BOARD OF DIRECTORS MEETING MINUTES - August 18, 2025
The monthly Public Board Meeting was canceled due to the annual budget meeting. However, an executive
session was held to discuss committee reports. Board President Michelle Todorov called the meeting to order at
6:00 p.m. on August 18, 2025.
Attendance
The following Directors were present: Michelle Todorov, Peggy Zonca, Michael Baynes, Aric Tosqui, and
Guy Balok. Sandy Nolan and Randy Blaylock were excused. Also present were Joe Poma, Property Manager
and Emily Lutzenkirchen, Publications and Records Assistant.

SUBJECTS DISCUSSED:
1. Budget Review: We will be working on paying closer attention to the number of pages printed per issue for
future publications. To avoid exceeding the limit, we must be more selective about which pages get approved for
printing.

2. Resident Correspondence: Our editor received an email from a resident asking that an article be printed
regarding the condition of our trash corrals. After a lengthy discussion, the group suggested offering that resident
the option of writing a “Letter to the Editor” for publication. Emily will reach out to the resident.

3. Letter for Restaurants regarding Advertising: The Women’s Club has agreed to help the Herald Committee
with advertising by dropping off a letter during their monthly lunches to restaurants, thanking them for accom-
modating the large group and asking them to consider placing an ad in our monthly publication.

4. Article Suggestion: Guy Balok has offered to reach out to the Northville Township Police and Fire Depart-
ments for articles that would apply to our community. He has a couple of articles in the works and hopes to
include them and others in future issues.

5. Trivia Night Pictures: Sandy Nolan has agreed to take photos of our Trivia Night for the September Herald.

6. Donation List: A resident has recommended that we make our Donation List of places available on our
website. A current list will be available for viewing online. We hope to update it regularly.

7. Community Recognition: We will be on the lookout for community members who are deserving of special
recognition. Do they have a special interest, talent, hobby, etc.? If you know of someone who is deserving, please
reach out to the editor, and we will have one of our writers do a feature in an upcoming issue.

OLD BUSINESS:
1. Phragmites across Swan Harbour Lake – A letter to Rippling Lane and Granite Ct. residents has been drafted. Joe will
forward it along with sample photos and a data sheet.

2. Parking lot numbers – Staff is working through the two lists of courts provided to Joe.

3. Pickleball court set-up – A trial period will begin this week for the net left up in the hockey court.

4. Sign at Swan Harbour Lake – Both caution signs have been installed.

5. Wood chips – Delivered at the Rippling Lane gate by Davey Tree. Joe also noted that the twigs and debris will be
cleaned out of the culvert near Rippling Lane.

6. Beautification Subcommittee – Reported that many attractive units were awarded certificates. Discussed how to
promote compliance with clean yard policies.

OLD BUSINESS:
1. Concern was expressed over cracked and broken sidewalks near Bryn Mawr Ct. Photos will be sent to Joe for follow-
up. Some concrete leveling and repairs will begin on August 18.

2. The issue of boats without tags and in disrepair was discussed at length. A plan was made to check for stickers in mid-
June, with a quick deadline for boat registration or risk disposal. Pros and cons of a multi-year sticker were discussed.
Hopefully, staff and volunteers can work together to resolve the issues. Fall boat rack clean-up is scheduled for September
21 at 11 a.m. on Curtis Lake. A Swan Harbour Lake check-up will be scheduled with Mike Baynes.

3. A new resident inquired about her responsibilities for the landscape behind her condo, including shrub removal
protocol. A reminder to all: the Removal Request Form will be in the September Herald.

ANNOUNCEMENTS:
Several trees will be planted in the fall. More pines were suggested.

1. The committee reviewed the financial reports for July, focusing on key issues and concerns:
• This month’s investment dividends totaled $4,528.
• Joe gave the group a quote he received for possible future gutter washing.

2. Budget study sessions: A total of five study sessions were scheduled, with additional findings discussed at the
August committee meeting.

SUBJECTS DISCUSSED:

1. Updates from Joe: Some of the lighting issues have been resolved. The remaining pool lights will be addressed
in the spring. The pool has passed its Wayne County inspection. The wading pool was experiencing some issues,
but they appear to be resolved. Chemicals for the remainder of the season have been ordered. A few lounge chairs
have been re-strapped. Guards will provide an inventory of the tables, chairs, and lounges. Joe has received com-
pliments on the guards and noted that it has been a well-run and successful pool season.

2. Pool events this summer have been a success. Approximately 65 people attended Music Bingo, and 75 attended
Trivia.

3. One last Hot Dog Day is scheduled for August 16. The pool closing party will be on Saturday, August 30, with a
band from 6–8 p.m. Taylor Kerrigan will provide pizza, and the committee will provide pop.

4. Gift cards were purchased for the guards as a thank-you.

5. The committee is looking for new event ideas for next year and ways to enhance current events, such as Middle
School and High School late swims.

6. It was suggested to purchase two new whiteboards for the pool area.

7. Joe will purchase additional hooks for the women’s locker room.

8. There was a suggestion to offer junior lifeguard training next year, including CPR and first aid. This will be
discussed further with the guards. Elena Howell has offered to assist with the training.

