1. INTRODUCER E

1.1 Authoritate

1.1.1Thetechnicalcodeofelectricitydistributionnetworks,hereinafterreferredtoastheCode,is
elaborated by the National Electricity Company S.A. - S.C. ELECTRICA S.A.
compliance with the provisions of OUG no. 63 / 28.12.1998 published in the Monitor
Official of Romania no. 519 / 30.12.1998, regarding electric and thermal energy, of the Government Emergency Ordinance
no. 29 / 22.10.1998 published in the Official Gazette of Romania no. 407 / 27.10.1998,
regarding the establishment, organization, and functioning of the National Authority
Regulation in the Energy Sector - A.N.R.E. (hereinafter referred to as the Authority
Competence).

1.1.2ThecodeisapprovedbydecisionoftheCompetentAuthority.

1.1.3Thecodeisanormativeactthatispartoftheregulatorysystemthatconstitutes
secondary legislation for the functioning of the electricity market.

1.1.4TheprovisionsofthisCodeareinaccordancewiththetechnicalcodeofthetransportnetworkandhave

1.3 Domain of application

1.3.1ThecoderegulatestheactivitiesofDistributionOperatorsandappliesto

1.4.1 Distribution operators provide public service for all users of the networks

In the relationships of Distribution Operators with users of electrical networks


distribution, the Code establishes the technical requirements for connection to the RED, the obligations and
reciprocal responsibilities from a technical perspective, regarding the use of RED on
contractual duration.

1.4.3 Any of the Distribution Operators, at the request of the Competent Authority and in
compliance with its regulations or on its own initiative and

2.1 Definitions

The terms and expressions defined in this chapter are found in the text of the Code.

Access to the network: the right of economic agents who produce and supply electricity,
as well as the consumers of electric energy to connect and use, under the conditions
legislations, transport and distribution network services.

Confidentiality Agreement: the document signed jointly by the Operator of


Distribution and the network access applicant regarding the reciprocal obligations they assume
to respect the confidentiality of certain data and information.

Self-producer of electricity and/or thermal energy: economic agent who, outside


its core activities, it produces: (1) alone, or (2) along with another producer nearby,
entirely or in part the electricity and/or thermal energy necessary for its consumption. In the case of (2)

and a user through which the Distribution Operator is authorized to operate in
technical safety and economic conditions for distribution installations that are
user's property.

Simple contingency: failure due to a disturbance of a single element


of a SEN, which can be a transmission line, a transformation unit from an electric station, a
generator group or a concentrated consumer, under the conditions of correct operation of the protections and
automations in SEN.

Criterion rule (n -1): Sizing and verification criterion for an electrical energy system, which
it is satisfied if, following a simple contingency
– there are no interruptions in the supply of electric power to consumers;
– the system remains unitary;
– does not trigger other equipment;

Consumption place: the premises where the consumption installations of a consumer are located,
including its sub-consumers, where electricity is consumed provided through one or
multiple supply installations. A consumer can have multiple consumption points.

Maintenance: the set of all technical and organizational actions that are carried out on
installations and their components for maintaining or restoring the ability to
fulfill the function for which they were designed.

Securitylevel:theREDcapacitytoensurecontinuityinpowersupply
electricity consumption of consumers, characterized by indicators (averages or maximums, corresponding to a

Electric transport network (ETN): high voltage electrical network, of 220 kV and above
multiple, through which significant electric powers are transmitted over distances.

SCADA: informational system for monitoring, control and data acquisition for a process
technological/installation.

Normal operating scheme: the wiring diagram for the connections of the equipment and
primary apparatus in an installation, network or power system, including the state
system protection through relays and related automation, approved by the System Operator
for a determined period of time.
The normal operating scheme results from the operational planning activity.

Short circuit: accidental or intentional galvanic connection through an impedance of value

3. DISTRIBUTION SERVICE

3.1 Introduce re

o) The realization, maintenance, modernization, and development of its own infrastructure
computer science and telecommunications;
p) Implementation, maintenance, modernization and development in the area held according to
license, a centralized SCADA system and computer interface systems
with local SCADA systems, which allow for monitoring and control
operational of the RED, correlated with the requirements of the System Operator;

4.1 Scope

4.2.1Accordingtotheperformancestandardforelectricitydistributionservice,it

frequency from the SEN of 50 Hz;

e) monitoring and adjustment requirements, including interface with SCADA systems (System
of Monitoring, Control and Data Acquisition) and telecommunications;
f) registered dates that require verification during operation;
g) the evaluation of the costs that will be borne by the applicant for the establishment of the connection

the type and characteristics of the request object.

5.2.8Forusersconnectedtothevoltageof110kV,theissuanceoftheTechnicalApproval

6. PLANNING THE DEVELOPMENT OF ELECTRIC NETWORKS OF


DISTRIBUTION

6.1 Responsibilities and competencies

6.1.1PlanningforDevelopmentandModernization electricity distribution networks within

b) the development, modernization, and systematization of urban and rural localities;
c) introducing new connection points to the RED or modifying the existing ones

6.3 Objectives of the RED development planning activity

6.3.1TheactivityofplanningREDdevelopmentaimstoachievethefollowing
objectives :
a) to ensure the development of RED so that they are appropriate
dimensioned for the distribution of electric energy intended to be transited and
to develop a long-term development plan;
b) to ensure the operation of the RED under safe and secure conditions and to
allow the distribution of electricity at appropriate quality levels in
all RED nodes, in accordance with the performance standard;
c) to materialize the results of the RED development planning activity by:
I) the initiation of the necessary procedures for promoting new investments in RED
results as efficient;
II) providing information for the development of tariff systems for
distribution.

