This method statement outlines the sequences and procedures that a contractor intends to carry out the
construction of milling the existing asphalt surface and base.

Obtain all permits and permissions well in advance.
All signage required for road closures shall be provided. Warning signs and “Flag Personnel’ shall be
placed on site to ensure safe entry and exit of tipper trucks.
Premark and number surface and base failures to be milled with the Engineer’s staff prior to milling.
The width and depth of areas to be milled are recorded before operations start. Should there be a
biscuit layer the milling process will be repeated to correct it.
A suitable milling machine shall be used and equipped to be able to mill out asphalt to the prescribed
depth. In case of planing to a depth of 5mm.
The direction and speed of the milling drum shall be adjustable to obtain the required grading of the
material.
The machine shall be capable of creating a neat vertical cut to the edges and leave the surface of the
milled area with a uniform texture.
The milling machine shall be equipped with a “self-load” conveyor which shall be adjustable for slope
and direction.
The milling machine will be set up to mill the existing asphalt layer to the required width and depth.
Adequate number of trucks shall available as not to interrupt the milling operations. Trucks will be
loaded by means of the conveyor of the milling machine.
Tipper trucks shall drive in front of the milling machine during the milling operation and shall be
guided by a worker to ensure a suitable following distance at all times and to collect the milled
asphalt once discharged from the conveyor.
The milling depth shall frequently be checked and adjustments shall be made if needed.
During the milling operation, the tips on the rotating milling drum shall be inspected at approximately
400m intervals and replaced if need be. In case of planing the surface shall not deviate more than
5.0mm from the bottom of a 3m straight edge placed in any direction. (COTO A8.7.8)
The milled asphalt shall be tipped at a designated area.
The milled surface shall be swept by workers and visually inspected by the Engineer for approval.
The final milled surface shall be checked and dimensions recorded by the tally clerk and signed off by
the Engineer.

6. Health & Safety Requirements
Safety must be given prime consideration in placing of barriers for the road closure. Constant attention must be
given to the safety of the operating team and that all other road users and members of the public and should
always take precedence over other matters. The key to avoiding or minimising road safety hazards lies in visibility
and alertness. It is essential to ensure that: All road users can see clearly what is happening and are made aware
of what they must do through the traffic accommodation (Traffic Signs). All members of the operating teams are
alert and remain fully aware of the conditions around them.
Ensure all personnel have Safety & Environmental inductions.
Ensure all personnel have valid medicals.
Ensure Risk assessment and method statement are discussed before work commences.
Ensure all personnel are informed on the procedure.
Ensure all workers are wearing PPE issued.
Ensure 1st aider is available and equipped and have numbers for Emergency services on hand.
Ensure sufficient sized Fire extinguishers are available.
Ensure trucks/ADT’s have wheel chocks for extra precautions when idling or not moving.
Ensure that all plant/trucks have reverse hooters, amber lights and construction vehicle stickers
Protective and Safety Equipment: All workers Involved shall be equipped with adequate PPE as stated. below:

7. Environmental Requirements
Spill kits and waste bins to be available for use.
Tarpaulins used to cover ADT/Tipper trucks when transporting materials.
Ensure dip trays are provided for all plant.
Soils contaminated by hazardous substances shall be disposed of at an approved waste disposal site.
Solid waste shall be stored in an appointed area and labelled accordingly. Disposal of solid waste shall be
at a licensed landfill site. No waste shall be burned or buried at or near the project area.
No littering by construction workers shall be allowed, waste bags should be provided in order to ensure

proper housekeeping.
Hazardous waste such as oils shall be disposed of at an approved landfill site. Special care shall be taken
to avoid spillage and contamination of watercourses.
Any spillage of oils shall be attended to immediately and soil from the affected areas shall be disposed in
a waste bin demarcated for hazardous substances. No oils or hazardous substances shall be buried on
site.
Streams, rivers, and dams shall be protected spillages of pollutants such as refuse, garbage, cement,
concrete, sewage, chemicals, fuels, oils, aggregate, tailings, wash water, organic materials, and
hazardous substances.
Dust and noise shall be minimised. Dust caused by construction activities shall be controlled by means
such as water spray vehicles.
Noise generating activity should occur during normal hours.
Sewage treatment shall be made a priority on all the sites.
8. Quality Control Requirements

9. Traffic Accommodation Requirements
Traffic accommodation to be in place for plant and vehicles entering and exiting site establishment
areas.
Flag personnel and signage to be present where interface with the public is present.
Traffic signage indicating presence of construction plant and equipment and speed limits to posted.
Temporal access road to spoil area will be constructed and maintained randomly.
10. Security Arrangements
Ensure a security company is used to control access & to prevent theft of material and interference to
structure and equipment during day and night time.
