CHAPTER I

CONCEPTUAL PERCEPTIONS

1.1. DEFINITION OF STRATEGY

For a better understanding of the topic, we will show the definition of strategies.
according to various authors.

According to authors

It is the art of directing operations aimed at achieving victory in each one.

how for the achievement of the organization's objectives. It is the art (skill)
to intermix the internal analysis and the wisdom used by the leaders

1.2. DEFINITION OF COMMUNITY PARTICIPATION

The following is the definition of citizen participation according to

various sources or authors.

Participation is the direct or indirect intervention of various actors in

the definition of the action goals of a community and the means to
to reach them. A citizen participates when they are affected by a decision.
or a measure taken in the municipality, neighborhood, commune, department or
when you wish to schedule an aspiration for a project

The Constitution of 1991 states as a duty of the person and the citizen
the exercise of participation: 'to participate in political and civic life'
"community of the country." (Montaño, 2005)

It is the task in which the various sectors, formal organizations and

making decisions, assuming specific responsibilities and
promoting the creation of new collaborative ties in favor of the
health led by the health sector.

Community participation allows for close coordination between the

community, local institutions, organizations, and the health sector.

To achieve community participation, there are basic conditions that

many times they can present in a combined form, and in other cases

people undertake with the purpose of influencing decisions

control of the activities carried out by public or private entities

integrate the community into the exercise of politics. (fbarrerac, 2014)

According to the group:

We believe that community participation is

intervention, demonstration or contribution made by the members of a
organization, group or community with the purpose of having their opinions be
listened to while seeking an improvement in the well-being of their community. (See

Annex No. 1)

1.3. DEFINITION OF COMMUNITY PARTICIPATION STRATEGIES

Now having defined the terms strategy and participation

community-based, we concluded in a group that:

Community participation is essential to promote changes,

seeking to improve the well-being of the members of a community and hopes
an active participation of them. However, there are many barriers that
it makes community participation not happen in the expected way.
In the face of these difficulties, those in charge have to look for
new forms, ways or paths, and that is why we define strategies
of community participation as the process of development and implementation
plans to ensure that the community participates in decision making
decisions, control and execution of actions. In addition to developing in them
the commitment and responsibility to face together the
situations or problems that their community faces.

1.4. DIFFERENCE BETWEEN METHODOLOGY, TECHNIQUES AND

STRATEGIC COMMUNITY PARTICIPATION

Now, as we have seen that many times we confuse the terms

methodology, technique, and strategy we make a description to be able to
understand them and differentiate them.

Technique:

It is a finite set of fixed and ordered steps, whose sequence is predetermined.

and sequenced, and its correct execution leads to a safe solution of the
problem or task; for example, taking a square root, sewing a
button
the shoe, repair or replace a car tire, make a suit, make
a ceramic, a derivative, a multiplication, etc.

Strategy:

It is almost a cliché to remember that the term 'strategy' comes from the field
military, in which it was understood as 'the art of projecting and directing large'
military movements" and, in this sense, the strategist's activity consisted of
to plan, organize, and direct military operations in such a way that one
would achieve victory. In this military environment the steps or rungs that
They form a strategy called 'tactics'.
It must be noted that, in education, strategies are always
conscious and intentional, aimed at a goal related to the
learning.
The activities that the student carries out in the classroom and outside of it are
learning strategies designed by the teacher for the student
develop mental skills and learn content. Through them, one
they develop skills and attitudes and indirectly abilities and values
using the content and learning methods as means to
achieve the goals. (Marino Latorre Ariño, 2013)

Methodology:

Methodology is the science that teaches us to direct a specific process.

efficiently and effectively to achieve the desired results and has
as a goal to provide us with the strategy to follow in the process. (Cortés, 2004)

One strategy is:

Set of procedures aimed at a specific objective.

It is conscious and intentional.
It requires planning and control of execution.
Select resources and techniques. (C. Monereo, 2007)

So we can say that methodology, technique, and strategy are terms that
they differ in their definition but it is worth noting that these terms are found
interrelated with each other, since the methodology is a path to follow for the
achievement of a goal, the techniques come to be a set of steps in order to
follow that path and finally the strategy will be what helps us reach the
goal and meet expectations.

to solve the barriers that arise in a participation process
community.

2.1. COMMON BARRIERS AND STRATEGIES FOR

Youth Participation

There are a number of common barriers to youth participation. By identifying

these barriers, whether before or after they occur, can be used
various strategies to reduce its impact.

False and negative assumptions about abilities and

opportunities for young people

Make sure that adults are clear about the reasons for involving
young people, in addition to the types of information and knowledge they have
the youth, which the organization wants to take advantage of and leverage
benefit.

Demonstrate effective youth participation in the action support to the

young people to make individual or joint presentations with
adults within the organization.

