I'm sure all of us already heard the line, "Hayaan mo na.

pamilya". Despite the fact that the women and children is being violated, even though the husband isn't
being a responsible husband and father, and lastly, even though the husband has a lot of mistresses. For
many Filipinos, the fear of a divided family outweighs the pain of domestic abuse, leaving wounds
hidden behind the façade of unity.

We, on the affirmative side, stand firmly in favor of the Violence Against Women and Children (VAWC)
Law. Every day, three women in the Philippines die due to domestic violence. Should we ignore this
reality for the sake of an idea of "whole and perfect family"? And take note, this issue of domestic
violence isn't new, it is an issue rooted from the history of disproportionate rights and discrimination
against women. This law is not just a legal safeguard, it is a moral and social necessity. For generations,
women and children have been the most vulnerable to abuse, exploitation, and violence, often suffering
in silence due to stigma, fear, and lack of protection. The VAWC law addresses this reality by providing
concrete mechanisms for prevention, protection, and accountability. Statistics consistently show that
women and children face higher risks of domestic abuse, sexual violence, and neglect, making this law
essential in safeguarding their dignity, safety, and human rights. The 1987 Philippine Constitution, Bill of
Rights, Article III, Section 1, is clear: “No person shall be deprived of life, liberty, or property without due
process of law, nor shall any person be denied the equal protection of the laws.” Violence against
women deprives them of life when it results in death or serious harm, of liberty when it limits their
freedom through fear and control, and of property when economic abuse takes away their financial
independence. Every act of violence is therefore not just a personal injury—it is a constitutional
violation. If the State values human dignity, then protecting women from violence is not optional—it is a
constitutional and moral obligation. VAWC law upholds international commitments, Addresses the Cycle
of Abuse Affecting Families and Society, Recognizes Non-Physical Forms of Abuse and Encourages
Victims to Report. Therefore, to oppose this law is to ignore the suffering of countless victims who need
protection the most. Today, we affirm that the VAWC law is not only just, but indispensable in building a
society where equality and safety are guaranteed for every woman and children.
