case of Rape, wherein the victims are:
Jerlyn S. Sapla, 25 yrs old (August 30, 2000), single, vendor and a
resident of Purok 3, San Fabian, Echague, Isabela;

Ulysis Sepada, 35 yrs old (March 1, 1990), single, driver, and a resident
of Purok 5, Silauan Sur, Echague, Isabela (Under Custody);

2. On or about 10:15 o’clock in the morning of November 30, 2022, at
Purok Kwatro, Barangay Victoria, San Isidro, Isabela, one Rheindell
Cartas y Gonzalo, 21 years of age, and a resident of the same place, had
her motor vehicle stolen which is a white colored Mitsubishi Adventure,
bearing the plate number CSE-771, by two unknown offenders.

3. Initial investigation disclosed that there were two suspects who worked
together to consummate the crime. That while the vehicle was parked
along the road at the same place, one suspect went near it and looked
around. When he determined that there are no other persons nearby, he
signaled the other suspect who then forcibly opened the vehicle. When
Rheindell Gonzalo Cartas came back, the suspect has already broken into
and has started the vehicle. Rheindell Gonzalo Cartas screamed for help
while the suspect drove away. The other suspect failed to enter the
vehicle and ran in the opposite direction which is possibly due to shock,
disorientation, and heat of the moment, as reported by the witnesses,
based on how the runaway suspect looked like. After the incident,
Rheindell Cartas immediately went to San Isidro Police Station, San
Isidro, Isabela to report the incident on or about 10:30 o’clock in the
morning. PNP San Isidro has launched an operation to identify and arrest
the suspects at large based on the testimonies of the witnesses, starting
with the suspect who was seen running away from the scene, and recover
the stolen vehicle. San Isidro Police station has alarmed other
City/Municipality Police Stations for coordination.

2. In connection with the above references, the manhunt operation was
successful in locating and arresting the runaway suspect who was
identified as Mr. Noel Gustilo Dollente, 21 years of age, and a resident of
Purok Dos, Victoria, San Isidro, Isabela, on December 1, 2022 with the
help of witnesses at Purok Kwatro, Victoria, San Isidro, Isabela.
3. Arrested suspect, Mr. Noel Gustilo Dollente, was temporarily detained
at San Isidro Police Station and subjected to custodial investigation for
questioning. He disclosed the identity of his partner who was identified as
Mr. Rygion Malapit Bautista, 21 years of age, and a resident of Purok
Water Lily, Linglingay, Alicia, Isabela.
4. PNP elements of San Isidro Police Station effected an entrapment
operation to arrest Mr. Bautista, the suspect at large, led by Police Chief
Master Sergeant Johnlloyd D. Rosario, Police Senior Master Sergeant
Godwin Orocio Tumomba, and Police Staff Sergeant Marvin John Tagala
on December 2, 2022.
5. The operation was successful in arresting Mr. Bautista. The suspect
was temporarily detained at San Isidro Police Station, San Isidro, Isabela
for proper case disposition while a case of Carnapping under RA 10883 is
now being prepared by the investigator-on-case for immediate filing in
court.

2. On or about 10:15 o’clock in the morning of November 30, 2022, at
Purok Kwatro, Barangay Victoria, San Isidro, Isabela, one Rheindell

Police Station led by PCMS John Lloyd D. Rrosario, PSMS Godwin Orocio
Tumomba, and PSSg Marvin John Tagala proceeded to the place of the
incident to conduct an investigation. Initial investigation disclosed that

7. A case for Carnapping under RA 10883 also known as the New Anti-
Carnapping Act of 2016 has been filed at the Municipal Prosecutor’s
Office against the suspects, Noel Gustilo Dollente and Rygion Malapit
Bautista under I.S. No. II-02-INV-01F-001 and subsequently filed at the
Municipal Circuit Trial Court (Ramon-San Isidro), Second Judicial Region,
Branch 14, Ramon, Isabela under Criminal Case No. 01-01-001, dated
December 4, 2022.
