I. Introduction
In response to this issue, the government of Peru started to show greater commitment towards
to childhood malnutrition, thus taking various measures against it. Therefore, the authorities
National, regional, and local entities began to recognize the importance of producing results.
measurable in relation to malnutrition, in order to strengthen operational capacities and
institutional.
The strategy was led by the presidency of the Council of Ministers through the
Technical Secretariat of the Interministerial Commission on Social Affairs (CIAS). This strategy is
created with inter-institutional coordination among the main social programs that promote
the reduction of child malnutrition in the country. However, the core of this strategy was the
JUNTOS program, for which this report will provide more information about it.
We will mainly mention that the JUNTOS program was created in order to alleviate
the poverty of the Peruvian population in the different districts of Peru. The Program aims to
the objective is to improve the current outcome indicators in the areas of nutrition, education, and health

It is well known that structural family poverty is multidimensional in nature and not
necessarily varies with changes on a family scale without any transformations in the

VI. Content
1. Background
Juntos was born on September 17, 2005. The chosen place for its launch was the
Ayacucho district of Chuschi, an emblematic area of the Peruvian highlands where Sendero
Luminoso began its terrorist activities.
In recent years, the Government of Peru has demonstrated a high level of commitment.
regarding child malnutrition and has taken measures to address it. The authorities
national, regional, and local authorities recognize the importance of rationalizing resources and actions
on malnutrition in order to produce measurable results and strengthen capacities
operational and institutional at all levels. Currently, in order to reflect this commitment,

changes that promote favoring the most vulnerable population evidenced in indicators

2. Definition
(Stampini, 2018) Officially, Juntos is defined as a transfer program.
conditional monetary subsidies, through which families that qualify under the criteria are subsidized
established (poverty, exclusion, etc.).

Thus, the monetary subsidy of Juntos is neither free nor unconditional, but rather
subject to the fulfillment of a series of verifiable commitments to participate in a series
of social programs in health, nutrition, education, and citizen development, aimed at
strengthen human development, as well as the restoration and consolidation of basic rights.
This program ofMinistry of Development and Social Inclusion (MIDIS) promotes the
co-responsibility, for which their monetary incentives to households in districts that present

With this, they seek to contribute to the reduction of poverty and prevent children,

3. Principles
Together has been established as an innovative program, based on a series of concepts.
and principles that define the relationship between the beneficiary and the State that seek to overcome the vision
Thus, unlike the traditional vision, Together seeks to give its activities a focus
participatory, aimed not only at alleviating or mitigating poverty, but also at enabling the
beneficiaries access a higher level of income and well-being in the medium or long term than
self-sustaining sea.
5
6
6. Together has a non-excluding nature, but rather a complementary and functional character.
regarding the other programs that address specific social issues (education,
nutrition, health, etc.), as it coordinates the participation of the beneficiaries in the
components of said programs.
7. The Program has a sense of temporality, as permanence as a home
a beneficiary with full rights is for a maximum of four years, and as a beneficiary
with progressively reduced rights for a maximum of four more years.
One key factor that influenced the creation of the Program was undoubtedly the Declaration of
Millennium of the United Nations, which took place in September 2000, which established a series
of objectives and goals for development and human well-being, some very specific to be achieved
internationally in 2015.
6
7
A second factor that is clearly related to the creation of Juntos is undoubtedly the
set of manifestos and proposals of the National Agreement, entity established by the Presidency
from the Republic, in March 2002, as a meeting point for the main forces
political and social (parties, associations and grassroots organizations, unions, guilds, etc.), to
discuss and reach a consensus on objectives and proposals regarding the actions of the State. Thus, the National Agreement
has issued a series of guiding principles for public policies, which can be related
Together.
Finally, the role that the so-called 'Plan' has played in the conception of Together must be considered.
National Poverty Alleviation Program, which proposes among its central guidelines:
Are these elements (National Agreement, Millennium Goals and National Plan for Overcoming the
Poverty) those who make up the framework within which Together has been established and developed.
5. The social, economic, and political reality following the creation of together
But Juntos was not established in a context of crisis; on the contrary, it arose in a
sustained economic growth period, practically unprecedented in our history
recent.
However, it is necessary to point out that the apparent paradox between the relative economic boom
what Peru has experienced in recent years and the implementation of the Juntos plan would not be such from

from a more detailed and thorough examination of the national reality, from which observations arise
what are fundamental to explain the emergence of Together:
6.1 Operational: essentially responsible for the administrative management of the Program, of the
6.2 Geographic targeting: geographic areas (districts) are selected for operation
of the Program, based on the analysis of various indicators; for example; the degree of access
from the population to basic services.

6.4 Evaluation and monitoring: it is the system specifically in charge of control and
monitoring the compliance of the commitments established with the beneficiaries;
likewise, it is in charge of evaluating the impact that the Program has on well-being
of the participating households. It should be noted in this regard that up to the present
pending the establishment of a baseline that allows for reliable measurement
the effects of the Program, especially regarding its impact on malnutrition
childhood and school attendance. Indeed, in the operational plans of Juntos for the
In 2006, the main actions planned and budgeted include the
establishment of a baseline system, based on the control of the evolution of
households, combined with management and results indicators.
6.5 Social surveillance: responsible for the mechanisms of citizen participation and control that
ensure the transparency and legitimacy of the Program activities.
7. Geographic scope
During its first phase of development (year 2005), the activities of Juntos were carried out
in a total of 110 districts located in four departments of the Andean region of the country:
Apurímac, Ayacucho, Huancavelica, and Huánuco. These selected districts were the most
poor people located in those departments made up 31% of the total districts
located in those departments.
The departments selected for the first phase of Together are among the most
poor and backward of the country, with all the imaginable consequences: high rates of malnutrition,
unmet basic needs, school dropout, etc.

Peru is making progress in the social field, but not at a fast enough pace to catch up with the
Millennium development goals in education, health, and poverty. The levels of inequality and
social and economic exclusion is high, while public social spending is estimated to be around
5% of GDP is among the lowest in Latin America.
One of the essential responses to this situation is greater social action from the State, such as
part of a redistributive policy, which must be complemented by the creation of jobs
work through strong intensive growth in employment and in self-employment sectors. The
the launch of Together is a recognition of this reality.
As is known, this type of program works by promoting the demand of families for
services that generate human capital; that is, supporting mothers and fathers to take to
your children to the education and health services provided by the State; but for that, monitoring and
the requirement of the conditions and commitments assumed by the beneficiaries is fundamental. The
The success of programs like Juntos decisively depends on their ability to oversee, evaluate,
and if necessary, facilitate the proper fulfillment of the obligations of the users.
While in theory monetary transfers must be delivered as long as they are fulfilled
the commitments (the children have gone to school and health checks, the mothers have attended talks
training in nutrition and child care, etc.), there is still doubt as to whether such
conditions will be enforceable, or even effectively verifiable. For the case of Juntos, the
necessary systems for comprehensive monitoring have not yet been properly established for
all the required areas, especially regarding education.
In this context, a central issue is to establish how the protection network should be structured.
social. Once that decision is made, it should be established how the various programs will be reorganized.
