PRESENTATION
15
CEPRODEP is a private non-profit organization specialized in topics of
political and social violence. Their work experience dates back to 1986 in support of the
issues of those displaced by political violence in Lima and Ayacucho.
Currently, the country presents a context of relative control of political violence that
lasted more than 15 years; today the central problems are poverty, everyday violence and
the consequences of political violence. In that context, CEPRODEP sets itself the mission;
To contribute to the construction of sustainable peace by developing and validating models of
intervention with affected population; to repair the consequences and prevent expressions of
political violence.
Within the framework of this proposal, the Mental Health and Social Development program aims to
Validate a model of psychosocial and cultural intervention that promotes development
integral of the minor and their role, from the family and social environment approach from the perspective of
resilience. It is proposed to strengthen the potential of the minor, of the countryside, and of the areas
urban marginalized victims of political violence and poverty.
With this purpose, we present the project: 'Resilience, Protagonism and Citizenship'
Youth-oriented towards the recovery of psychosocial sequelae and development
socio-cultural capabilities of young adolescents to put into practice their
protagonism and the exercise of their duties and citizen rights that promote the
implementation of constructive proposals in the face of adversity and one's own development,
laying the foundations of youth protagonism through the promotion of resilience and
citizenship within the framework of its values and cultural identity.
The project will last for 2 years, during which it will serve to validate a
intervention model. The results of the experience will serve as input for the
formulation of proposals for policies and programs that allow for national scale replication.

II. FOUNDATION
The project's setting will be the districts of Carmen Alto and Jesús de Nazareno.
The first is located in the southwest area, acquiring the category of District on the 6th.
September 1929, through law 341, its territory is 1933 km2. This
The district has the characteristics of a young town and is located at an altitude of 2800.
m.s.n.m. Since the colonial era, they have been identified as a people of
merchants (carriers), having played an important role in the economy
regional, according to Galdo, the inhabitants of this area crossed the borders of
the region and the country, transporting a variety of products (wool, jewelry,
badana, leather, blankets, ponchos, retablos and other products.) Subsequently
Trade deteriorated as a result of the war with Chile.
The main state institutions are located in the urban center of the District. There are
differences in social sectors due to having different economic conditions and
social issues, the reality presented in urban infrastructure by the neighborhoods
Peripherals are similar to those in the neighborhoods surrounding the District of
Ayacucho.
In the Carmen Alto District, there is a higher presence of residents of rural origin, and
the conditions of poverty are more noticeable.
The District of Jesus of Nazareth is located to the north of the city. Recently
promoted to the District category, it still does not have a municipal authority that
I represented it. In previous years it belonged to the Ayacucho District, but due to the
emergence of human settlements and associations, their leaders have
requested local authorities that the old neighborhood of las Nazarenas showcase
the districting.
The population states that there are people who exhibit harmful behaviors.
living fostering a series of robberies, murders, rapes, and drug dealing,
etc. Supported by young people whom they train to form gangs,
jeopardizing public safety and tranquility, mainly during hours
of the night.
The peculiarity of these districts is that starting from 1980 they become areas
of receiving the largest number of rural families displaced from their places of
origin due to the effects of the political violence that affected the country for two decades.
19
The youth population - between 15 and 24 years is estimated at 2,209 for Carmen Alto, and 3,104.
for Jesus of Nazareth with no perspective or opportunities to continue with his
Preparation and training for life.
Adolescents and young people have to face new challenges because society
they demand to be up to the changes and accelerated processes of
technification and globalization, for which our young people and adolescents have
to have greater resources and supplies to face these new challenges
circumstances and this happens, in turn, through a redefinition of the values with which
that have been functioning, to make way for others of a more aggressive nature and
linked to particular needs that are gradually being incorporated into the
families and their members.
The project aims to address the problem of young adolescents affected by the
Psychosocial sequelae of political violence, limited capacities presented by
young people and that makes it impossible for them to be protagonists of their own development, of their family and their
community and fully exercise their duties and citizen rights. We aim to
recognize and work on the factors that hinder or slow down the development of their
capabilities, potentialities, and skills so that they can face with solvency the
adverse situations.
20
In the case of the young people for whom the project is intended, the protagonist abilities
are hindered by post-traumatic stress due to violence
politics, loss of initiative proposal capacity and future vision, heightened by the
deterioration and disintegration of the family, deterioration of moral and religious values y
deconstruction of child-rearing systems.
In the context of the Districts, it hinders the full development of capacities in the
adolescents, there is also another form of misunderstanding that draws our attention
attention, the incongruity in the transmission of behavior models, the
which, directly or indirectly, fosters violent patterns of behavior,
excessive alcohol consumption, inadequate coping strategies
problems, harmful couple relationships, inconsistency of values, etc.
