Executive Summary
This report documents my internship experience at the Gullele Sub-City Administration
Innovation and Technology Development Bureau (ITDB). The main focus of the internship was
to enhance ICT service delivery and contribute to the development of digital solutions that
support efficient governance and citizen service. Throughout the internship, I was actively
engaged in activities related to database management, system troubleshooting, ICT infrastructure
maintenance, and the introduction of automation strategies in administrative processes.

1 Project Work

1.1 Project Title

1.1.1Enhancing ICT Service Delivery

The project I undertook during my internship was entitled “Enhancing ICT Service Delivery and
Digital Solutions in Gullele Sub-City Administration.” This project was chosen because the sub-
city administration faced critical challenges in delivering efficient and transparent services to
citizens. Much of the administrative work relied on manual processes, which were time-
consuming and prone to delays. The limited automation also affected accuracy and
accountability, leading to frustration among both staff and the citizens they served.

1.2 Problem Statement

The problem this project addressed was the lack of an efficient and integrated ICT system within
the administration. Inefficiencies in database management, gaps in e-government service
delivery, and weaknesses in ICT infrastructure significantly hindered operations. Strengthening
ICT capacity was therefore not only necessary but urgent for improving service delivery and
promoting good governance.

1.3.1 General objective

 Apply theoretical knowledge acquired during academic studies to real-world ICT practices.
 Understand the role of ICT in enhancing service delivery, transparency, and efficiency in
government institutions.

1.4 Methodology

The methodology employed in this study focuses on understanding, analyzing, and enhancing IT
service delivery and providing effective solutions at the Innovation and Technology
Development Bureau (ITDB) of Gullele Sub-City Administration. The approach combined both
practical engagement and theoretical analysis to ensure a comprehensive understanding of ICT
service operations.

1.4.1 Data Collection Methods

Primary Data Sources:

Direct Observation: Observing the workflow, IT infrastructure, and service


delivery processes to identify strengths and gaps in current systems.

Interviews: Conducting discussions with ICT staff, supervisors, and end-users to


gather insights on operational challenges and service improvement opportunities.

Limited access to certain confidential data and sensitive systems.

Time constraints restricted continuous monitoring of long-term IT projects.

1.5 Litrature rivew

A literature review was also conducted as part of this project. Several studies on e-government in
Ethiopia highlighted the importance of ICT in promoting transparency and efficiency. Best
practices in IT service management (ITSM) provided models for organizing IT services in a
systematic way, while international research on digital governance emphasized the role of
innovation in adapting ICT strategies to local contexts. These readings helped me frame my
project within a broader theoretical and practical context.

2 Company Background

2.1 Historical Background of ITDB

The Gullele Sub-City Administration Innovation and Technology Development Bureau (ITDB)
was established with the mission of modernizing governance through the use of ICT and
innovation. Its mandate is to strengthen ICT-driven service delivery, promote digital
transformation, and provide technical support to both the administration and the wider
community.

2.2 Main Products ,Services and Partners

The bureau’s core services include ICT infrastructure management, database administration, IT
support for public offices, and the development of e-government service platforms. It also
provides incubation support for technology and innovation projects, acting as a hub for young
innovators and entrepreneurs in the sub-city.

The primary customers of the bureau are the residents of Gullele Sub-City, who rely on its
systems for faster and more reliable services. Public servants and administrative departments
also depend heavily on the bureau for technical support and digital solutions. In addition, local
startups and innovators benefit from the bureau’s initiatives in technology incubation.

The organizational structure of the bureau consists of a director at the top, supported by several
divisions. These include the ICT Division, the Database Unit, the Support Unit, and the
Innovation Unit. Each unit has distinct responsibilities but works collaboratively to ensure
efficient service delivery. The workflow within the bureau typically starts with a service request
either from a citizen or an administrative office(which is then processed through the relevant ICT
systems). Depending on the request, tasks may involve updating databases, troubleshooting
technical issues, or implementing new digital services.

