Introduction
Today many of the IAEA Member States are considering nuclear power as part of their energy strategy.
As a result, there is a need within these countries to hire and train staff in various areas of nuclear safety
including nuclear safety inspection and enforcement.

To help meet the needs of these embarking countries, the IAEA has established the highly successful
hands-on inspector workshop using nuclear power plants (NPPs) in the Member States. This workshop
is specifically intended for staff of nuclear regulatory bodies. The workshop is aimed to assist Member
States that have decided to develop a nuclear power programme in planning, building and assessing a
nuclear power infrastructure (political, socio-economical, technical, financial etc.), a nuclear safety
infrastructure and a regulatory framework in accordance with the IAEA Safety Standards. This would
include strategy development, feasibility, financing, and nuclear power infrastructure programme
management which relates to the elements identified in IAEA Safety Standard SSG-16, “Establishing the
Safety Infrastructure for a Nuclear Power Programme.” New challenges are emerging and require
emphasis on issues such as NPP modifications, reactor aging and lifetime management, staff aging and
maintenance of knowledge, and licensing of new NPP units.

Objectives
The purpose of the event is to familiarize the participants with the fundamentals of regulatory inspections
of nuclear power plants and offer hands-on, real-life scenario training as an introduction to inspection
skills and methods.

Target Audience
The participants for the event should represent the regulatory body and have a basic understanding of the
IAEA Safety Standards relating to the inspection and enforcement of nuclear power plants. Participants
should meet the following qualifications:

• Engineering or science degree, or equivalent experience


• No or limited inspection experience
• Basic power reactor knowledge
• Limited risk assessment and deterministic knowledge of NPPs
• A member of a regulatory body

Candidates from other countries already operating nuclear power plants that are in the process of
reinforcing the safety infrastructure to expand the nuclear programme will be considered on a need basis.

This event is planned for nine working days and will include a combination of classroom workshop, a
visit to Nuclear Power Plant Zwentendorf and interactive exercises.

• Basic knowledge of the IAEA Safety Standards


o Brief introduction to IAEA activities in nuclear regulatory area
o An overview of the standards that are applicable to regulatory inspections
o Highlights of applying specific requirements such as unannounced inspections and
unfettered access to the facilities and activities of the NPP

• Fundamentals of inspection
o Preparation (gathering of information, prepare an inspection plan and schedule using risk
insights, operating experience and other relevant information as discussed in the
inspection procedure)
o Conduct (field techniques using direct observation, indirect observation, performance
based, interviewing skills, role and conduct of inspector)
o Evaluation (determine extent of condition and root cause – if appropriate, safety
significance of findings)
o Reporting (what does it take to communicate findings)

Participation and Registration


All persons wishing to participate in the event have to be designated by an IAEA Member State or should
be members of organizations that have been invited to attend.

In order to be designated by an IAEA Member State, participants are requested to send the Participation
Form (Form A) to their competent national authority (e.g. Ministry of Foreign Affairs, Permanent
Mission to the IAEA or National Atomic Energy Authority) for onward transmission to the IAEA by
10 May 2024. Participants who are members of an organization invited to attend are requested to send
the Participation Form (Form A) through their organization to the IAEA by the above deadline.

Selected participants will be informed in due course on the procedures to be followed with regard to
administrative and financial matters.

Participants are hereby informed that the personal data they submit will be processed in line with the
Agency’s Personal Data and Privacy Policy and is collected solely for the purpose(s) of reviewing and
assessing the application and to complete logistical arrangements where required.

Expenditures and Grants


No registration fee is charged to participants.

The IAEA is generally not in a position to bear the travel and other costs of participants in the event. The
IAEA has, however, limited funds at its disposal to help meet the cost of attendance of certain
participants. Upon specific request, such assistance may be offered to normally one participant per
country, provided that, in the IAEA’s view, the participant will make an important contribution to the
event.

The application for financial support should be made using the Grant Application Form (Form C)
which has to be stamped, signed and submitted by the competent national authority to the IAEA together
with the Participation Form (Form A) by 10 May 2024.

Visas
Participants who require a visa to enter Austria should submit the necessary application as soon as
possible to the nearest diplomatic or consular representative of the Host Country.
