Technical Design Standards for Rural Sanitation

CONSIDERING: Memorandum No. 238-2018/HOUSING/VMCS/PNSR/DE from the Executive Directorate of the National Sanitation Program
Rural; Report No. 088-2018-VIVIENDA/VMCS-DGPRCS-DS from the Sanitation Department; Memorandum No. 326-2018-
VMCS/Housing-DGPRCS of the General Directorate of Policies and Regulation in Construction and Sanitation; Report No. 424-2018-
HOUSING/OGAJ of the General Office of Legal Advice; and,
CONSIDERING:
That, Article 6 of Law No. 30156, Law on the Organization and Functions of the Ministry of Housing, Construction and Sanitation,
in accordance with article 5 of Legislative Decree No. 1280, Legislative Decree that approves the Framework Law on Management and Provision
of Sanitation Services (Framework Law), establishes that this Ministry is the governing body of national and sectoral policies
within their scope of competence, which are mandatory compliance by the three levels of government within the framework of the process
of decentralization, and throughout the national territory;
That, article 2 of the Framework Law establishes that sanitation services are composed of systems and processes that
they include the regular provision of drinking water services, sanitary sewer, wastewater treatment for
final disposal or reuse and sanitation disposal of excreta, in urban and rural areas; declaring in paragraph 3.1 of article 3 of the
cited Law, of public necessity and of preferred national interest the management and provision of sanitation services with the
purpose of promoting universal access of the population to sustainable and quality sanitation services, protecting their health and the
environment, which includes all the systems and processes that integrate sanitation services, to the provision of them and
the execution of works for its realization;
That, by means of Supreme Decree No. 007-2017-HOUSING, the National Sanitation Policy is approved as an instrument of
development of the sanitation sector, which has as its main objective to achieve access and universal coverage of services
sustainable and quality sanitation, aimed at closing gaps and, as a consequence, achieving coverage
universal and sustainable sanitation services in urban and rural areas, having as one of its Policy Axes the
optimization of technical solutions;
That, according to literal b) of article 84 of the Organization and Functions Regulation of the Ministry of Housing, Construction and
Sanitation, approved by Supreme Decree No. 010-2014-HOUSING, modified by Supreme Decree No. 006-2015-HOUSING, the

in accordance with the current regulations;
That, through Ministerial Resolution N° 108-2011-HOUSING, amended by Ministerial Resolution N° 201-2012-HOUSING and the
Ministerial Resolution No. 189-2017-HOUSING approved the Guidelines for the Formulation of Programs or Projects of
Water and Sanitation for Rural Settlement Centers, establishing general conditions for program formulation and
projects including aspects for the construction of drinking water and sanitation systems such as sanitary installation
intrahousehold
That, through Ministerial Resolution No. 173-2016-HOUSING, amended by Ministerial Resolution No. 189-2017-HOUSING and the
Ministerial Resolution No. 265-2017-HOUSING, which approves the Guide to Technological Options for Supply Systems
Water for Human Consumption and Sanitation in the Rural Area, establishing besides the minimum technical requirements for the
design of sanitation projects, the minimum content of projects at the level of pre-investment and investment studies according to
to the National System of Public Investment;
That the Sanitation Directorate of the General Directorate of Policies and Regulation in Construction and Sanitation, in response to the
provided in the First Final Complementary Provision of the Framework Law Regulation, approved by Supreme Decree No. 019-
2017-HOUSING is authorized to issue complementary sectoral regulations, in this case, for the rural area;
That, in effect, the Executive Directorate of the National Rural Sanitation Program, through Memorandum No. 238-
2018/Housing/VMCS/PNSR/DE dated February 6, 2018, based on Technical Legal Report No. 001-2018-
HOUSING/VMCS/PNSR/KPG-LSJ-IBE-NLL, prepared by the Work Group established for this purpose, issues a favorable opinion on the
guide to standard design types and models of sanitation system components in rural areas and recommends their
approval
That, likewise, the General Directorate of Policies and Regulation in Construction and Sanitation, through Memorandum No. 326-2018-
HOUSING/VMCS-DGPRCS of April 6, 2018, ratifies the content of Report No. 088-2018-HOUSING/VMCS-DGPRCS-DS, for
through which the Director of Sanitation supports the legal technical aspect of the Ministerial Resolution project that approves the 'Norm'.

HOUSING, Regulation of the Framework Law on the Management and Provision of Sanitation Services;
IT IS RESOLVED:
The "Technical Design Standard: Technological Options for Sanitation Systems in Rural Areas" is approved, which is included in the Annex.
is an integral part of this Ministerial Resolution.
It is established that this regulation applies to the formulation and development of sanitation system projects.
in rural areas, in rural populated centers that do not exceed two thousand (2,000) inhabitants.
Please note that the Sanitation Directorate of the General Directorate of Policies and Regulation in Construction and Sanitation carries out
the actions necessary for the dissemination of the technical design standard approved in article 1 of this document
Ministerial Resolution.
This Ministerial Resolution and its Annex are published on the institutional portal of the Ministry of Housing, Construction and

Regarding projects executed by the Ministry of Housing, Construction and Sanitation, through the National Program of
Rural Sanitation, within the framework of its interventions, the intradomiciliary installation will be financed with resources from said Program;
being able to count on the contribution of the beneficiary and/or co-financing from other Public Entities, in accordance with the Guidelines that
establish the mentioned Program.
The projects referred to in Article 2 of this Ministerial Resolution, as of the date of entry into force of this
norms are in the execution phase of the Investment Cycle of the National Multiyear Programming and Management System
Investments are governed by the regulations in force on the date of their submission, and the rule approved in the article does not apply to them.