Bureau Head / Director: Provides strategic leadership, oversees ICT development


initiatives, and ensures alignment with sub-city and city-wide digital transformation

residents through consultation and data collection.
2. Planning and Design: The planning unit drafts ICT solutions, policies, or projects, aligning
with strategic goals.
3. Implementation: ICT infrastructure and service units deploy solutions, such as e-
government systems, databases, or digital platforms.
4. Capacity Building: Employees and stakeholders are trained to effectively use the
implemented systems.
5. Service Delivery: Citizens, businesses, and institutions access ICT-enabled services with
improved efficiency.
6. Monitoring and Feedback: Performance is evaluated continuously, with feedback loops
ensuring improvement and sustainability of services.

2.4.3 Workflow Across Functional Units


The Innovation and Technology Development Bureau (ITDB) of Gullele Sub-City Administration operates
through a coordinated workflow among its different functional units. This workflow ensures that ICT
service delivery is efficient, transparent, and aligned with the overall goals of the sub-city
administration.

3 networking
Networking and Data Center (Simple Explanation)

The data center of Gullele Sub-City is the central place where all ICT equipment is managed. It
connects digital cameras (CCTV), servers, and the Internet from Ethio-Telecom (Tele) to
provide secure and reliable ICT service delivery.

Digital Cameras

Security cameras are installed in different offices and around the compound.

Each camera connects through network cables (Ethernet) or Wi-Fi to a network switch.

The switch forwards the video data to the data center server, where the recordings are stored
untill three month and managed.

Servers in the Data Center

The servers store data, run applications, and keep camera recordings.

They are connected to the core switch inside the data center for high-speed
communication.

Backup systems ( generators) ensure that the servers work even if power goes off.

Tele (Ethio-Telecom) Internet Connection

Ethio-Telecom provides Internet to Gullele Sub-City through fiber optic cable.

The fiber first reaches a distribution switch or router (EPON/OLT ).

From there, it connects to the firewall and core switch in the data center.

Finally, the Internet is distributed to offices, servers, and Wi-Fi networks.

4 Internship Experience

During my internship at the Innovation and Technology Development Bureau (ITDB) of Gullele
Sub-City Administration, I gained valuable exposure to both the organizational environment and
the practical aspects of ICT service delivery in public administration. The experience provided
me with opportunities to apply the theoretical knowledge I acquired in my studies to real-world
situations, while also developing new skills in technology, teamwork, and professional
communication.

1. Orientation and Familiarization


At the beginning of the internship, I was introduced to the organizational structure, functional
units, and core responsibilities of the bureau. I participated in an orientation session where
supervisors explained the mission of the bureau, its role in enhancing ICT service delivery, and
how different units collaborate to provide services to citizens and institutions.

2. Assigned Tasks and Responsibilities


Throughout the internship, I was involved in various tasks, including:

 Assisting the ICT Infrastructure Unit in basic troubleshooting, software installation, and
maintenance of computer systems.
 Supporting the Data Management Unit in organizing, cleaning, and updating digital
records.
 Observing the E-Government Service Unit while they facilitated online platforms and
citizen service portals.
 Participating in capacity-building activities, where I learned about ICT literacy programs
and how training is delivered to staff and community members.

6 Conclusion and Recommendations

6.1 Conclusion

The internship at the Innovation and Technology Development Bureau (ITDB) of Gullele Sub-
City Administration has been a highly valuable learning experience. It provided practical
exposure to ICT applications in public administration, including database management, e-
government services, system maintenance, and innovation-driven initiatives.

Through this internship, I gained a deeper understanding of how ICT supports efficient service
delivery, transparency, and informed decision-making. I also developed essential technical skills,
professional competencies, and personal attributes such as teamwork, discipline, and
adaptability. The experience highlighted both the opportunities and challenges in implementing
ICT solutions in a public sector environment.

Overall, the internship not only reinforced my academic knowledge but also prepared me for
future professional roles in ICT, innovation, and digital governance.

6.2 Recommendations
Based on my observations and experiences during the internship, the following recommendations
are proposed to enhance ICT service delivery at the bureau:
