MINISTER OF THE INTERIOR

CONSIDERING:

That, numeral 8 of article 3 of the Constitution of the Republic of Ecuador states that

the fulfillment of its purposes and to make effective the enjoyment and exercise of the rights recognized in
the Constitution;

That, Article 1 of the Organic Code of Citizens' Security and Order

citizen security and public order, based on rights, guarantees and principles
established in the Constitution of the Republic.

That, through Report No. 2022-011-DTU-DNL-PN of June 8, 2022, the Subdirectorate


National Logistics of the National Police, addressed to the National Director of Logistics of the
National Police, which concludes the following: "That the presentation of the prototype was made

That, with Ministerial Agreement No. 015 dated March 10, 2023, the Mr. Minister of

That, with official letter No. MDI-CGJ-2023-0097-OF dated March 23, 2023, the Legal Coordinator
from the Ministry of the Interior, requests the General Commander of the National Police to request...

Uniforms of the National Police, according to the requirement stated in the document No. PN-CG-
QX-2023-03477-OF of February 25, 2023.

That, with official letter No. PN-CG-QX-2023-03477-OF dated March 25, 2023, Mr. Commander
General of the National Police addressed to the Minister of the Interior, stating the following:

No. PN-CSG-QX-2023-0627-O, dated February 24, 2023, signed by the Secretary.

Technical Subcommittee on Uniforms of the National Police, addressed to the Deputy General Commander

ECUADOR

TITLE I
GENERALITIES

CHAPTER I
OBJECT, SCOPE AND REACH

Article 1.- Purpose. -The purpose of this Regulation is to establish and strengthen the
doctrinal identity, through the unification, classification, description, and use of: uniforms,
supplements, accessories, protective clothing, wearing of decorations, replicas and badges
from the National Police of Ecuador.

Article 2.- Scope. - This regulation applies to police officers.

CHAPTER III
OBLIGATIONS AND PROHIBITIONS

Article 5. -Obligations.- Police officers have the following obligations:

a. Wear the uniforms correctly, according to the use described herein

d. To perform, create, edit, or disseminate theatrical performances, whether they are: comedic, mimetic,
memes, videos or informal photographs on social networks or digital platforms, no

authorized, with uniforms, protective gear or garments with characteristics
similar in their design and tailoring that denote being part of the National Police of
Ecuador.
Use bracelets, wristbands, or similar objects made of synthetic or natural materials such as: thread,
plastic, metallic, wood, rubber, among others, with the uniforms or garments of
protection
Use tabs and/or artificial nails;
To use, combine or change clothing, complementary garments and accessories
that do not correspond to the uniforms established in this Regulation;
Conduct activities that undermine the institutional image, using the
uniforms, contradicting what is contemplated by the principles and values of the Doctrine
Institutional and the Code of Ethics;
i. Donate, sell, rent, pledge, or lend uniforms, complementary garments and
police accessories, even when they are in poor condition;
j. Make requests for uniforms that are not established in the present.

CHAPTER IV
CORPORAL PRESENTATION AND AESTHETICS OF THE POLICE OFFICER

Article 7.- Wearing. - The wearing of uniforms, complementary garments, accessories, and clothing
of protection, must be impeccable, correct and complete in every place and occasion.

Article 8.- Eyebrows.- The eyebrows of police officers must be natural, balanced and
well cared for, without cuts or tattoos outside of what is natural.

Article 9.- Haircut.- The hair must be short, tapered on the sides, to two
fingers, with a rise of number 1.5 or 2.0, the back ending in square; shaped legs

GENERAL PROVISIONS

FIRST.- Once the present Regulation is approved, the National Directorate of


Logistics of the National Police, through the Technical Management of Uniforms, in
coordination with the National Directorate of Organizational and Strategic Communication,

SECOND.- All police officers in active and passive service must observe
strictly the use of uniforms, protective garments, accessories and supplements
described in this Regulation, therefore, they cannot create, combine, alter, modify or

responsibility of the State. The National Police, through the department in charge of
logistical resources will carry out the annual planning that determines the need for staffing
of uniforms, protective clothing, accessories and police supplements at the level
