PROCEDURE GUIDE
1) Roll Call and Quorum
• At the onset of proceedings the Chair will conduct a roll call to
determine delegate attendance and whether or not the forum meets
quorum,
•Delegates may state that they are ‘present’ (You are present, and can
abstain when it comes to substantive votes) or ‘present and voting’ (You
are present, and cannot abstain on substantive votes.
• Quorum is one half the voting members of the
forum.
• Should quorum not be met, the forum shall be
unable to conduct substantive business,
If you are late arriving to a committee session
and miss Roll Call, send a note to the Dais indicating that your country is
present or present and voting.
• A roll call is held every time a new session starts and the response does
not carry over from the previous session. Once roll-call is finished, note
passing opens up and the chairs open the primary speakers list.
2) Note Passing
After roll call, the floor is opened for note passing. Communicating
through passed notes is encouraged, as it represents a way of interacting
with delegates without interrupting delegates engaged in formal debate.
3) Primary Speakers List
After roll call, the chairs will open in the first session with the primary
speaker’s list. The purpose of the primary speaker’s list is to set the order
of discussion according to countries.
4) Secondary Speaker’s List
The purpose of the secondary speaker’s list is to allow general discussion
on the chosen topic. If you were not able to speak on the primary
speaker’s list, this is your opportunity to get up and say what you want to
say the floor may be open to various motions.
5) Moderated Caucus
The purpose of a moderated caucus is to discuss the selected topic in
deeper & greater specifics and details (i.e. if the topic is modern slavery,
a moderated caucus could be discussing child slavery. The delegate
motion for this would be something along the lines of “Motion for a __
minute moderated caucus with a speaking time of ___ on the topic of
______.”,
6) Unmoderated Caucus
After a certain amount of time has elapsed, usually at least
about forty-five to sixty minutes into the committee session. it is
possible to motion for an unmoderated caucus. An unmoderated
caucus simply means that everyone in the room is able to get
out of their seats, walk around, or leave the committee room.
Everyone is free to approach their fellow delegates, discussion
is not structured, and you are free from the constraints of
committee procedure.
*IMPORTANT INFO’S
COURSE OF ACTION: Delegates are allowed to request a
time to form alliances or meet with members who they are in
a particular regional/economic organization together. For
example; European union, African union etc..
VETO POWERS: These are countries that have more power
than the others. They are five: CHINA, FRANCE, RUSSIA,
USA, UK. Their votes are very important and can influence
greatly. They can veto any decisions, meaning if the five of
them agree to veto something nothing can be done to go
against it.
7) POINTS USED IN MUN
Point of Order - these are used to correct a procedural error.
E.g. The chair forgot Roll Call.
Point of Inquiry - Used to ask the Dais a question regarding
Parliamentary Procedure.
Point of Personal Privilege - Used with to express a personal
concern.
E.g. The room is too warm, your placard broke, or you cannot
hear the speaker.
Point of Information - Used to ask a delegate a question so they
may clarify a speech.
A right of reply- can only be used if the delegate who is speaking
has directly insulted your country, it’s policies or rights.
*How to raise a Point in Committee
1 – Raise your placard and get called, if it is a point of
Personal Privilege or a Point of Order, you may interrupt the
flow of debate within reason.
2 – State the point that you are going to raise and what you
would like to say
E.g. – “Point of Order, we forgot roll call at the start of
debate”
9) RESOLUTION PAPER AND ADJOURNMENT
Before a resolution passes or is considered accepted in a committee, it
has to be voted on. The chair will read each clause of the draft
resolution and delegate will vote on it. The final position paper of the
committee will be read infront of the assembly ( ALL committees
together).
To end a session the chair or co-chair should say that “ This committee
session is therefore adjourned”.
N.B: Note that everything must be voted upon by the delegates.
Example; the speakers list time, or the unmoderated caucus time
etcc…..
