As the demand for globally competitive and high-quality education continues to rise, the
Department of Education is exploring strategic measures to enhance teachers' instructional
techniques. One such initiative is the integration of questions from the Programme for
International Student Assessment (PISA) into the curriculum. These types of questions
emphasize critical thinking, problem-solving, and the application of knowledge in real-life
contexts which is essential for preparing students to succeed academically and beyond.
In light of this, creating and incorporating PISA-style questions into teacher preparation
programs is essential. Khan Academy’s expertise in developing high-quality, standards-aligned
educational materials provide a strong foundation for this effort. By leveraging their digital
platform and existing content, we can effectively develop training modules and question sets
tailored to the Philippine educational context and aligned with PISA standards.
The primary goals of the in-service training sessions are to help teachers understand the
format and purpose of PISA assessments support them in designing and evaluating PISA-style
questions, and equip them with practical strategies for classroom implementation. Through
interactive workshops and guided use of Khan Academy resources, educators will strengthen
their ability to cultivate higher-order thinking skills among learners.
III. Objectives
This training aims to:
1. Familiarize teachers with the structure, purpose, and cognitive demands of PISA-style
assessments.
2. Build teacher capacity in designing and utilizing PISA-style questions that assess critical
thinking and real-world problem-solving.
3. Integrate Khan Academy tools and resources into classroom instruction to support data-
driven teaching aligned with global assessment standards.
IV. Methodology
This 2-day INSET program is designed to enhance teachers’ instructional competencies by
introducing them to the effective use of Khan Academy as a teaching tool and familiarizing them
with PISA-like questions that promote critical thinking and problem-solving. The training will be
conducted from 8:30 AM to 4:00 PM each day and will include a combination of lectures, hands-
on workshops, group tasks, and open forums.

VI. Budgetary Requirements
For the 2-day INSET program intended for 60 to 70 teacher-attendees, a budget has been
allocated to provide morning and afternoon snacks on both days. Each snack is estimated at ₱40 per
person, ensuring participants are well-energized and comfortable throughout the sessions. To
accommodate all attendees and account for any unforeseen needs, the budget is based on the maximum
number of 70 participants.

VII. Monitoring and Evaluation
The entire implementation of this proposal will be supervised by the proponents and
school officials. Its effectiveness will be evaluated using the narrative reports. The results that
participants achieve after the activity in the areas of Quality Assurance, Technical Assistance
Monitoring, and Evaluation (QATAME) will also demonstrate the success of this endeavor.