This crisis situation comes to constitute a state that returns the adolescent.
particularly vulnerable to the offerings or alternatives of the surrounding environment;
alternatives for evasion or incorrect expression of their feelings and emotions
found that end up blurring the possibilities of their own development. Thus their
socio-emotional conflicts within the framework of adolescence itself, extreme poverty
and the marginalization that his condition reproaches him, make of the adolescent, as we have
you could notice, the protagonist of cases of excessive alcohol consumption, consumption of
drugs, crime, gang activity, etc.
We can assert that the communication channels between parents and children do not exist.
properly structured and that the risks regarding models are not only found in the
interior of families. This is expressed in the little exercise of effective communication
verbal and non-verbal necessary for enriching the possibilities of expression
affective within families, which drastically decreases the young person's abilities
to resolve those conflicts that arise within their human group
primordial.
21
b) Lack of opportunities for the development of their productive role
The current socioeconomic context does not provide young adolescents with opportunities.
and necessary opportunities to continue their studies or to perform in the
work or productive environment. Poverty forces them to choose mechanisms
survival aids to help your family or to meet the needs
personal basics, engaging in small 'gigs' (occasional jobs of minimal
where they are used as cheap labor, increasing their
feelings of frustration because these alternatives show neglect, in the long run
deadline, of their personal expectations. For this reason, many teenagers lose
expectations and opting for libertinism and 'fun'; and others very early on...
they become parents, exacerbating the problem.
The crisis situation conditions that the family membersadults, young people and
children they opt for immediate survival mechanisms; for responsibility,
As we know, it falls not only on the parents but also on the children. From this

produce a disregard for personal future expectations, proposed by the
adolescents at some previous stage of their life. Their efforts should be directed towards covering
the immediate family needs which will reinforce mental schemas
which minimize the benefits of academic or technical-productive preparation. Thus the
possibilities of accessing basic training or technical education diminish in the
pressing needs to satisfy.
22
Lack of opportunities for their productive development (work)study
Lack of productive capacities
Lack of information and knowledge of productive programs in the
district
For reasons of conception and vision, organizations at the District level have a
structure and dynamics that only allow the participation of adults. Does not exist
an experience where the teenager or the child is recognized in their rights
of opinion and participation; on the contrary, there is a diminished image,
negative or undervalued of the adolescent as they are considered 'irresponsible' and
"incapable" of assuming responsibilities of communal competence. Practically the
adolescent is marginalized and is not considered an active part in the processes of
development. Therefore, there are no mechanisms or participation strategies that
promote and develop their civic capacities.
The authorities and leaders of the different organizations prioritize and rank the
needs that will be addressed, which generally include aspects
economic, infrastructural. The youth issue is approached from a perspective
questioning and repressive: how to control the growth of crime, gang activity or
what security systems to implement. In other words, they seek how to protect themselves from
young people before trying to make an approach or offer an opening to develop
a more horizontal relationship with them.
For their part, teenagers have chosen to distance themselves from organizations and
local institutions, expressly avoiding greater involvement. There is therefore,
within the locality, a marked distancing of the adolescent population with respect to
the adult; they are on the sidelines of what happens in their district. However, our
contact with them shows that they are very worried and interested in everything that
happens in its environment.
At the local level, there are trends and some nascent organizational experiences with
teenagers around specific programs; this is a very important step.
However, this requires greater efforts and resources, it requires designing ways,
channels and mechanisms to achieve effective participation of young people where they
they can demonstrate their capabilities and potential as part of their exercise
citizen.
Finally, the little willingness of the adult population to choose a flexible position
and of tolerance (being rather questioning and punitive) creates a gap between
adults and young adolescents reflecting that cultural and generational factorsa
family and community level they constitute a serious obstacle to the exercise of citizenship
this population sector.
2.2 Background
23
Currently, the issue of adolescents is being addressed from
different programs and projects that the State has designed through the
Ministry of the Promotion of Women and Human Development (PROMUDEH) and of
Ministry of Labor. The Support Program for Repopulation PAR has just been launched.
considering within their lines of work, the intervention with young people who have
belonged to Youth Gangs. We believe that these efforts are
important, although they still do not have a significant presence in the areas.
2.3. Proposal
The project aims to rehabilitate young people who present psychosocial sequelae.
cultural dislocation, expressions of violence , violation of rights and
disruption of capacities; likewise strengthen personal capabilities
(emotional, sociocultural) and relational aspects that empower young adolescents with the
necessary resources for valid, creative, constructive, and transformative coping
of the present and future adverse situations, enabling their protagonism and exercise
citizen on a personal, family, and social level, strengthening their productive role in these.
levels and articulating it to local development processes.
Results:
24
- Strengthening of the productive economic role
The diagnosis of opportunities and economic-productive potential of young people will allow
design a proposal aimed at the preparation and qualification of your capabilities
productive. In the economic field, it will seek to promote a specific occupation that helps to
the generation of income; from the support in their technological advancement, being this in turn a boost
so that they can continue their further studies.