6.4 Elaboration of the RED development plan

6.4.1ThedevelopmentplanforREDisbasedonthefollowinginputdata:
a) consumption forecast, on a 3-year outlook, provided annually by
eligible suppliers and consumers (including typical load curves for days)
characteristics);
b) the electricity production offers of existing producers (maximum 10

c) production offers and the electricity consumption needs of others

the level of safety that must be ensured in the operation of the SEN as a whole and on

7.1.4 The main functions of the dispatcher management of RED are:


a) the operational planning of RED's functioning;
b) the operational management at the local level of RED, in accordance with the Order of
division of operational leadership authority over installations.

7.1.5 The management tier through dispatch is the operational body that, through its responsibilities,

d) exchanges information with the OS and RED users and with other collaborators in
energysector
e) collaborates with RED users in the development of studies and performance analyses;
f) plans, develops, rehabilitates, and modernizes in accordance with the Program
national energy, with consumption/development forecasts, with technological evolution
and with the current regulations, their own dispatch systems, under reasonable conditions
economic and energy deficiency;
g) coordinates the implementation, maintenance, and development of a DMS/SCADA system at
the level of one's own RED, in accordance with the OS requirements, that allows
monitoring and control through dispatching of the RED and for this purpose:

1) develops, modernizes and maintains DMS/SCADA systems and


own telecommunications;
2) requests RED users to implement local SCADA systems in accordance
with the requirements of the management through the dispatcher of the RED to which they are connected;

h) coordinates the development, modernization, and maintenance of protection systems and


RED automations, adhering to OS requirements, to prevent failures.

7.3 Operational planning

7.3.1 Introduction

7.3.1.1Theoperationalplanningactivity,relatedtodistributionorders,includes
the following components:
a) planning the normal operating scheme;
b) planning of maintenance and operation works of the installations in the RED;
c) planning of protection and automation systems related to RED;
d) planning of the related tensions RED.

7.3.1.2ODregisters,processes,andarchivesthenecessaryandsufficientdatafor
analysis and planning of the operation of RED.

7.3.1.3ODanalyzesandapprovesthetestprogramswiththeconnectedequipment
RED or those that influence its functioning or safety

7.5.3 The specific activities of the OD are coordinated with the activities of the RED and OS users, in
compliance with the technical regulations and the contracts in force.

7.5.4 OD are the obligation to promptly remedy, at the request of OS, those unavailability issues of
installations that endanger the safety of the operation of the SEN or the supply
consumers.

7.5.5 In OD, the RED frequency is monitored according to specific energy technical standards.

7.6.3REDsupervisioniscarriedoutbyODthroughitsownsystem.

the specific technical standards and occupational safety regulations in force.

7.6.8ODareobligedandauthorizedtotakethenecessarytechnicalmeasurestolimit

8. TESTING, CONTROL AND MONITORING

8.1 Scope and area of applicability

8.1.1Thepurposeofthetesting,control,andmonitoringactivityistodeterminewhether:
a) dispatchable generating groups operate in accordance with the parameters
registered techniques, in accordance with Annex no. 2;
b) the dispatchable generating groups are available according to the statements;
c) all RED users comply with the instructions of the respective System Operator
Distribution Operators within the operational management of the National Energy System;
d) technology system service providers are able to provide these

9. INFORMATION EXCHANGE

9.1 Information exchange between license holders for distribution and between
these and the other license holders in the electricity sector

9.1.1Theexchangeofinformationbetweenlicenseholdersofdistributionandbetweenthemand
the other license holders in the electricity sector will operate in accordance
with the Regulation on the acquisition and circulation of data between entities in the energy sector
electric and in compliance with other applicable regulations.

9.1.2Licenseholdersfordistributionwillensurethattheconfidentialinformationobtainedfrom
they cannot be transmitted to some during the course of the activities that are the subject of the license
unauthorized persons to receive such information, the act is considered a contravention
according to OUG/63/28.12.98 art. 79, paragraph (1), letter p). Exceptions apply in cases when:

10. ENVIRONMENTAL PROTECTION

10.1Introducree

10.1.1Inordertoreduce/limit/eliminatethemutualimpactbetweenelectricalinstallations

11.1 Legal Bases

11.1.1DistributionOperators,asthelicenseholdersfordistribution,willmonitor
the application of the provisions of the Code and they will ensure that it is respected by everyone
RED users. In case of non-compliance, the Distribution Operators will impose measures in
compliance with the regulations in force.

11.1.2TheDistributionOperatorswillensurethereviewofalltechnicalstandardsrelatedto
the functioning of the RED and will propose new standards, based on the review programs and
completion of the technical regulations developed by the Competent Authority.

11.2 Unforeseen situations in the Code
