1) Respected Chair, esteemed representatives,
Today, Lebanon is a country formed by conflict, displacement, and the quest for
justice rather than as a remote observer. Through survivor-centered testimony,
forensic documentation, and satellite verification, we are in favor of the development
of independent institutions to keep an eye on abuses of civilian rights in Ukraine.
Credible proof is the cornerstone of accountability, not a luxury. In order to safeguard
dignity and uphold the truth, Lebanon demands that the UNHRC, NGOs, and local
actors work together more closely.

2) Honourable Chair, distinguished delegates,
Lebanon is now not an outsider looking in on today’s world, but a place to which conflict,
displacement and the battle for justice have given shape. We support independent
monitoring of civilian rights abuses in Ukraine, including through satellite verification,
forensic documentation, and survivor-centered testimony.
That is, reliable evidence is not a luxury; it’s what accountability rests on. Lebanon urges
further collaboration between UNHRC, NGOs, and local stakeholders in safeguarding the
truth and dignity.

3）Esteemed delegates, honourable delegates Violations of the Geneva Conventions should
not remain without response and Lebanon maintains this position. We endorse the referral to
the ICC and we call national courts to activate the principle of universal jurisdiction. Justice
should be victim-centric, fact-based and politically neutral. Lebanon is a country that can
speak from experience — we know the price of impunity.

Survival should not be stifled by bureaucracy. Lebanon is also asking for simplified visa
procedures, logistical arrangement and humanitarian exceptions in disputed areas.
Aid has to flow more quickly than politics. In Ukraine, delay is death. Let’s cut red tape and
bring back humanity.

Lebanon calls on this Council to take the presidency of child, persons with disabilities and
elderly in conflict areas of Ukraine.
Protection must be tailored—not generic. Rather, we are calling for mobile response teams,
age-gender-disability programming and safe shelters.
Vulnerability must not mean invisibility.

Lebanon thinks that it is time for the UNHRC to be a participant than an observer. We
encourage closer cooperation with UNHCR, OHCHR and civil society to ensure coordinated
assistance and rights protection in Ukraine.
There’s no opting out of coordinating — that is how we survive. May this Council proceed
with both clarity and compassion.

Bombing hospitals, schools and power grids is not strategy—it is a war crime. Lebanon
demands global condemnation and immediate humanitarian action to rehabilitate essential
infrastructure in Ukraine.