We are also interested in this sector of the population gradually incorporating and accessing the
work or academic qualification programs offered in the district. Guidance will be provided and
technical follow-up on productive and/or commercial units initiated by groups of young people. For

citizen; in that sense, the organization of the Youth Network will be the support for them to take on
concrete tasks that contribute to the development of their District. Mechanisms and strategies will be designed
of participation; for this, work will be done simultaneously with the community through
concertation events on citizen exercise and roles, so that it is considered and incorporated into
young people at different levels of district participation.

V. GENERAL STRATEGY
It will be a task that the program will prioritize to deepen the understanding of the issue.
youth. We will apply the participatory research method, so that it allows us to formulate
proposals, strategies and intervention methodologies. From the CEPRODEP program we
We propose to create and validate an intervention model aimed at this population.
- Evaluation
The project proposes the implementation of constant evaluations, not only regarding ...
execution of the committed activities (monitoring); but mainly in relation to the
constant observation of our proximity to the expected results.
This practice will take place in a participatory manner and will be developed continuously in the
process; as in periodic cuts (every year), with instruments designed for this effect. The
evaluation will allow us, through constant feedback, to be attentive and open to the
changes that may occur in the different aspects of the project.
- Interinstitutional coordination/concertation
Another fundamental and relevant strategic axis of the project is coordination/agreement and the
joint work with other public and private organizations that are implementing actions
in favor of the youth population in the district; in order to avoid dispersion, to collect the
plurality of proposals and centralize to make better use of the resources that each invests
institution. In this way, the impact of addressing the issue has greater possibilities.
to be more efficient, effective, and sustainable.
The recovery will be promoted psychosocial and the development of personal capacities and
relational from a resilience approach, aimed at qualifying and providing young people with resources
that facilitate their protagonism and citizen exercise to transform and manage in a way
constructive adverse situations present and future.
This aspect is a constant throughout the project, which has been differentiated for the purposes of
intervention; but that it has been present in the whole bet. It is necessary to strengthen the perception
that the young person has of themselves and to promote from 'themselves' various dimensions of their development.
5.2. Methodology
- Research
The diagnosis of the socio-economic-cultural situation of young people will be at the district level, with the
the purpose of placing young adolescents in different social strata, recognizing their
32
problems, difficulties, and conflicts typical of their age; along with this we will identify their
aspirations, perspectives or dreams for the future.
It will therefore be necessary to work on a diagnostic plan at the district level; this will be based on
from what already exists in the locality, previous studies, etc. To this end, we will make contact and
will coordinate with the various public and private institutions that are working on this issue.
Another element that will be taken into account is the involvement of young people in the collection of
information, seeking for the young people to be the protagonists of the knowledge process
of their reality; which initiates a process of sensitization based on experience, thus
as it allows them to contribute with proposals that respond to their most felt needs. This
The work will also aim at the qualification and recognition of the capabilities of this.
youth group.
- Inter-institutional Coordination/Concertation
Our first contact with the community will be with the District government, which we will propose to.
a formal agreement to work. Following this, our efforts will be directed towards the
recognition and contact with the other institutions working in the area, of which
it will produce a local record. Our intervention will involve or provoke instances of
coordination and joint work with the different social actors so that they can emerge, in turn,
programs and agreed work plans.
This section will also be a space for participation for the young people of the project, who in this
practice and under the constant guidance of the team will put their management skills into practice
leadership.
- Organization
It will be expressed in the formation of the youth network; young people will join in a way
progressive or these levels of organization will be promoted. With the youth NETWORK it is intended
Establish points of contact and social support in order to implement negotiation mechanisms and
consultation with the different local institutions.
In this sense, there is a need to gather the proposals that already exist in the locality and
evaluate its functioning and impact in the locality. To this end, meetings will be held
These instances are organized with clear agendas regarding the ROLE they play in society. They
They will raise the topics that will be addressed in these events that will have district coverage.
- Training
The overcoming of psychosocial consequences and the development of capacities and potentialities is
will be provided through workshops in which training modules will be developed on aspects such as
Resilience, Self-esteem, Citizenship, and Youth Protagonism. They will be spaces where the adolescent
will be able to express freely what troubles him and prevents him from moving towards his own
development. These modules will use playful techniques, reflective practices, and experiential exercises.
They will be complemented with recreational activities such as dance, theater, video, etc.
These spaces will seek to strengthen the participation of young people in their local space; thus
how to consolidate a positive figure in front of the observation of adults and the general public
population. Similarly, means of expression such as self-referential videos, magazines,
youth galleries, posters, brochures, pamphlets, etc. allow them to have a district presence with
33
greater impact; as well as socialize their proposals, concerns, and opinions both within the community.
