5️⃣ FIVE 5
5.1 Summary
This research work set out to assess road infrastructure and its effects on
transportation planning in Ilaro, Ogun State. The study was conducted in partial
fulfilment of the requirements for the award of the Ordinary National Diploma (OND)
in Transportation Planning and Management. The work was motivated by the growing
concerns over the deteriorating state of road networks in many parts of Nigeria,
particularly in semi-urban towns like Ilaro, where the efficiency of movement of
people and goods is critical to socio-economic activities.
The research objectives were to evaluate road conditions, road capacity, road
connectivity, traffic congestion, travel time reliability, and road safety
outcomes, as they directly affect transportation planning. To achieve these
objectives, data were obtained primarily through the administration of structured
questionnaires distributed to road users including residents, traders, commuters,
drivers, and civil servants. A total of 150 questionnaires were distributed, out of
which 135 were completed and returned, giving a response rate of 90%, which was
considered adequate for meaningful analysis.
The major findings of the study are as follows:
Road Condition:
A majority of respondents indicated that the surface condition of major roads in
Ilaro is poor, with widespread potholes and uneven pavements.
Drainage systems along the roads were reported as inadequate, leading to
waterlogging during rainy seasons and further deterioration of the road surface.
Road markings and traffic signage were considered either insufficient or poorly
maintained, which reduces the efficiency and safety of road usage.
Road Capacity:
The carriageway widths on major corridors were generally described as inadequate to
accommodate current traffic volumes.
Indiscriminate parking, particularly around market areas, worsens capacity issues
and reduces the efficiency of road use.
Loading and off-loading activities often spill into the carriageway, causing
obstruction and delays.
Road Connectivity:
While residential neighborhoods are fairly connected to commercial centers, there
are inadequate link roads to agricultural zones and surrounding settlements.
Respondents emphasized the lack of alternative routes to bypass congested areas,
making travel highly dependent on a few major corridors.
Economic nodes such as markets and industrial areas are accessible but often
difficult to reach during peak periods due to congestion and poor road quality.
Traffic Congestion:
Congestion was reported as a frequent challenge, especially during peak hours and
on market days.
Long queues and slow-moving traffic are common on major thoroughfares, which
disrupts daily economic and social activities.
The lack of effective traffic management strategies further compounds congestion
problems.
Travel Time Reliability:
The study revealed that travel times are highly inconsistent and unpredictable.
Seasonal conditions, particularly rainfall, contribute significantly to increased
delays and travel time variability.
This unreliability in travel time reduces productivity, increases transport costs,
and makes trip planning difficult for commuters and businesses.
Road Safety Outcomes:
Poor road conditions were linked to frequent vehicle damage and breakdowns.
Many respondents reported witnessing or experiencing near-miss accidents as a
result of potholes, poor road layouts, or lack of pedestrian facilities.
Sidewalks, zebra crossings, and pedestrian bridges were either absent or
inadequate, exposing pedestrians to road traffic hazards.
From these findings, it is evident that the current state of road infrastructure in
Ilaro has significant negative effects on transportation planning, mobility,
safety, and economic activities.
5.2 Conclusion
This study concludes that the road infrastructure in Ilaro, Ogun State, is grossly
inadequate to meet the current and future transportation demands of its residents.
Poor road surfaces, insufficient drainage, and lack of proper maintenance have
resulted in unsafe and unreliable travel conditions. Road capacity challenges,
exacerbated by indiscriminate parking and poor enforcement of traffic rules, have
further intensified congestion on major roads.
The consequences of these inadequacies extend beyond transport inefficiencies; they
negatively affect economic growth, as businesses face increased transport costs,
delays in the movement of goods, and reduced accessibility to markets and services.
Socially, unreliable travel times and unsafe road conditions reduce the quality of
life of residents, limit access to education, healthcare, and employment
opportunities, and increase the risk of road traffic accidents.
It is further concluded that transportation planning in Ilaro is constrained by
weak infrastructure, inadequate connectivity, and ineffective management practices.
Without deliberate and coordinated interventions from government agencies, local
authorities, and relevant stakeholders, the challenges are likely to worsen with
population growth, urbanization, and the rising number of vehicles in the area.
5.3 Recommendations
In light of the findings and conclusions of this study, the following
recommendations are proposed to improve road infrastructure and enhance
transportation planning in Ilaro, Ogun State:
Road Rehabilitation and Maintenance
Immediate and large-scale rehabilitation of major roads should be undertaken by the
Ogun State Government to address the widespread potholes and uneven pavements.
A routine maintenance schedule should be institutionalized to prevent roads from
deteriorating rapidly after repairs.
Capacity Expansion and Parking Management
Carriageways should be widened where feasible to accommodate growing traffic
volumes.
Designated parking and loading bays should be constructed in and around commercial
centers to reduce congestion caused by on-street parking.
Enforcement of parking regulations should be intensified to discourage
indiscriminate parking practices.
Improvement of Road Connectivity
Additional link roads should be developed to connect residential areas,
agricultural zones, and commercial centers.
Alternative routes and bypasses should be constructed to reduce dependence on a few
congested corridors.
The road network should be planned in a way that integrates economic nodes such as
markets and industrial hubs.
Traffic Management Strategies
The deployment of traffic wardens, especially during peak periods and market days,
should be enhanced.
Intelligent traffic management systems such as traffic lights and road signs should
be introduced and properly maintained.
Strict enforcement of traffic regulations, including penalties for violations,
should be implemented to improve discipline among road users.
Drainage Improvement
Proper drainage infrastructure should be constructed or upgraded to prevent
flooding and waterlogging, which often lead to road damage.
Drainage channels should be regularly cleared to ensure smooth flow of water,
especially during the rainy season.
Pedestrian Safety Measures
Sidewalks, zebra crossings, pedestrian bridges, and road signs should be provided
in key areas to protect pedestrians.
Public awareness campaigns should be carried out to educate both motorists and
pedestrians on road safety practices.
Integration of Transportation Planning into Urban Development
Local authorities should adopt a holistic approach by integrating transportation
planning into urban and regional development plans.
Master plans should ensure that road infrastructure development keeps pace with
population growth and urbanization.
Stakeholder Engagement and Community Participation
Effective collaboration between government agencies, transport unions, traders,
community leaders, and residents is essential.
Public consultation should be encouraged in decision-making regarding road
development and traffic management.
Private sector participation should be promoted through public-private partnerships
(PPP) to fund and maintain road infrastructure