SHRUB REMOVAL REQUEST FORM
Fall 2025
The deadline for removal requests is Friday, September 26th.

All requests must be approved by a Grounds Committee representative and must be

submitted in writing to the Clubhouse office. This program will take place in October or
November. (Weather permitting).

The Association will bear the cost for the removal of the shrub(s) and recommends that the
co-owner purchase and plant a replacement shrub or some other attractive landscaping.
According to the Co-Owner’s Manual, SHRUB REPLACEMENT policy, Co-owners are reimbursed
$30 per shrub, up to two shrubs per year, for replacement of dead, overgrown, or diseased shrubs.
Removal and replanting must take place in the same fiscal year. Please refer to the Co-Owner’s

 SHRUB REMOVAL INFORMATION
Because Highland Lakes is 54 years old, many of our
shrubs and bushes are overgrown or are in poor
condition. This policy allows for the removal of dead,
overgrown shrubs and bushes, or those that are in poor
condition. Shrubs that are too large or too near any
wiring will be cut to the ground rather than removed.
The time established for the fall 2025 Shrub Removal
Program is during October and November.
Requests must be submitted to the Grounds
Committee NO LATER THAN September 26th, 2025,
so that the Committee has ample time to review the
request. The Committee has a mailbox in the
Clubhouse office. Be sure the form is completely filled
out.
The Association will bear the cost for the removal of the shrub(s) and
recommends that the co-owner purchase and plant a replacement shrub
or some other attractive landscaping. The Association will reimburse you
up to $30 toward a new shrub with a limit of two shrubs per fiscal year.
Removal and replanting must take place within the same fiscal year to
qualify for reimbursement.
If such removal necessitates a landscape plan, you must submit that
plan, along with a Grounds Request, indicating what you are putting in
as a replacement and a representative of the Grounds Committee will
inspect the planting. Please be aware that this program will only take
place during one week in October or November,
weather permitting.
Please Note: Patio shrubs and bushes are not covered for removal; they are the
Co-Owner’s responsibility. This program only covers the bushes on common grounds.

Owner responsibility?

This is a list of the most commonly asked questions. Any upgrade or betterment to the unit is the Co-
Owner’s responsibility. Examples include the following: new carpet, wallpaper, new paint, finished
basement, new appliances, etc. This would also include any item not on the original building specifications
(items added by owners). Please call the office to request a work order for any Association maintenance

 Trivia Night
It was a beautiful night for the Trivia Event
on the Clubhouse Terrace. The event was well
attended, with questions asked and short
music breaks in between as participants
scrambled to find the correct answers.
Meanwhile, others enjoyed a late-night swim
in the pool. Taylor Kerrigan provided snacks
and drinks. The competition was close, but
the team called The Originals won. Their Winning Team: Cathy Cherewick, Mary Lou Golen,
prize was a box of Crumbl Cookies. Marion Gunderson, Ava Bachmann, Norma Simons,

 A Star in Our Own Community!
In August, our own Laurie Boloven was Queen
of Hearts in the Forever After Production
Company of “Alice by Heart”. Laurie has been a
part of the community theater for four years.
She acts and sings with a professionalism that
stands out among her cast members. The
company performs children and adult works as
well as has classes and camps for kids.

Laurie‘s kids performed in the children’s

productions initially and she was a parent
volunteer backstage. After about two years of
watching her kids perform and painting scenery,
she got the itch, and confidence, to audition
herself. She also teaches children’s acting
classes on Saturday mornings. Laurie says it’s
the most wonderful, supportive and fun
community of people.

It all takes place at the Jack Wilcox Theater in Plymouth located in the PARC building
(Plymouth Arts and Recreation Complex), the former Central Middle School. The theater

Easy Baked Meatballs DIRECTIONS

Ingredients 1. Preheat the oven to 375 F. Line a quarter sheet baking pan with
parchment paper.
2 lbs. ground beef
1 medium onion, grated 2. In a large mixing bowl, combine ground beef, onion, garlic,
2 cloves garlic, minced breadcrumbs, Parmesan, Worcestershire sauce, egg, salt, and
⅔ cup of breadcrumbs pepper. Mix well until evenly combined. Set aside to marinate for 15-
20 minutes.

1 tbsp. Worcestershire sauce
3. Take 2 spoonfuls of the beef mixture at a time and use your hands
1 large egg to roll into meatballs. (I recommend using disposable gloves for easy
½ tsp. salt clean up). Transfer the meatballs onto the lined baking sheet.

¼ tsp. ground black pepper

4. Bake for 18-20 minutes until fully cooked through and the internal
temperature reaches 165F as read on a meat thermometer. Serve
warm.

Curtis Lake Pathway Project

The Curtis Lake pathway project will begin the week after Labor Day. Crystal Lake
will begin after October 1st. During this time, we are asking that you not enter the
construction zone. You can still access the beach via the wood chip path. You can
still access any boats via the grassy area surrounding the lake. Dock access will not
be impacted. The athletic courts will be temporarily closed as the entrance to the
courts are under construction. There will be large equipment in the area to remove
the asphalt pathway, to compact the new base and then pour the new concrete path.
Once the concrete has cured, the path will be usable to foot traffic. It will take some
time for the grass restoration to take hold, so please be mindful of that as you
traverse this area.
