I. Title: Project Pagpangandam: Youth READY: Disaster Preparedness and
Basic First Aid Training for Student Leaders
II. Executive Summary
The world is changing. Rising global temperatures lead to more frequent and
intense natural disasters (wildfires, floods, and typhoons). Living in a country located at
the Pacific Ring of Fire, the Philippines, is constantly exposed to typhoons which results
in sea-level rise and coastal erosion increase vulnerability to storm surges and flooding.
As youth leaders, it is important that we empower others by raising awareness on
Disaster Preparedness and Basic First Aid to other youths since they can play a crucial
role in disaster response. This project aims to conduct training that raises awareness
about potential hazards, risks, and consequences, enabling them to take proactive
measures. Highlighting the difference between hazards and risks. Furthermore, it is
equally important that we train the youth in basic first aid so that they can provide
immediate care and stabilization for injuries or illnesses, especially when in school,
reducing the risk of further harm or complications. They can become active advocates
for disaster Preparedness and promote community health to others.
III. Project Background
Natural disasters continue to be a pressing challenge in the Philippines, one of
the most disaster-prone countries in the world due to its geographic location along the
Pacific Ring of Fire and typhoon belt. Each year, communities face the harsh
consequences of typhoons, floods, earthquakes, volcanic eruptions, and landslides—
often resulting in loss of lives, disruption of education, and damage to infrastructure.
In response to these recurring hazards, it is vital that students, especially youth
leaders, are equipped with the necessary knowledge and skills to respond effectively
during emergencies. Disaster preparedness is more than just reactionary—it is a
proactive approach that saves lives, minimizes risks, and builds resilient communities.
Aligned with Sustainable Development Goal 13: Climate Action, this project,
“Project PAGPANGANDAM,” aims to strengthen the capacity of young people to act as
frontliners in disaster risk reduction and basic emergency response. Youth can serve as

powerful agents of change by raising awareness, modeling preparedness, and actively
participating in school-based and community-based disaster response.
IV. Solution
To address the increasing vulnerability of youth and communities to natural disasters
and health emergencies, this project will implement a comprehensive training program
titled:
“Youth READY: Disaster Preparedness and Basic First Aid Training for Student
Leaders”
The project will focus on equipping youth with essential knowledge and practical skills in
disaster risk reduction and first aid response. Through interactive, age-appropriate
learning sessions, participants will be empowered to act confidently and responsibly
during emergencies.
V. Project Deliverables and Goals
Key Activities:
Orientation and Awareness Session
● Introduction to Disaster Risk Reduction and Management (DRRM)
concepts
● Difference between hazards and risks
● Common disasters in the Philippines and their impacts
Basic First Aid Training Workshop
● Conducted by certified trainers (e.g., Red Cross, school nurse, DRRM
officer)
Topics include:
○ Wound care and bleeding control
○ Burns and fracture management
○ CPR and emergency response
○ How to build a basic emergency kit
Simulation Exercises and Role-Playing
● Real-life scenarios such as earthquake drills, evacuation procedures, and
injury response

● Leadership for Preparedness: Youth Advocacy Session
● How to become peer advocates for DRRM and school health
● Designing mini-campaigns (e.g., posters, social media, classroom

Distribution of IEC Materials
● Handouts or infographics on basic first aid and safety tips
● Posters for display in classrooms or bulletin boards
Expected Outcomes:
At least 100 students trained in both disaster preparedness and first aid
Increased confidence and readiness among participants to respond in
emergencies
Creation of a core group of youth DRRM advocates in the school community
Improved school-wide awareness and readiness for disasters

VIII. Conclusion
In conclusion, Project Pagpangadam is designed to empower the youth through
training and simulation activities. This project contributes to reducing vulnerabilities and
enhancing disaster resilience in line with the 2030 Agenda for Sustainable Development
and the DepEd Comprehensive DRRM Framework. The project supports national goals
for safe, child-friendly, and disaster-resilient learning environments.
