Proposed Title: “Altavera: An Eco-Luxury Community Integrating Resilient
Living and Multi-Functional Development in Central Luzon”
I. Thesis Title
“Altavera: An Eco-Luxury Community Integrating Resilient Living and Multi-
Functional Development in Central Luzon” reflects the project’s vision of creating a higher,
more genuine way of living through the name Altavera with “Alta” symbolizing high-end,
uplifting the lives of people through community. and “Vera” connecting to truth, greenery,
and harmony with nature. Designed for mid to high-income families, the community
combines luxury and comfort with sustainable practices, making it an eco-luxury
development that responds to both lifestyle needs and environmental challenges. Its focus on
resilient living ties directly to DALUYONG’s call for transformative and responsive design,
with features that adapt to climate risks through green landscapes and water-sensitive
strategies. It also embraces the principle of being future-proof, meaning it is designed to
remain useful, adaptable, and sustainable in the long term despite changes in climate,
technology, or community needs. At the same time, its multi-functional development
integrates residential, commercial, and recreational spaces into one self-sustaining hub,
directly supporting the daily needs of its people while promoting convenience, inclusivity,
and a vibrant community within Central Luzon’s rapidly developing growth corridor.
II. Statement of the Problem
The Philippines faces a significant housing backlog, with millions of families still
lacking access to adequate and quality homes. While government programs have focused on
low-income housing, there is a growing gap in mid- to high-income residential developments,
leaving many families without sustainable, comfortable, and future-ready housing options.
This shortage affects not only the lifestyle and well-being of these families but also the
broader development and urban growth of rapidly expanding regions.
At the same time, the country is highly vulnerable to climate change, experiencing
stronger typhoons, more frequent flooding, and rising temperatures. Central Luzon, as a
rapidly urbanizing region, is particularly exposed to these risks due to its flat terrain, river
systems, and ongoing land development. These environmental challenges threaten residential
communities, causing property damage, reducing livability, and increasing the demand for
resilient infrastructure.
In response, there is a need for housing developments that not only meet the lifestyle
and comfort needs of mid- to high-income families but also adapt to and mitigate climate
risks. Strategies that incorporate natural water management, permeable landscapes, and open
green areas can help absorb excess rainwater, reduce flooding, and create healthier living
environments addressing both housing and climate resilience
Specific Problems:
There is a lack of residential developments that cater to mid to high-income families,
leaving a gap in quality, comfortable, and sustainable housing.
Rapid urbanization in Central Luzon increases the demand for efficient land use and
resilient infrastructure.
Residential areas in Central Luzon are prone to flooding, heat index, and other
climate-related hazards due to rapid urbanization and flat terrain.
Many housing developments focus solely on residential units, missing opportunities
to integrate commercial, recreational, and social spaces that meet daily needs and
improve community life.
There is a need for housing designs that are not only luxurious and comfortable but
also sustainable, adaptable, and capable of remaining functional as climate, lifestyle,
and technology change over time.
III. Objectives of the Study (optional but recommended)
To design an eco-luxury, resilient, and multi-functional residential community in
Central Luzon that addresses the housing needs of mid- to high-income families while
promoting sustainable, future-proof, and transformative living. This study aims to create a
community that provides luxury, comfort, and modern amenities while integrating
environmental and climate-responsive strategies such as sponge city principles, bioswales,
biophilic design, and resort-themed elements. It also seeks to enhance the lifestyle experience
of residents through experiential consumerism, including narrative and storytelling informed
by the local culture, multi-sensory engagement, and social interaction within thoughtfully
designed spaces. By combining sustainability, resilience, and human-centered experiential
design, the project intends to uplift the quality of life, create a self-sustaining environment,
and serve as a model for future eco-luxury residential developments in Central Luzon.
Specific Objectives
To analyze the housing backlog for mid- to high-income families in the Philippines
and identify the gap in quality, sustainable residential developments.
To assess the climate risks and environmental challenges in Central Luzon that affect
residential communities, such as flooding, heat, and urban pressures.
To integrate multi-functional elements—residential, commercial, and recreational—
into the community to meet daily needs and enhance livability.
Incorporate sponge city principles and bioswales to manage rainwater and reduce
flood impact
Use narrative and storytelling based on local culture to create meaningful
experiences for residents.
To create a model for mid- to high-income residential communities in Central Luzon
that can be replicated in other rapidly urbanizing regions of the Philippines.
IV. Target Market / Beneficiaries
The primary beneficiaries of this study are mid- to high-income families in Central
Luzon who are seeking quality, sustainable, and future-proof residential communities. These
families will benefit directly from housing that combines luxury, comfort, and modern
amenities with environmentally responsive design, such as sponge city features, bioswales,
biophilic elements, and resort-themed spaces. They will also experience enriched lifestyles
through experiential consumerism, including narrative-based storytelling, multi-sensory
engagement, and social interaction within the community.
Secondary beneficiaries include real estate investors, who can gain insights into the
potential profitability and market demand for eco-luxury, resilient, and multi-functional
developments. The study also benefits the local community and surrounding areas, as the
development promotes inclusive growth, green open spaces, and resilient infrastructure that
improve environmental quality and livability. Government agencies and urban planners may
use this study as a reference for sustainable, adaptive, and multi-functional housing policies
and future developments.
Focusing on mid- to high-income families and investors is justified because this
segment currently faces a shortage of housing that is both luxurious and environmentally
responsible, while also offering attractive investment opportunities. By addressing this gap,
the project demonstrates how residential developments can combine comfort, sustainability,
and transformative experiences while serving as a model for future communities in Central
Luzon.
