CHAPTER ONE

1.0 Introduction

1.1 History of Organization

The County Government of Kisumu was established following the promulgation of the

constitution of Kenya in 2010, which introduced the devolved governance structures. Kisumu

County is one of the 47 counties and was officially operationalized in [Link] county

government is tasked with providing services, promoting development, and ensuring effective

governance within the county (Kisumu County Annual Development Plan, FY 2021-2022). The

headquarters are located in Kisumu City, and it operates through various departments to deliver

its constitutional mandates and county-specific goals.

1.2 Core Functions of the County Government of Kisumu

The core functions of the County Government include service delivery in sectors such as health,

infrastructure, agriculture, and education; formulating and implementing county policies and

laws; managing revenue collection and budgeting; coordinating development projects; and

promoting transparency through monitoring and evaluation of county programs. The ICT

component of the department supports the digitization of county services and ensures data-driven

decision making across all sectors.

1.3 Vision, Mission Statement and Core values

The County Government is guided by a strong set of core values that shape its operations and

service delivery. These values include:

 Integrity, which serves as the foundation of all government actions and decisions,

ensuring honesty and moral uprightness in public service.

 Accountability is also central, as the county seeks to maintain transparency and

responsibility in the use of public resources.

 Efficiency and effectiveness by striving to deliver timely and high-quality services that

meet the needs of its citizens.

1.4 Organizational Structure of the County Government of Kisumu

The County Government of Kisumu, like other counties in Kenya, operates under a devolved

system with three main components: the Executive, headed by the Governor and supported by

the Deputy Governor, County Executive Committee Members, and Chief Officers; the County

Assembly, which includes elected and nominated Members of County Assembly (MCAs) and is

led by a Speaker; and supporting institutions like the County Public Service Board and various

administrators at sub-county, ward, and village levels. Urban governance in Kisumu City is

managed through city boards and managers, ensuring services reach both urban and grassroots

2.0 Department of Finance, Economic Planning, and ICT-Monitoring and Evaluation Section

2.1 Key Functions of the Department

The Finance, Economic Planning, ICT, and Monitoring & Evaluation section of the County

Government of Kisumu plays a pivotal role in ensuring sound fiscal management and strategic

development. It is responsible for formulating and implementing financial policies, preparing

and managing the county’s annual budget, mobilizing resources, and overseeing public debt and

expenditure. The Economic Planning unit guides development through data-driven planning,

budgeting, and performance tracking. The ICT directorate supports digital transformation by

maintaining infrastructure, developing software, and enhancing e-government services.

Meanwhile, the Monitoring and Evaluation function ensures accountability and effectiveness by

tracking the implementation of projects and policies, generating evidence for decision-making,

and promoting transparency.

3.0 Evaluation of the Attachment Period

3.1 Main Objectives for the Attachment period

The primary goals of my attachment were to gain practical experience in county public service,

apply academic knowledge in a real-world setting, and develop professional competencies in the

Department of Finance, Economic Planning, ICT-Monitoring & Evaluation section. I aimed to

understand departmental workflows, enhance my technical and analytical abilities, and cultivate

teamwork and communication skills in a structured government environment.

3.2 Assigned duties and Department Participation

During my attachment, I was involved in various tasks such as assisting in the preparation and

review of budget documents performing data entry and analysis for financial planning, updating

digital records and reports, and supporting the monitoring of development projects. Additionally,

I participated in departmental meetings, planning sessions, and helped with the preparation of

performance reports and presentations.

3.3 Lessons Learnt

My time in the department equipped me with a deeper understanding of public financial

management processes, development planning cycles, and the application of ICT in government

operations. I gained hands-on experience in using data visualization tools, learned how to track

and evaluate project outcomes, and witnessed the importance of accuracy, timeliness, and

interdepartmental collaboration in delivering public services. I also gained knowledge in legal

anchors regarding data. We were advised to go through legal frameworks: Section 19 of the

Intergovernmental Relations consisting of governors of the 47 counties. Functions of this council

are stipulated in section 20.

(iii) Facilitating capacity building for governors (Monitoring and evaluation

Framework ,2021)

A major challenge I encountered was adapting to the dynamic pace of work and unfamiliar

digital tools used in the department, i.e., Kobo Toolbox. Initially, navigating complex systems

and meeting expectations was overwhelming. However, I addressed this by seeking support from

my supervisors, dedicating time after work hours to self-training, and gradually building

confidence through consistent practice and feedback from the team.

4.0 Conclusion and Recommendation

4.1 Conclusion of Report

My attachment experience at the County Government of Kisumu was both enriching and

transformative. It provided a practical platform to apply theoretical knowledge, develop

professional skills, and gain firsthand insight into the workings of public service, particularly

within the Finance, Economic Planning, ICT department -Monitoring & Evaluation section. The

exposure to real-world challenges and collaborative environments significantly enhanced my

understanding of county operations and governance.

4.2 Recommendations to the County Government of Kisumu

 Strengthen mentorship by assigning dedicated supervisors to guide and evaluate interns

throughout the attachment period.

 Provide structured orientation sessions to help students understand departmental roles

and expectations early on.

 Enhance access to digital tools and systems to allow interns to contribute more

effectively to ICT and data-driven tasks.

 Consider offering stipends or transport allowances to support students financially during

their attachment.

4.3 Suggestions for Improvement by the Department in School

 Establish formal partnerships with county departments to streamline placement and

supervision processes.

 Introduce pre-attachment workshops to prepare students for the professional

environment, including soft skills and workplace ethics.

 Encourage regular feedback from students and host institutions to continuously

refine the attachment program.

 Facilitate post-attachment reflection sessions where students can share experiences

and lessons learned with peers and faculty.

M&E provides evidence for informed decision-making and promotes transparency across county programs, thereby supporting strategic oversight and helping to align development activities with the county's objectives .

Recommendations to improve the industrial attachment experience included strengthening mentorship by assigning dedicated supervisors to guide interns, providing structured orientation sessions for understanding departmental roles, enhancing access to digital tools, and considering financial support like stipends or transport allowances. Effective interdepartmental collaboration observed during the attachment enhances the delivery of public services by ensuring accuracy, timeliness, and cohesive work processes. It facilitates seamless interactions and coordination across departments, allowing for the efficient implementation and monitoring of policies and projects, ultimately improving governance and service delivery to citizens .
