security, and services to its citizens. It consists of institutions such as the
legislature, executive, and judiciary. Government is necessary for regulating
human behavior, ensuring justice, and promoting welfare.

The Legislature is the law-making body of the government. It represents the will of
the people and formulates rules that guide society. In democratic countries,
legislatures are elected by citizens. It controls the finances of the state, keeps a
check on the executive, and ensures accountability. Examples include the
Parliament of India and the US Congress.
Q2. Define Democratic form of Government.
Democracy is a system of government in which power rests with the people.
Citizens elect representatives who make decisions on their behalf. It is based on
equality, freedom, and participation. Abraham Lincoln defined democracy as
'Government of the people, by the people, and for the people.' Key features include
free elections, rule of law, majority rule with respect for minority rights, and
fundamental freedoms.
Q3. Explain Federal System of State.
A Federal System is one where powers are divided between a central authority
and regional governments. Both levels of government are independent within their
spheres. The US, India, and Canada are examples of federal states. It ensures
unity in diversity, prevents concentration of power, and allows local
self-governance. The constitution usually defines the division of powers.
Q4. Describe types of Dictatorship.
Dictatorship is a system of government where absolute power is concentrated in
the hands of one person or a small group. Types include: (1) Military Dictatorship –
where the army controls the government; (2) Single-Party Dictatorship – where one
political party dominates all aspects of governance; (3) Personal Dictatorship –
where a single leader rules without checks. Dictatorships often suppress freedoms,
lack elections, and rely on force.

Types of Democracy include: (1) Direct Democracy – where people directly take
part in decision-making (ancient Athens); (2) Indirect or Representative Democracy
– where citizens elect representatives to govern (India, USA); (3) Presidential
Democracy – executive is independent of legislature (USA); (4) Parliamentary
Democracy – executive is responsible to legislature (India, UK).

The Executive is the branch of government that implements laws and runs
administration. Its main functions include: enforcing laws, maintaining law and
order, managing foreign relations, defense, executing policies, supervising
government departments, and protecting rights. It can be classified into Nominal
and Real Executive. In a democracy, the executive is accountable to the
legislature.
Q2. Explain characteristics of Unitary System.
In a Unitary system, all powers are concentrated in the central government. Local
bodies work as agents of the center. Characteristics include: single authority,
uniform laws, supremacy of parliament, and centralized administration. Examples
include the UK, France, and Japan. Advantages include efficiency, unity, and
stability; disadvantages include lack of local autonomy.

In a Presidential system, the executive is independent of the legislature. The
President is both head of state and government. Features include: separation of
powers, fixed tenure, independent judiciary, direct election of the President, and a
system of checks and balances. The USA is the best example.

Merits: (1) Quick decisions, (2) Strong leadership, (3) Efficiency in crisis, (4) Unity
and discipline. Demerits: (1) Absence of freedoms, (2) Suppression of opposition,
(3) Risk of abuse of power, (4) No accountability. Dictatorship may bring temporary
order but often fails in ensuring justice and liberty.

form of Government.
Presidential: Separation of powers, fixed tenure, executive not accountable to
legislature (USA). Parliamentary: Fusion of powers, executive responsible to

stability but may cause deadlock; Parliamentary ensures accountability but may
lead to instability.
Q4. Differentiate Democratic Form of Government with Dictatorship.
Democracy: People hold power, elections are free, rule of law, freedoms protected,
accountability of government. Dictatorship: Power is concentrated, no real
elections, rule by force, freedoms restricted, no accountability. Democracy
promotes equality and justice; dictatorship promotes control and fear.

The Judiciary interprets and applies laws. Functions include: dispute resolution,
protection of rights, checking misuse of power, ensuring rule of law, and upholding
the constitution. Role includes being the guardian of the constitution, protecting
democracy, and maintaining justice. Independent judiciary is essential for a fair
government.
