QatarEnergy PML Registration Guidelines

Manufacturers are required to review the following guidelines before submitting the registration form for their product to be considered
for inclusion in QatarEnergy's Preferred Manufacturers List (PML).

The PML contains a list of controlled critical Products (permanent equipment and materials) and their manufacturers, to be

utilized in QatarEnergy’s engineering projects.

The manufacturers listed in the PML are the principal/original equipment manufacturers (OEM) of a specific product or material.

The list excludes agents, distributors, representatives, assembler and stockists.

Contractors engaged with QatarEnergy must procure the products listed in the PML from the corresponding manufacturers in
the list. This does not prevent contractors from buying from agencies, representatives, distributors, etc. as long as the product is

manufactured by PML listed manufacturers and complies with country of origin and manufacturing facility location requirements
as per the PML.

4 Being listed on QatarEnergy's PML does not constitute an approval to conduct business with QatarEnergy.

The intent of the PML is to shortlist potential manufacturers of specific materials, equipment, systems and packages required
5 for execution of QatarEnergy capital projects. Manufacturers listed in the PML may become eligible for contract opportunities to
supply their products to QatarEnergy through EPIC contractors.

PML registration is different from QatarEnergy Vendor Registration (QatarEnergy Mushtaryat), which is for prospective
6 suppliers and contractors interested in participating in QatarEnergy tenders or receiving Requests for Quotations/Invitations to
Tender (ITT).

7 Inclusion in the PML is subject solely to the discretion of QatarEnergy.

8 QatarEnergy does not accept registration requests for products not listed in its PML Products List (PL).

Submittal of the registration form neither constitutes nor will immediately initiate any assessment activity for that product by

QatarEnergy. QatarEnergy will only consider applications for products based on its operational and business requirements.

If selected for assessment, a manufacturer may be contacted for a formal presentation and, if necessary, a manufacturing site

audit.
11 QatarEnergy will notify all applicants of their registration status via email.

All submissions will undergo thorough technical and QA/QC reviews prior to any acceptance as a preferred manufacturer. Due

to the high volume of submissions, the average review period is estimated to be between 5 to10 months.

13 QatarEnergy has the right to ask for more documentation and information as deemed necessary.
14 QatarEnergy will not share any manufacturer's documentation with other manufacturers.

QatarEnergy reserves the right to modify both the PML and its procedural administration at its discretion and this may be done
15 without prior notice to the affected Manufacturer (however, the affected manufacturers will systematically be informed if and
when QatarEnergy deems it as necessary).

A separate registration form must be completed & submitted for each individual product. Additional products will require their
16 own individulal registration forms. Please ensure that the product name in each form is selected from the drop-down list
provided within the form.

Ensure that all submitted information and supporting documents correspond to the same product and its specific manufacturing

facility being registered.

All submissions, including the completed registration form and all supporting documents, must be provided in English.
18 Submissions in other languages will not be accepted. If documents are originaly issued in another language, an official English
translation must be provided.

19 The registration form must be filled electronically. Handwritten forms will be rejected.
20 All fields must be properly filled in the provided space. If a field is not applicable, please write 'NA'.
21 Some cells in the form have drop-down lists. Please select from the drop-down list, do not type.
Ensure that all required fields in the form are accurately completed and all relevant supporting documents are submitted as

applicable. Incomplete or incorrect submissions may lead to disqualificaitons.

If the application is being filled by another entity other than the manufacturer (e.g.; agent, dealer or distributor) an official

authorization letter signed and stamped by the manufacturer is required.
24 A valid Commercial Registration is required for any manufacturer located in Qatar.
The completed PML registration form, along with all supporting documents specified in Section E of the form, must be
25
submitted via email to: qpml@[Link]

The manufacturer is required to acknowledge queries from QatarEnergy within two (2) working days and provide a stipulated
26
timeframe of when the actual responses will be submitted.

Failure by the manufacturer to respond to QatarEnergy queries within a maximum of ten (10) working days may result in the
27
application being rejected.

Documentation Requirements and Limitations:

1 Submission of Manufacturer technical documents via flash drives, CDs, or other physical media is not accepted.
2 Hard copies of Manufacturer materials are not accepted.
3 External file-sharing links are not accepted.
All submissions must be made electronically and sent to QatarEnergy using the email address provided at the bottom of this

sheet.

Note: Image files (.jpg, .jpeg) are no longer accepted. All images must be converted and submitted in PDF format.

6 AutoCAD and .rar files are not accepted.

7 Files containing macros will be blocked by QatarEnergy's IT security system.
8 Embedded files within documents are not allowed.

Each email, including all attachments, must not exceed 20 MB in size. If the total email size exceeds this limit, documents may be
9 split across multiple emails. In such cases, each email must be clearly indexed and include a cover sheet to ensure proper
tracking.

Scope of Application & Eligible Applicants

-Applicable Only for the list of products identified by the QatarEnergy,
which is subject to periodic updates.

-Applicants shall be OEMs only. Not distributers, stockiest, agents,

suppliers or reseller.

-Authorized representatives who are nominated by the manufacturer

shall submit the authorization letter to conduct the business on behalf
of the manufacturer.

Evaluation/ Approval Process of the

Application
CLASSIFICATION: C1 - CONTROLLED #

-We will review your application, then if it is complete, we will log your
application in our system.

-You will receive an email about your application registration status

and its reference number for future tracking.

-Your application will undergo a comprehensive Technically & Quality

evaluation.

-Applicants who met the eligible criteria will be enlisted in the PML.

-QatarEnergy reserves the right to accept or reject any Application

Cost of Application, Evaluation Period, and

Site Visits
CLASSIFICATION: C1 - CONTROLLED #

-No fees for registration.

-The evaluation cycle is between 5 to 10 months provided that the

PML application is complete and no additional information is required
from the applicant.

-For critical items, the manufacturer may be subjected to site

visit/audit.

Notification of Application
-QatarEnergy will notify all Applicants by email if they have been
approved or conditionally approved. In addition, those Applicants
who have been rejected will be informed separately.

-If you would like to register more products with us, you need to
submit new application for each item, which will go through the same
approval process.

Approved Manufacturers
-Approved manufacturers/ products will be enlisted in the PML in its
quarterly release.

-Approval is valid for 2 years, then the Manufacturers will be re-

assessed.

Language of Application and Supporting

Documents
-Application as well as all correspondence and documents shall be in
English language.
