Facts
How much of the population eats fish?
Approximately 3 billion people in the world rely on wild-caught and farmed
seafood as a primary source of protein. As the largest traded food commodity in
the world, seafood provides sustenance to billions of people worldwide.
As of 2019, an estimated 87 million Filipinos eat fish.
The Philippines is an archipelago that consists of 7,641 islands with a total
land area of 301,000 square km. The total area of marine waters including
EEZ is 2,200,000 square km and the total length of its coastlines is 36,289
km. The country’s shelf and coral reef areas cover 18.46 million ha and 2.7
million ha, respectively (BFAR, 2011).

Value of fisheries production (2019): P281,652 Billion
In 2019, aquaculture raked in the most money for the sector, taking up 41.84%
of this total. It was followed by municipal fisheries at 35.63% and commercial
fisheries at 22.54%.
The country has almost 500,000 ha of inland bodies of water, comprising
246,000 ha of swamp lands, 200,000 ha of lakes, 31,000 ha of rivers, and
19,000 ha of reservoirs.
The Philippine fishery imports reached 405,570 MT in 2020 wherein
43.69% of those are tuna, 11.93% are mackerel, 1.15% are sardines,
3.25% are prawn feeds, 2.64% are flour, meals & pellets of fish,
crustaceans & mollusks unfit for human consumption, and the remaining
37.33% are other fish and fishery products imports.

The science of producing fish and other aquatic resources for the purpose of
providing human food, sport or recreational fishing, or obtaining ornamental
fish or fish products such as fish oil.

BUREAU OF FISHERIES AND AQUATIC RESOURCES (BFAR)
an agency, formed on May 17, 1974 under the Department of Agriculture,
responsible for the development, improvement, law enforcement,
management and conservation of the Philippines' fisheries and aquatic
resources. The current Bureau Director is Isidro M. Velayo, Jr., MDM. 26
CAPTURE FISHERIES/WILD FISHERIES
Capture fisheries refer to all kinds of harvesting of
naturally occurring living resources in both marine and
freshwater environments. Philippine fisheries
production has always been categorized into three
modes of production for statistical and administrative
purposes: commercial fisheries, municipal fisheries
and aquaculture.
COMMERCIAL FISHERIES
Commercial fisheries refer to fishing done in offshore waters using fishing
vessels of more than three gross tons. Commercial fishing takes place
beyond the 15 kilometers limit, as defined by the Philippine Fisheries
Code of 1998 (Republic Act # 8550) 27

MUNICIPAL FISHERIES
Municipal fisheries refer to fishing done in inland and coastal areas with or
without the use of a fishing boat of up to three gross tons. Municipal fishing is
concentrated within an area extending 15 kilometers from the shoreline.
Artisanal Fisheries
Artisanal fisheries are traditional fisheries involving fishing
households (as opposed to commercial companies), using
relatively small amount of capital and energy, relatively small
fishing vessels (if any), making short fishing trips, close to
shore, mainly for local consumption.
Gleaning
Gleaning is a fishing method used in shallow coastal,
estuarine and freshwaters or in habitats exposed during low
tide. 29

AQUACULTURE
Aquaculture refers to production in enclosures whether ponds, pens,
cages or on substrates such as stakes, ropes, lines, nets, shells, or on a
demarcated natural bed using seedstock, which may be naturally
occurring, or artificially produced in hatcheries.

Contribution of Fish Capture to Philippine Economy
The total volume of fisheries production in the Philippines from
January to December 2020 reached 4.40 million metric tons. The 2020 fisheries
production also showed a 0.33% decrease from the 2019 production of 4.42
million MT. The 2020 production value of PhP 273.49 billion at current prices is
2.90% lower than the previous year’s production value of PhP 281.65 billion.
(BFAR, 2020).
With regard to livelihood, capture fishing is the top fishery activity,
covering 50% of all registered fisherfolks. This is followed by gleaning (12%) and
aquaculture (11%).

The Philippines places eighth globally in fish
production, as of 2018, and is a key economic sector
for the country (BFAR, 2020).
The Philippines is 11th globally in aquaculture
production of fish, as of 2019. The Philippines also
ranked 4th globally in aquaculture production of
aquatic plants, as of 2019.

The Philippines
The Philippines is an archipelago composed of more
7,641 islands (NAMRIA, 2016) bounded on the east by the
Pacific Ocean, on the west by the South China Sea, in the
south by Celebes Sea and Bornean waters just a few degrees
north of the equator and in the north by Taiwanese waters.
Philippine territorial waters, defined in the 1898
Treaty of Paris, had an area of about 1,666,000 sq. km but
with the promulgation of the Exclusive Economic Zone, the
territorial waters increase to 2,200,000 sq. km.

MARINE FISHERIES
Marine Capture Fisheries is divided into two: commercial fishing
and municipal fishing.
Commercial Fishing
The group of fishers uses trawls, long lines, ring nets, lift nets, and purse
seines to catch large quantities of seafood for commercial profit, trade or
business.
Municipal Fishing
Fisherfolk use motorized or non-motorized banca boats and gillnets,
handlines, small ring nets, and traps.

INLAND CAPTURE FISHERIES IN THE PHILIPPINES
Inland capture fisheries involve fishing in enclosed freshwater
areas like lakes, reservoirs, rivers, estuaries, and natural brackishwater
(mixed seawater and freshwater) fishponds.
The fishing methods used in inland waters are usually simple
types. Gear includes cover pot, fish trap, lift net, fish trap, pole-and-line,
push net, skimming net, cover net, gillnet, dredge, beach seine, cast net
and ring net.
