Disaster: A calamity, a sudden misfortune or
unforeseen circumstance.
Disaster in railways refers to train accidents
involving injury or death of the travelling
passengers.
Management:
Skillful handling of affairs

5M’s (Men, Machine, Material, Money & Methods)
within the least possible time.

the credibility of the organization in the eyes of
the public
Dealing with critical incidents, complaints,
grievances and accidents needs preparedness.
IR Team shall provide prompt and adequate
relief to the affected persons within the least
possible time.
DISASTER MANAGEMENT
Whenever an accident occurs the guard of the
train should take over the situation immediately.
IR men travelling in train must report to guard.
Senior most officer of the division who reaches
the site first becomes the accident manager.
All the staff shall take instructions from the AM.
Inform CCOR & CPRO/PRO's immediately
about the accident on priority.
RESPONSIBILITIES
Ascertain if any doctor is travelling in the train.
Help the passengers trapped in the coaches to
come out of their coaches.
Render first aid to the injured passengers
Engage ambulances/private vehicles to shift the
injured passengers to nearest hospitals.
Sufficient money shall be withdrawn from
station earnings.
Maintain correct account of cash received and
payments made.
RESPONSIBILITIES
Assistance from NCC, NSS, Scouts & Guides
voluntary or social organizations.
Make arrangements for alternative transport.
Arrange labour free of cost to shift the luggage
of passengers.
Unclaimed luggage & belongings shall handed
over to GRP with details & acknowledgement.
Adequate refreshments & drinking water to the
stranded passengers free of cost.
Adequate meals for those passengers travelling
in trains which are indirectly held up / stranded.
RESPONSIBILITIES
Assistance from NCC, NSS, Scouts & Guides
voluntary or social organizations.
Establish enquiry cum assistance booth/
telephone and provide all information to public.
Arrange of effective communication channels
Arrange for lighting during nights.
Arrange sufficient no. of tarpaulins to protect
passenger's luggage & parcels during rains.
Arrange for disposal of perishables as per
section 84/85 of Railways act'1989.
RESPONSIBILITIES
Prepare the victims list & display the classified
list as “Dead, Grievously & Simple injured”.
Note down the details of dead and injured, if
they are already transported by local people to
the nearest hospital.
The following details should be collected:
• Tickets of the passengers (From and To)
• Ticket Numbers (PNR) Class
• Coach Number and its Position from engine
• Address of the passengers
• Nature of injury(simple, grievous)
RESPONSIBILITIES
Arrangements of refunds:
Full refund for the booked journey, if any
alternate transport is not arranged
Fare for untraveled portion to be refunded, if
passengers refuse to avail alternate transport.

RESPONSIBILITIES
Secure samples & marks on packages to
facilitate settlement of claims.
No information should be given to the media.
Never leave the accident spot without informing
the accident manager.
Submit a general report and a copy of detailed
report of accident to [Link] and PCCM if
necessary.