• Provide examples of successful youth participation either within the

organization or in other environments.

Youth inexperience with successful participation in decision-making

decisions

Work on issues that young people identify as important.

Start with short-term goals and make sure you see results
concretes of your participation (a story or an article in a newsletter, a
activity completed, a tangible change).

Find out what the negative experiences of young people have been with
youth participation and ensure that they do not repeat.

Resistance of organizations and individuals to change

Make sure that the decision-makers are

truly committed to youth participation activities.

Create ways to increase interaction between young people and adults

within the organization (social activities, joint workshops,
projects or meetings) .

Gradually work to achieve youth participation.

turn it into a central activity of the organization.

Attempts to fit young people into adult structures

Do not support efforts that involve placing one or two young people in
an adult decision-making group without support or development of
necessary skills.

Before the meetings with decision-makers, organize

planning sessions to help young people identify their goals
for the meeting and to practice how they want to participate.

Work with young people to establish a structure that is beneficial to them.

functional.

Instead of attending adult meetings, invite the adults to

assisting in youth meetings, workshops, or presentations.

clarifications during meetings.

Tendency to identify youth participation with a person in the

agency instead of recognizing it as a collective responsibility

Identify two or more people who lead the participation of the

young people and ensure that they are given time, resources, and support
organizational to achieve effective youth participation.

Increase the possibilities of interaction between young people and adults.

Create regular means to keep people informed inside

from the organization about the activities of youth participation and their
achievements.

The slowness of change

Make sure that young people are aware of how slow

Some matters can change.

Acknowledge and celebrate the small successes.

• Provide immediate feedback on what is

happening with ideas and contributions from young people.

to increase energy and enthusiasm.

Create ways for veteran members to provide guidance

and development of skills for the newcomers.

• I worked on short-term projects, so the projects

themselves are less affected by staff turnover and the young ones
they can see the results of their efforts.

Create continuous participation of specialists.

Develop participation levels with a series of opportunities that

require different levels of skill and commitment.

Develop the processes for continuous recruitment.

The location and the schedule of the meetings

Ask the young people when it is possible for them to meet, and
make sure that joint meetings are scheduled at those
moments.

Try to make the meeting venues accessible from the

schools and public transportation.

2.1.2. MAINTAIN AND EVALUATE YOUTH PARTICIPATION

We also present the strategies that allow us

maintain and evaluate youth participation within the community.

Sustainability

For some, sustainability can refer to the structure used for

the continued presence of opportunities within the organization for
that young people can give their opinion on how things are done. In the
last case, the ways in which youth is involved can

Thus, sustainability can mean a variety of different things, among

those included:

Provide a youth participation program similar every year for

new youth groups.

School of Social Work

Establish a youth structure that includes more veteran members

and more recent.

Recruit young people to work on short-term projects

during the year, or consult/work with young people continuously or
as necessary to comply with the agency's order.

Strategic participation

One of the greatest barriers to sustained participation of the

young people is that it is not considered a central activity of the organization.

Think strategically about how to include youth participation in the

the structure of the organization is a key step to maintain that
participation.

Next, we present some tips on what to do to ensure that

youth participation becomes a central activity.

. Write it

Formalize the participation of young people in the statements of the

mission, goals and objectives, policies or guidelines of the organization.

. Raise awareness

Participate in ongoing activities within the organization

aimed at the development of sensitivity to youth participation, to
through discussions, workshops, presentations by the youth and
increasing youth participation.

. Plan

Think about long-term goals and analyze the way in which the
current participation can constitute the foundation for the future.

12
NATIONAL UNIVERSITY OF TRUJILLO
FACULTY OF SOCIAL SCIENCES
SCHOOL OF SOCIAL WORK

. Think informally

Because young people may consider that the process for the
decision-making is tedious, plan how and where you
they will incorporate.

Participation does not have to mean continuous attendance at

weekly or monthly meetings may mean that young people
they will make their presentations at key moments or that they will be invited to

the decision-makers to attend the forums or discussions

of the young people.

. Ensure the feedback cycle

Establish a feedback loop to ensure that the

the contributions of young people affect decisions (for example, if the
young people are requested to fill out the evaluation forms,
make sure someone is responsible for analyzing the
results and to inform the people who can best use that
information).

. Use various approaches

A combination of meetings just for young people and others for young people
and adults can give young people time to develop their own
ideas and positions while providing a link between both groups.

. Document the process

Keep track of the youth participation process for

demonstrate how it has evolved perhaps it can be used later
to guarantee funding or to obtain or reaffirm legitimacy
the participation of young people.

