Chapter 3: Research Framework

3.1 Theoretical Framework

This part of the study dives into the theoretical framework of the study, a
framework that is vital for the composition of the study and the values it stands on, which
is important to the overall outcome of the results in these studies. It will be guided by
these theories:

3.1.1 Capability Approach Theory

This theory explains the capacity of a human person in grabbing


opportunities that they think have value on their perspective. He argued that the
human person can differ in having different functionings because of different
constraints, specific functions per each person may differ to another which can
change the means and the considering doings for them. He also explained that
the people can tend to lower down their expectations and achievements for
themselves due to the harness of an occurrence into their life, this limits their
ability to foresee a better future and to pursue in achieving a better mental state
in handling objective manners. In this theory, it also argues about
act-consequentialism, he points out that the morality of process excludes the
consequences of the action. The main core concepts of this theory and its
structure runs around function and ability, he argued that the most important

aspect to see in a person's well-being is the capacity and capability of that
person on what they can do and be and what not.

In assessing the overall welfare of the livelihood programs and its


beneficiaries, it is in the top most consideration on who are the capable
individuals in actually striving for the success of the programs. The evaluation of
the person's capability is the foundation on the overall success of the program.
This can suggest that the program organizers and authoritative parties should
conduct a better assessment of the following individuals, groups, and
communities in giving out the opportunities to a specific society, This can create
a better adjustment and a more comprehensive understanding of the people who
will undergo the program, which could enhance the success of the program and
the affected stakeholders during the operational workload. The characteristic
values of the people are highly important in the system for it to work efficiently
and effectively.

3.1.2 A Sustainable Livelihoods Framework

The sustainable livelihood framework highlights the five capitals for a


sustainable livelihood, this includes the human capital, natural capital, financial
capital, physical capital, and social capital. The human capital explains the skills,

health situation, and the educational attainment of a person, while the social
capital is about the relationships and connections of that person in linkage to the
society and the community. Physical capital is more focused on the actual
settlements including the sheltering, tools and equipment, and especially the
infrastructure that the system needs in order to sustain itself. This framework
argues that there are things needed to be shifted to another purpose, first is by
transforming assets into practices. This explains that it should not focus on what
a person has, but on what a person can do and practice in everyday life
regardless of the history and culture it encompasses.

In having a livelihood program provided by a local government, the power


of their hands can mold the shape of the outcomes of these projects. It can relate
to having a better understanding of the context of the individuals they will be
choosing to further have a better outcome. The political process and connections
of their hands to politics and private organizations and agencies can help provide
a better working environment and solutions to the programs that they need to
implement, working out the links and making it stronger and engaging the society
in interacting more with the livelihood programs. Rethinking the relevance of the
programs to the society and community does not only provide a better
understanding of the challenges, but it also adds value to the contemporary
development of the local communities and the future of their citizens.

3.1.3 Basic Needs: Premises and Promises

This theory tackles the different basic needs approach needed in
developing the soceity. This argues that the development of the human well
being is sectorized in different factors such as the primary education, healthcare
and medical support, sheltering, and employment for the people most especially
for the poor. These factors play a major role in honing the needed requirements
for a person to develop a strong hold and capacity to take on its role in the

community. This also argues that the developments should be in relation always
to the human well being, thus making human-centered developments that
prioritizes the growth of its people and also the growth of the economy. It
highlights the participation of the community to the society which will help them to
provide a better assessment of their needs and the factors needed to be
considered to alter a better outcome.

In forming a program that includes livelihood, it is important to assess the


basic needs that a person should have and need. This works both ways by
providing the community the essential needs through the livelihood programs
which can guarantee a higher rate of success of participation and interaction
within the beneficiaries, citizens, and the authoritative power. This theory relates
that the developments that are altered for a place should be center focused in the
human betterment and development, this will help the livelihood program to
emphasize its economic capability in creating growth. Conquering the limits and
challenges of the program takes flexible management and adaptability to the
environment of the communities, their participation is a high factor to the trust of
the society in engaging with the local government provided livelihood programs.

3.1.4 Human Capital Theory

This theory explains that people are the main factor for the development
of the society, they serve as the capital for the growth and development, thus
making them the core asset of our community. This theory argues that the
economic attention of the authoritative sector is focused on the traditional
methods and plans, this theory suggests that there is a need to refocus the role
of the people to be in the main production and create developments that will suit
their local contexts. It also argues that the government is required to instate
educational opportunities, medical assistance, and other supplemental
approaches to better equip their citizens in having a better chance in developing
their lives. The continuously progressing context of the society must be
considered according to the theory in order to make a better adaptability to the
changing environment.

This theory relates to the study by reintegrating the human power in the
production of the products and its accompanying tasks and challenges, this will
help the programs to be more inclusive and well thought by integrating additional
skills and training to the people. The role of the government is highly considered
to the success of the program, with their fundamental opportunities given to the
people, this will serve as a stepping stone in achieving a better outcome.
Investing in the people's skill and assets is relevant to the study, investing in
training and programs will further help the society build a better working
environment that can all benefit on to. Increasing productivity is a challenge and
harnessing the right methods and patterns will help the study attain the needed
actions to provide a success to the projects of the local government.

3.2 Conceptual Framework

The conceptual framework diagram utilized the IPO method that includes the
input, process, and methods. The diagram provides a clear flow of the methods

and the processes, starting with the input by including the demographics of the
chosen participants. This is vital for the correct and specific individuals that are
right for the study to produce the most precise results. This part also includes
questions directly answering the needed information for the study, the questions
try to harness information that will lead to the needed factors for conclusions and
recommendations. The next part is the process phase where the data acquired
from the participants will be organized and tallied to segregate the data. These
data will be analyzed and concluded. The last part is the output where the
acquired data will be transformed into a variety of results that answers the
research topic and delivers the right information for the succeeding parts.
