INTRODUCTION
The history of Mexico bears witness to the various disasters that have claimed thousands of lives, numerous
economic losses and limited development. Mexicans have learned from experiences
like the eruption of the Chichonal volcano in Chiapas in 1982; the explosions in 1984 of the
storage and distribution plants of PEMEX in San Juan Ixhuatepec in the State of
Mexico; and the earthquake of 1985 that reached a magnitude of 8.1, affecting the central and southern areas.

Chapter I

Chapter III
Of the Units and Internal Programs of Civil Protection
Article 62. The dependencies and entities of the federal public sector located within the territory

Article 67. The subprograms referred to in section IV of the previous article are the

I. Corrective subprograms: a set of actions aimed at identifying and controlling the
existing internal and external risks, natural or anthropogenic, that could

II. Prospective subprogram: actions and works aimed at preventing or avoiding the
construction or specification of disaster risks;

evacuation and assistance of affected persons and groups, among others; this includes the

On Responsible Social Participation
Article 72. The administrators, managers, owners, lessees or holders of
properties are required to conduct emergency response drills at least once
per year, notifying the civil protection authorities.

Article 73. The obligated subjects referred to in Article 82 of this Law must have

Chapter VI
From the accredited third parties
Article 80. Accredited third parties are those natural or legal persons that provide
professional services in the field of civil protection, such as consulting, training, studies
of risk, development of internal and special programs, among others, and that are authorized
to issue a Letter of Responsibility.
The Correspondence Responsibility Letter is the document issued by Accredited Third Parties, which endorses the
compliance with technical standards and legal and administrative provisions by the
obligated subjects referred to in Article 82 of this Law. This is without prejudice to the authorization
that should be issued by other authorities in accordance with applicable regulations.

rights, their registration with the Secretary, through the submission of the documents that prove
