firewall , Public Address System, LED Screen -Indoor Installation , Mini
Data Center Facility-Fusion 800 Installation, Configuration, Integration, Testing and
Training shall commence on [Start Date] and be completed by [30 Colander days from
contract singed date].
6. Standards and Codes
• Ethiopian Electric Utility (EEU) standards.
• Ethiopian Building Code of Standards (EBCS).
• International Electrotechnical Commission (IEC) standards (where applicable).
7. Health and Safety
The contractor must ensure strict compliance with on-site safety standards, including:
• Provision of fire extinguishers during high-risk activities.
• Training workers on electrical safety practices. Use of proper
protective equipment.
8. Submission Requirements
Bidders are required to submit the following documents:
1. Eligibility o Trade and registration o Renewed trade license o TIN Registration
certificate o VAT registration
o Renewed competency authentication certificate for electrical installation or
building construction
2. Technical Proposal:
o Detailed work plan and methodology. o Project team organization and
composition which shall adhere in detail qualifications of key personnel.
o Availability of necessary equipment and machines for the works o
Health and safety plan.
o Confirmation for earlier jobs non competency and Litigations
3. Financial Proposal:
o Breakdown of labor costs for major activities or task. o Fill with indelible
ink the attached BOQ with rate and total amount o Summary price shall
include all taxes and necessary revenue costs. Failing to add so will resume
the contractor has included the above mentioned items in his rate.

10. Bid Evaluation Criteria
Bids will be evaluated based on the following:
1. Technical Proposal (60%):
o Methodology and work plan (20%).
o Experience and qualifications of personnel (20%).
oSafety measures and compliance with standards (20%).
2. Financial Proposal (40%):
o Competitiveness and reasonableness of cost.