13
NATIONAL UNIVERSITY OF TRUJILLO
FACULTY OF SOCIAL SCIENCES
SCHOOL OF SOCIAL WORK

Evaluate the participation of young people

The evaluation of youth participation activities may constitute

a difficult process. There are often pressures to produce results
fast and establish a continuous participation. Because, due to
nature, youth participation is in continuous development, the
expectations do not always meet deadlines.

Often, the small successes in the process go unnoticed.

involve young people. It is important, however, to recognize and
celebrate these successes in order to maintain the necessary energy to
sustain participation.

An evaluation framework, which contains a questionnaire for

interviews with young people are included among the material resources and
you can use it as a guide to start evaluating participation.

Remember:

. Do not measure success by the development of a new structure.

Achieving effective youth participation does not necessarily mean

establish a new structure.

Success can mean that it has been built on the structures

existing to the current youth participation.

. Do not base your measurement of success solely on the number of people.

and can interfere with their participation. Young people can choose

to take on other roles and responsibilities.

. Success should not be based solely on the goals of the

organization for youth participation

Youth participation should be directed towards strengths and

skills of the participating youth cannot be the goals of the
organizations by themselves that guide the process or those that constitute
the basis for measuring their success. Find out which young people are

interested parties, and also find a balance between the goals of the
organization and that of the youth when establishing the foundations
for the evaluation.

. The measurement of success should include one's own evaluation of

participation of young people carried out by themselves

According to another source, we have been able to find the following strategies for

community participation.

2.2. SOME EFFECTIVE STRATEGIES FOR THE

COMMUNITY ORGANIZATION

There are many different ways for a community to give rise to the
changes you wish to achieve. The ones that interest us the most are those in the
that people come together to improve life in their communities. Thus, it can
There are slightly different ways to view the organization process.

Organization for local development:

Also known as community development, it focuses on the creation of

community ties through improving the process by which one
they obtain things. The idea of community capacity is emphasized,
community's ability to solve its own problems by learning
techniques such as group facilitation and critical reasoning,
which are crucial for community work and for working to achieve
harmonious relationships among people of different races, ethnicities, and classes
The idea of 'helping people help themselves' is key
for this concept.

Social planning or policy change:

While the development of a locality primarily focuses on the

process of working together, social planning focuses on obtaining
results. That is to say, in solving specific social problems, such as the
lack of adequate housing or a very high crime rate.

Offering goods and services and avoiding the duplication of such services are
important objectives for this type of organization.

Organize for social action or support of systems:

The social action organization is very contentious and the concept of

social justice is the dominant ideal.

FACULTY OF SOCIAL SCIENCES
SCHOOL OF SOCIAL WORK

In the social action organization, the members of a certain group to

those discriminated against or belonging to a low economic level and
therefore they have little voice as individuals they organize to demand
the community in general greater resources or equitable treatment.

The use of coalitions.

It is very popular and can be an effective method of organizing a

community to create a change. Coalitions are broad groups
that bring together people and organizations from the entire community, including
many groups that normally do not work together.

For example, a coalition to increase awareness of AIDS in

the community could bring together officials from the health department,
representatives of religious communities, young people, leaders of
businesses and members of the GLBT community (gay, lesbian, bisexual and
transsexuals) groups that on certain occasions do not coincide in any
part.

The power of a coalition derives from the idea of the power of the majority – to gather

completely different from each other. A group that is more interested in the

and could use more vigorous social action tactics to achieve those
results. (Rothman, 2015)

2.3. PHASES OF THE STRATEGY

In the process of developing a strategy for community engagement
we have to follow the following phases to obtain the results or objectives
posed.

2.3.1. INITIAL AND ORGANIZATION PHASE (1 to 3 months):

When starting to work with a community engagement strategy, we must

do the following:

Carry out a diagnosis with the participation of the community

Establish an Intersectoral Municipal Commission and develop a vision
and common missions of the MCS strategy
Develop a proposal for an action plan with objectives, goals and
expected results through a participatory and intersectoral process
Obtain the approval of the Council or Municipal Legislature and assign
resources for the Plan
Discuss and disseminate the approved plan through a public forum

2.3.2. PLANNING STAGE (4 to 6 months):

Having completed the first phase, in order to continue with the proposed strategy.
we must

Designate members of the Intersectoral Municipal Committee to be

part of the working group in surveillance and monitoring activities
Develop a detailed work plan of activities,
responsibilities and assigned resources, with established deadlines and
indicators for monitoring and evaluation.

18
NATIONAL UNIVERSITY OF TRUJILLO
FACULTY OF SOCIAL SCIENCES
SCHOOL OF SOCIAL WORK

Identify strategies to promote continuous participation and

formation of alliances for the execution of the plan and mobilization of
resources.

