BACKUP INFORMATION
Justification
Pampa Grande located in the valleys of Santa Cruz crossed by the pre-Andean mountain range, increases the area of vegetables in
5% each year, in the cruceño valleys in the municipality of Pampa Grande, Florida province known as zone
producer of vegetables, supplying the market of Santa Cruz and the interior of the country. Currently, 85% of the
10,000 inhabitants of Pampa Grande cultivate around 8,000 hectares of vegetables each year, a quantity that is
increase each management by 5%.
Day by day the demand was increasing and production was on the rise, but lately due to factors of climate change
and the lack of rainfall caused a strong drought in the area, this led to a decrease in agricultural production in
a 40% causing an economic crisis in the area since most of the inhabitants depend on production

1.1 Principles and rights established in the Political Constitution of the State
In Article 373, it is stated that "Water is a fundamental right for life, within the framework of the
sovereignty of the people. The state will promote the use and access to water based on principles of solidarity,
complementarity, reciprocity, equity, diversity, and sustainability. II. Resources in all their states,
