REPORT OF ESTABLISHING CONTROL NETWORK
I. PURPOSES
The control network establishing is carried out to serve the execution of the Cai Mep
Gemadept - Terminal Link Port project.
II. LEGAL DOCUMENTS
• 96 TCN 43-90 “Topographic mapping surveying specification at 1/500–1/5000” of
Department of Survey and Mapping.
• Specification of establishing national elevation control network grade 1, 2, 3 and 4,
issued from Department of Survey and Mapping, 1988.
• TCXDVN 364:2006 “The technical specification for Engineering survey – GPS
monitoring and processing”.
• TCVN 4419-87 “Survey for Construction – Basic Principles”.
• TCXDVN 309:2004 “Survey in construction – General requirements”.
• Reference document: Engineering and Design - Hydrographic Survey (U.S. Army
Corp of Engineers, 1 January 2002).
Portcoast Consultant Corporation has carried out survey of the project area with specific
technical contents that are presented as follows.

III. GENERAL
3.1. Introduction
Cai Mep Gemadept - Terminal Link Port is at Cai Mep Industrial Park, Tan Thanh
district, Ba Ria - Vung Tau province. The position of the project is displayed in the
following figure:

3.2. Coordinate system and elevation system
- Coordinate system is VN2000, center meridian is 107°45, zone is 3°.
- Elevation datum is Hon Dau.
Horizontal control point: National control points grade III named 658476, 659436
provided by Southern Branch of Surveying and Mapping Material Center on April 10th,
2007. Their status is good and available for using.
Elevation control point: National control point grade II, signed II(BH-XL)10 is provided
by Southern Branch of Surveying and Mapping Material Center on Oct 27th, 2005. Its status
is good and available for using.

3.3. Setting control points
The control points M1T and M2T are constructed in the project area as Cai Mep
Gemadept - Terminal Link Port’s technical requirement. The control points are located at
favourable position for the first phase of construction. In the constructional process we’re
going to discuss to the client about permanent benchmark position M1 and M2 to buid
them. The existing position of control points and the design position of permanent
benchmark see the figure below:

3.4. Survey equipment

IV. FIELD WORK
For serving the construction of the Cai Mep Gemadept - Terminal Link Port project, the
survey task consists of items:
- Levelling III grade from II(BH-XL)10 to CDG benchmark. ( refer to Fig.4)
- Establishing grade IV horizontal network

Length leveling grade III is 10.4 km.
Clossure of leveling grade III is 22mm is less than the allowable misclossure
10 L(km) =34mm , satisfies the specification and meet the required standard for leveling
grade III.

4.2. Horizontal and vertical control network grade IV:
The national horizontal control points are collected as points original to establish the
grade IV horizontal network.
Network establishing method: relative positioning of GPS technology.
The task includes:

Using National control points, named 658476 and 659436 as original points to establish
the horizontal control network. The data are shown in the table below:

Because the GPS survey data are processed in the WGS84 coordinate system, the control
points are convert into geodetic coordinate, WGS84 system, meridian 105°, zone 6°, k=
0.9996 by GeoTools software of General of Land Administration Department (before). The
result is shown as follows:

4.2.2 Choosing and installing control points
Control points are installed in accordance with the technical requirement of Cai Mep
Gemadept - Terminal Link Port.
Quantity: 2 points
Number sign: M 1T, M 2T.
4.2.3 Surveying
The field survey task is carried out after designing the grade IV horizontal network. Then,
field data are collected based on the designed horizontal network.
To measure independent baselines of the grade IV horizontal network, we used a GPS
receiver Ashtech Promark2 and 2 dual-frequency GPS receivers Topcon Hiper and Topcon
LegacyH. The grade IV horizontal network is designed and measured as the following
diagram:

The time of collecting GPS data for each single baseline is about 120 minutes. At each
station, point ID and antenna height are set into the receiver. Measuring data are
automatically recorded in the receivers. Recording interval is 10 seconds. Baseline data are
processed at the site by Pinacle software to make sure of all fixed solutions.

4.2.4 Baseline processing
The independent baselines were processed by Pinnacle software with phase survey data.
The processed baseline result is in WGS84 system.

To check the quality of the established network, misclosures are calculated for loop

The errors satisfy the current specification for the IVclass vertical network standard.
4.2.6 Adjusting
After checking misclosures, the network is adjusted. The control points, named 659436
and 658476 were used as the base points to develop the grade IV horizontal network. The
result is adjusted by Pinnacle software as follows:

4.2.7 Coordinate transformation
Using Geotools software to transform from WGS84 with central meridian 1050, zone 60
to VN2000 system with central meridian 107045’, zone 30.

4.2.8 Conclusion
Processed and adjusted results of the grade IV horizontal network meet the required
specification to prepare for the execution of the Cai Mep Gemadept - terminal Link Port.
V. CONCLUSION
The survey result and report meet the required quantity and comply with followed
current standards. All tasks are satisfactory for the execution of the Cai Mep Gemadept -
Terminal Link Port at Cai Mep Industrial Park, Tan Thanh district, Ba Ria – Vung Tau
province.