2.3.3. ACTION PHASE (2-3 years and more)

Finally, to conclude our objective and complete the strategy.

we will do:

Promote the creation of Healthy Public Policies at the local level

institutional and intersectoral actions.
Develop a political infrastructure to support and promote the
execution of the MCS strategy.
Create different healthy spaces.

Encourage politicians and local decision-makers to commit

with the development of community skills and capacities,
strengthening the establishment of the MCS strategy and ensuring
its sustainability and intersectorality.

COMMON ELEMENTS IN THE 3 PHASES:

By carrying out the previous three phases, where each of them does not require following
in different steps we find the following common elements:

Communication
Skills and Capabilities Development
Monitoring and Evaluation

2.4. THREE COMPONENTS FOR STRATEGIES OF

COMMUNITY PARTICIPATION

Community participation

The strategy is based on considering the participation of everyone as essential.

members of the recipient community to achieve both the reduction of the
poverty as community strengthening.
Although there are different interpretations of participation, in the PGC it means
specifically the participation of the entire community in decision-making
decisions
determination of priority problems and goals, planning,
implementation and supervision of the actions, and evaluation of their
results. This means that the whole community takes responsibility
of its development without leaving it to an external collaborator.

Community management

Based on the classic form of promoting participation

community and community development interventions, the strategy
goes further by introducing 'community management'.
Although its main feature is training, this training goes beyond
its traditional purpose, which is the transmission of knowledge to the
students. The training for management also includes decision-making
consciousness, the transfer of information and the stimulus.
The most important thing is that it includes strengthening capacity
organizational. When there are no organizations, it creates new structures.
designed to achieve the desired results by the community, and
when there are existing organizations, they restructure to
increase the effectiveness in achieving the generated objectives and
chosen by the community.

Favorable environment

The strengthening of communities and the eradication of poverty is not

take place in the void.
The environment surrounding each community, not only its ecological setting, but
also their socioeconomic and political environment affects their level of
community empowerment, and also the strategies to achieve it.
Bearing this in mind, the community management strategy has a third
main element: achieving an environment that promotes improvement
from self-help, the increase in self-sufficiency and the eradication of the
poverty from a community approach.

2.5. EXAMPLES OF PARTICIPATION STRATEGIES

COMMUNITY

Health promoters: With two options: that the promoters are

chosen by the community, or by the project leaders and their
charges should be by periods.
Health committees: That can create new instances by and for it

the community's participation is also achieved in this way

The use of existing community organizations as mechanisms
for community participation, since imposing the formation of a
hierarchical community and municipal health committee system
you can restrict participation to small groups and create
problems to integrate into the community in larger proportions

AN EXPERIENCE OF USING STRATEGIES FOR PARTICIPATION

COMMUNITY IN REALITY:

An experience for us as future social workers was the outing

from campo to moche, where from the event organization there was a
participation of the different professional careers such as: engineering of
systems, industrial engineering and social work, here each cycle took on
responsibilities and I participate in the carrying out of activities.

The objective was to raise awareness among the population of

harsh in the face of the constant pollution of the environment that is coming
giving, with the development of the project 'Citizen Participation in the
Environmental Preservation in the Moche District I", unfortunately in
the meeting agreed upon with the population showed very little commitment on the part of

the population towards its authorities who were responsible for transmitting
the message. This did as part of the strategy to achieve participation
community awareness is carried out individually for the people
assistants, but on the other hand, it helped us to keep in mind that we must use
most effective and appropriate strategies for the project to succeed.

From here we can see the importance of strategies for the

community participation, for which we must seek them out and carry them out
during the entire intervention with the population in order to obtain our
objective and goals set regarding the active participation of the community.

CONCLUSIONS

We can clearly conclude that for optimal community participation it is

It's important to know the strategies as they play a very important role for the
population, because they are the process of development and implementation of plans
to achieve community participation in decision-making, control and
execution of actions.

Strategies arise from the existence of barriers that can hinder

operation of an activity to be carried out in which they will convert the
participation in a central activity.

First of all, the objectives to be achieved must be formalized, raise awareness among the
participants, so that they can plan their performance for the future and ensure that
the process is constantly active through actions so that it can give
a sense of support for the community in improving their quality of life.

Second, in order for it to be effective, the following strategies should be implemented:

Organization for Community Development (working together)

Social planning (obtaining results)

Organize by social action (demand for resources in a manner

RECOMMENDATIONS

From the study conducted, a series of recommendations arise:

Put into practice the proposed actions such as: organization,

planning and formation of coalitions to act together.

Involve institutions and organizations for their participation in which

of commitment to shared objectives and values.

Constantly provide feedback on community participation and about the

results that are being built to plan projects together with the
community.

Involve representatives of organizations more extensively and

municipal institutions, so that the impact of the actions and
community processes are more participatory.

Continue the training processes and capacity building in order to

promote and facilitate social management in the community.
