Whistleblowing Policy and Strategy
1. Policy Statement
The Nexus for Justice and Humanitarian Aid Initiative (NEJHAI) is committed to upholding
the highest standards of integrity, transparency, and accountability in all its operations. This
Whistleblowing Policy provides a secure and confidential mechanism through which
employees, partners, and stakeholders can report suspected unethical or illegal conduct
without fear of retaliation.
NEJHAI encourages an open culture where genuine concerns are raised and addressed
promptly and fairly. All reports will be treated seriously, investigated objectively, and
managed in line with the principles of fairness, confidentiality, and protection of
whistleblowers.
2. Purpose
The purpose of this policy is to:
Promote an ethical organizational culture based on honesty and accountability.
Provide a safe and confidential process for reporting wrongdoing.
Protect whistleblowers from reprisal or victimization.
Ensure reported concerns are properly assessed and investigated.
Comply with donor regulations, national laws, and international standards for good
governance.
3. Scope and Applicability
This policy applies to all:
NEJHAI employees (permanent, temporary, or contractual)
Volunteers and interns
Consultants and service providers
Partners, contractors, and suppliers
Any other stakeholders associated with NEJHAI activities
It covers conduct occurring within NEJHAI operations, programs, projects, or related
activities, including donor-funded interventions.
4. What Can Be Reported
Whistleblowing concerns may include but are not limited to:
Fraud, theft, or misuse of funds or assets
Bribery, corruption, or conflict of interest
Breach of donor regulations or internal policies
Sexual exploitation, abuse, or harassment
Abuse of authority or intimidation
Discrimination, harassment, or retaliation
Health, safety, or environmental violations
Manipulation or falsification of records
Any unethical or illegal activity affecting NEJHAI’s integrity or beneficiaries
5. Reporting Channels
NEJHAI provides multiple and confidential channels for reporting concerns:

Online form: Available on NEJHAI website (anonymous option enabled)
Physical mail: Marked “Confidential – Whistleblowing Report” to the Executive
Director or Chair, Audit and Compliance Committee
In-person reporting: To the designated Whistleblowing/Compliance Officer
Reports should include sufficient details (what happened, when, where, who was involved,
and supporting evidence if available) to facilitate a fair investigation.
6. Confidentiality and Anonymity
All reports will be handled in strict confidence. The identity of whistleblowers will not be
disclosed without their consent, except where required by law or necessary for a fair
investigation. Anonymous disclosures are permitted and will be given due consideration
based on the information provided.
7. Protection Against Retaliation
NEJHAI strictly prohibits any form of retaliation, reprisal, or victimization against
individuals who, in good faith, report wrongdoing or assist in an investigation.
Any employee found engaging in retaliatory actions will face disciplinary measures, up to
and including termination of employment.
8. Handling and Investigation of Reports
1. Reports will be received and logged by the Whistleblowing/Compliance Officer.
2. A preliminary assessment will determine if the report falls within the scope of this
policy.
3. Valid concerns will be referred to the Audit and Compliance Committee for
investigation.
4. Investigations will be conducted fairly, confidentially, and promptly.
5. Findings and recommendations will be documented and shared with relevant
management and/or the Board for corrective action.
6. Outcomes of substantiated cases may be reported to donors or authorities, where
applicable.
9. False or Malicious Allegations
While all disclosures made in good faith are encouraged, false or malicious reports made with
the intent to mislead, defame, or cause harm may result in disciplinary or legal action against
the individual responsible.

11. Monitoring, Reporting, and Review
The Whistleblowing Officer shall maintain a secure log of all cases received and
actions taken.
Quarterly summaries of whistleblowing cases shall be presented to the Board Audit
and Compliance Committee.
The policy shall be reviewed biennially or as required to ensure continued relevance
and compliance with applicable laws and donor requirements.
12. Whistleblowing Strategy
To ensure effective implementation, NEJHAI adopts the following strategic actions:
a. Leadership Commitment
Senior management and the Board shall publicly endorse the policy and promote a culture of
transparency and accountability.
b. System Setup
Establish secure, user-friendly reporting channels.
Maintain independence of the whistleblowing process from operational management.
Assign responsibility to the Compliance function for managing reports.
c. Staff Awareness and Capacity Building
Integrate whistleblowing awareness into induction and ethics training.
Display communication materials across offices and program sites.
Conduct annual refresher sessions on ethical conduct and reporting obligations.
d. Monitoring and Continuous Improvement
Track and analyze trends in reports to identify systemic issues.
Conduct regular policy reviews to align with evolving legal and donor standards.
Report outcomes and lessons learned (without disclosing identities) to promote
organizational learning.
e. Donor and Public Accountability
Where required, provide summary reports of whistleblowing activities to funding
partners.
Reinforce NEJHAI’s zero-tolerance stance on fraud, corruption, and abuse in all
public communications.
13. Effective Date and Approval
This policy was approved by the Board of Trustees of Nexus for Justice and Humanitarian
Aid Initiative (NEJHAI) and takes effect on [Insert Effective Date].
It shall remain in force until amended or replaced by subsequent Board resolution.
