The United Nations Security Council,
Perambulatory Clauses
Reaffirming its strong commitment to the sovereignty, independence, unity, and territorial
integrity of the Syrian Arab Republic, in accordance with the principles of the United Nations
Charter,
Recalling its previous resolutions 2254 (2015), 2336 (2016), and 2533 (2020), which emphasize
the necessity of a comprehensive and peaceful end to the conflict through a Syrian-led,
Syrian-owned political process facilitated by the United Nations,
Expressing its deep concern over the protracted nature of the conflict, the devastating
humanitarian crisis, the systematic destruction of vital infrastructure, and the alarming risk of de
facto partition resulting from the presence of foreign military forces and the control of territory
by non-state armed groups,
Alarmed by the severe consequences of the conflict on regional stability and international peace
and security, and the suffering endured by the Syrian people, including the displacement of
millions of refugees and internally displaced persons,
Emphasizing that the only sustainable solution to the Syrian conflict is through an inclusive,
Syrian-led political process under United Nations facilitation, leading to a nation-wide ceasefire,
constitutional reform, and free and fair elections pursuant to Resolution 2254,
Stressing the urgent need for a coordinated international effort to support reconstruction, the
safe, voluntary, and dignified return of refugees and internally displaced persons, and the
restoration of government authority across the entirety of Syrian territory,
Guided by the purposes and principles of the Charter of the United Nations, and the imperative
to uphold international law, human rights, and international humanitarian law,
Operative Clauses
1. Calls for the immediate and full implementation of United Nations Security Council
Resolution 2254 (2015);
a. Demands the resumption of the Syrian-led constitutional process in Geneva under the
facilitation of the United Nations Secretary-General's Special Envoy for Syria within a
period of 90 days,
b. Urges all Syrian parties to engage in good faith to achieve a new constitution and
prepare for United Nations-supervised elections;
2. Demands an immediate nationwide ceasefire and ban the use of nuclear and chemical
and nuclear weapons across the Syrian Arab Republic, and calls upon all parties to
channel counter-terrorism efforts through coordinated mechanisms under United Nations
oversight to prevent the misuse of counter-terrorism as a pretext for military action;
3. Encourages the establishment of a United Nations-led reconstruction framework for
Syria;
[Link] the creation of a dedicated trust fund, administered in cooperation with the
World Bank and the United Nations Development Programme (UNDP), to finance the
rebuilding of critical infrastructure including healthcare, education, and housing,,
[Link] that the distribution of reconstruction resources shall be equitable and
transparent, reinforcing the unity of the Syrian state,
4. Supports the safe, voluntary, and dignified return of refugees and internally displaced
persons to their places of origin;
[Link] the Office of the United Nations High Commissioner for Refugees (UNHCR)
to develop, in cooperation with the Syrian authorities and host countries and a
comprehensive plan for repatriation that guarantees safety and access to basic services,
5. Calls upon all Member States to respect the sovereignty and territorial integrity of Syria;
[Link] the gradual and coordinated withdrawal of all foreign military forces not
present at the invitation of the Syrian government, through dialogue and trust-building
measures under United Nations auspices,
6. Condemns the illicit trade in Syrian natural resources which fuels conflict and
fragmentation;
[Link] upon INTERPOL and the World Customs Organization to assist in monitoring
cross-border trade from Syria to disrupt financing to armed groups,
7. Requests the establishment of humanitarian corridors under United Nations supervision
to ensure aid reaches all regions of Syria without obstruction;
a. Mandates that these corridors remain open and accessible to all authorized
humanitarian organizations, with monitoring mechanisms to prevent misuse,
[Link] for weekly reporting on aid delivery progress and any obstructions encountered
by humanitarian actors,
8. Encourages enhanced international cooperation on counter-terrorism efforts in Syria
strictly within the bounds of international law;
a. Supports intelligence sharing between member states to combat terrorist financing
networks and foreign fighter movements,
[Link] coordination between legitimate counter-terrorism operations to prevent civilian
casualties and collateral damage,
9. Decides to establish a monitoring mechanism to oversee implementation of this
resolution;
a. Requests the Secretary-General to appoint a special representative to report on
compliance every 60 days,
b. Authorizes the deployment of UN observers to verify ceasefire adherence and
withdrawal processes,
Concludes that the full implementation of this resolution is indispensable for preserving the
sovereignty and territorial integrity of the Syrian Arab Republic, and encourages all nations to
work collectively toward a peaceful, unified, and independent future for the Syrian people.
