Opening Remarks for the Gender Sensitivity Training
11 March 2025, 9:00-9:15 am, BOI Conference Room
To be delivered by Executive Director Herbert D.G. Matienzo
Good morning, everyone!

It is my honor to welcome you all to today’s Gender Sensitivity

Training, organized by the CIAP GAD Focal Point System
Secretariat. We are fortunate to have with us an esteemed
resource speaker from the Philippine Commission on Women,
and we are looking forward to gaining valuable insights on how
we can better foster gender equality and equity within our
industry.

As an organization, CIAP plays a crucial role in shaping policies

and practices that guide the construction sector. However, as we
continue to grow and innovate, we must also be mindful of the
societal shifts that demand change in how we view gender roles,
treat individuals, and ensure fairness in our workplace and
beyond.

Gender sensitivity is not just about acknowledging the

differences between men and women; it is about understanding
and addressing the specific needs, experiences, and challenges
faced by individuals based on their gender. It is about breaking
down stereotypes, challenging biases, and creating an
environment where everyone, regardless of gender, has an equal
opportunity to succeed, thrive, and contribute meaningfully to
our mission and vision.

Today’s training is a vital step in advancing this goal. It will

equip us with the tools and knowledge to foster a more inclusive
and supportive culture within CIAP and its implementing boards.
By embracing the principles of gender equality and equity, we
can ensure that everyone feels valued, heard, and empowered to
contribute to the success of our projects, initiatives, and the
construction industry as a whole.

I encourage each of you to actively participate, reflect on the

importance of this training, and explore how we can implement
the best practices learned today into our day-to-day operations.
Let us all remember that promoting gender sensitivity within our
workplace does not only create a more harmonious environment,
but it also drives better productivity, enhanced creativity, and
innovation.
As we proceed with today’s session, I trust that we will leave
here better equipped to address gender issues and to build a
more equitable and inclusive industry. I would like to extend my
deepest gratitude to our resource speaker and to all of you for
your commitment to making a positive difference.

Let’s make the most of today’s training and work together to

create an environment that supports gender equality and
promotes fairness in all that we do.

Thank you, and let’s have a productive and insightful session

ahead!

The historical context of gender roles presents a significant challenge in achieving gender equality in professional settings as these roles are often deeply embedded in societal and organizational structures. Traditionally, gender roles have dictated specific responsibilities and limitations for different genders, which can perpetuate discrimination and inequality. To address this issue, it is essential to challenge and reshape these norms through comprehensive education and training programs like those organized by CIAP. These programs teach the importance of understanding the historical and social constructs of gender roles while promoting policies and practices that encourage diversity and inclusivity. Furthermore, advocating for systemic changes, such as implementing gender-neutral policies, creating mentorship programs for underrepresented groups, and promoting a culture that values and rewards diversity, can help dismantle these longstanding constructs .

The main components of a Gender and Development (GAD) training session typically include opening remarks to set the stage, presentations outlining objectives and training needs analysis, engaging activities like Human Bingo to foster interactions, and sessions led by experts such as Ms. Karen G. Dagñalan-Dy from the PCW. These elements are strategically designed to educate participants on GAD concepts, mainstreaming strategies, and mandates, and to encourage participants to commit to gender equality practices. The sessions are complemented by breaks for personal reflection and networking. These components collectively contribute to a comprehensive understanding of gender issues and equip participants with practical tools to promote gender equality in their respective organizations .

Gender awareness and development training contribute to societal shifts in gender roles by educating participants about the existing inequalities and biases in traditional gender roles. These programs encourage critical thinking about how stereotypes and cultural norms influence behavior and attitudes, leading to a broader acceptance of diverse gender identities and roles. Training initiatives like those organized by CIAP emphasize breaking down stereotypes and fostering inclusion, which can lead to changes in organizational cultures and practices. As organizations implement these changes, they contribute to a larger societal transformation where gender roles become more fluid, opening up opportunities for all genders to participate equally in various social and professional contexts .

