Professional Code of Ethics

The study of what governments choose to do or not to do
including studies of the policy process, policy
implementation and impact, and evaluation.
Policy is a course of action generally made or initiated by
government to address a particular public issue
Policy is interpreted and implemented by the public
Example: a law that says that those caught driving while
intoxicated will go to jail for up to one year is a statement of
governmental policy to punish drunk drivers
*Implementation is Key

Policy Actors

Official Actors: involved in public policy because they are

they make and enforce policies
Unofficial Actors: play a role in the policy process without
people (they highlight any explicit legal authority to participate (ex: media has a

Policy makers engage a wide array of professional people and
organizations such as scientists, researchers and engineers, as well
as economists and legal advisors to help them make better
decisions in public policy.

Civil Engineering and Public
Policy
Civil engineers need to understand the engineering/public policy
interface and how decision makers in government utilize technical,
scientific, and economic information when planning, designing, or
evaluating civil engineering projects.
* Every project has to submit EIA(environmental

impact asscument)
Because civil engineering is often referred to as a people-serving
profession, and the people are the public, civil engineers are inherently
and increasingly more fully engaged in the public policy process.
Civil engineers naturally practice their profession by following
standards, specifications, and related guidelines as set forth in public
policy documents.

3) Adoption. A policy is officially adopted by an executive, legislative, or
judicial entity.

within ministries and departments.
5) Assessment. The outcomes of policies are monitored and evaluated by
special agencies. modifications to address the gaps found

6) Adaptation. Policies are changed to fit previously unknown circumstances.
7) Succession/ Termination .Policies are continued with new goals or
terminated.

Engineering Decisions
Engineering decisions affect the quality of life of large
number of people around the world. engineer should have impact

Our decisions are influenced by the customs and laws of
the societies in which we live and these are usually
generated over many centuries.
The codes of professional behavior established by major
professional institutions are an important element in the
“informal governance of nations”.

Why do we have a code
of ethics ?