The involvement of the Philippine Commission on Women (PCW) enhances gender sensitivity initiatives by providing specialized knowledge and expertise in gender and development issues. As demonstrated by the participation of Ms. Karen G. Dagñalan-Dy, a Supervising Gender and Development Specialist from PCW, the organization brings valuable insights and tools for fostering gender equality. Their involvement ensures that the initiatives are not only well-informed but also aligned with national policies and standards on gender issues. This partnership with authoritative bodies like PCW lends credibility and depth to the training programs, making them more effective in addressing the unique challenges faced by the construction sector .

Key challenges in promoting gender equality in the construction industry include deeply ingrained gender stereotypes, a historically male-dominated workforce, and resistance to change from traditional roles and hierarchies. Gender sensitivity training programs address these challenges by raising awareness, promoting critical reflection on gender biases, and providing education on the benefits of a diverse and inclusive workplace. Programs like those conducted by CIAP incorporate practical tools and strategies to break down these barriers, such as emphasizing the economic and creative benefits of gender equality, and creating support systems to enable the implementation of gender-sensitive policies. Engaging stakeholders at all levels of an organization ensures that changes are sustainable and effective .

Gender sensitivity training in the construction industry plays a crucial role in creating a more harmonious work environment by promoting gender equality and inclusivity. As emphasized in the training session led by CIAP, it helps in breaking down gender stereotypes, challenging biases, and ensuring fairness in the workplace. This can lead to enhanced creativity and innovation, as diverse perspectives contribute to better decision-making and problem-solving. The training fosters an environment where everyone feels valued and empowered, which can drive increased productivity and initiative. Such an inclusive approach not only benefits individuals but also strengthens the overall performance and competitiveness of the industry .

Sessions on GAD mainstreaming contribute to building a more equitable industry by integrating gender considerations into all aspects of organizational policy and decision-making. These sessions, such as those conducted during the CIAP training, educate participants on how to incorporate gender-responsive approaches into their projects and operations. Specific outcomes expected from such sessions include increased awareness and understanding of gender issues, the implementation of practical strategies and tools to address gender disparities, and a commitment to ongoing assessment and improvement of gender-related policies. By fostering an environment of inclusivity and equality, GAD mainstreaming sessions ultimately aim to create a more equitable industry where all individuals have the opportunity to succeed and contribute meaningfully .

Gender-fair language is addressed in gender sensitivity training as a critical component in promoting gender equality and inclusivity. It involves using language that avoids bias towards a particular gender, thereby ensuring that communication is inclusive and respectful of all gender identities. In the context of CIAP's training, as led by Ms. Karen G. Dagñalan-Dy, participants are made aware of the power of language in shaping perceptions and reinforcing stereotypes. By encouraging the use of gender-fair language, the training helps to create a workplace culture that values diversity and fosters an environment where all individuals feel respected and acknowledged. This is crucial in the construction industry, where traditional gender roles can be deeply ingrained .

Commitment setting during training sessions plays an influential role in shaping both individual and organizational behavior towards gender advocacy by encouraging participants to personalize their learning and actively commit to change. This aspect of training prompts individuals to reflect on what they have learned, recognize their role in promoting gender equality, and outline specific actions they intend to take. Within the CIAP training framework, participants are asked to write their commitments on post-its and share them on a commitment wall, fostering accountability and peer reinforcement. Such activities not only embed gender sensitivity into personal practices but also drive organizational culture transformation by motivating individuals to implement systemic changes in their respective workplaces .

Activities like 'Human Bingo' in Gender Sensitivity Training play a crucial role by promoting engagement and interaction among participants, thus enhancing the learning experience. These activities are designed to build connections, foster a sense of community, and break down barriers between participants. By encouraging interaction in a fun and engaging manner, such activities help participants feel more comfortable and open to discussing and reflecting on sensitive gender issues. In the context of the CIAP's orientation, 'Human Bingo' helps to de-stigmatize discussions about gender and incentivizes active participation, leading to a more dynamic and effective training environment .
