1 INTRODUCTION
Dhaulasidh H.E. Project is situated on Beas River near Sanotu village in Hamirpur
district of Himachal Pradesh. This project is contemplated as a run-of-the river scheme
with a small live storage to utilize it for peaking during the lean season. It envisages
about 70.75m high concrete gravity dam located at about 10 km downstream from the
Sujanpur Tihra bridge near district Kangra.
The dam site is located at longitude 76o 26’ 30.7” E and latitude 31o 48’ 23.1” N.
Presently the dam site can be approached by small foot track, about 4 km from RCC
bridge on Salasi Khad near Jihn village. The nearest rail head is at Una and airport is at
Gaggar (district Kangra) which is about 83 km from the project site.
A metalled road of about 4 km has to be constructed to approach the project site from
RCC bridge on Salasi Khad near Jihn village.
1.1 PROJECT FEATURES
Dhaulasidh HE Project (Alternative I) envisages construction of:
A 70.75 m high concrete gravity dam, having FRL at EL 520 m, and located at
about 4 km from RCC bridge on Salasi Khad near Jihn village. The length of the
dam at the top will be 195.14 m consisting of 6 nos. of breast wall sluices located
in the dam.
Breast wall sluice spillway (6 nos.) with radial gates each 10.00 m (W) x 14.0 m
(H), operated by hydraulic hoists.
A solid roller bucket of radius 22.0 m for dissipation of energy.
A diversion tunnel 10.20 m diameter of D - shape and 227.71 m long on the left
bank of the river.
Upstream Coffer dam located approximately 70 m upstream from the dam axis.
A small Downstream Coffer dam.
Power Intake structure with a bell mouth entry located in dam blocks 3 and 4.
Two nos of penstock of 4.3 m diameter and 60.50 m long.
Dam Toe Power House located on left bank, of 66 MW with 2 generating units of
33 MW each with Vertical Shaft Francis Turbine. The Normal TWL is at
EL 473.30 m. The overall size of power house is 55.80 m x 23.16 m x 47.72 m

Tail Race Channel of about 15 m base width and approx. 69m length discharging
tail waters of power house back to Beas river.

1.2 HYDROLOGY
The proposed Dhaulasidh HE project intercepts an area of 9580 sq km and lies between
Latitude 76015'E to 77045'E and longitude 31045'N to 32030'N. The entire catchment
comprises mountainous terrain with steep hill slopes and is very thinly populated. The
daily observed discharge data at the Beas River near Sujanpur & Nadaun villages are
available for January ’1980 to December ’2008.
Therefore the 28 years available average monthly series at Nadaun has been transposed in
catchment area proportion to Dhaulasidh HEP site. The obtained water series at
Dhaulasidh HEP is proposed for the planning purpose.
The peak of the design flood hydrograph for SPF and PMF worked out to 12000 and
17674 cumecs respectively. Similarly diversion flood of 1000 cumecs is recommended at
Dhaulasidh Dam site for 1 in 25 year flood during November to May.
1.3 POWER POTENTIAL STUDIES
The computed discharge series for 28 years for Dhaulasidh dam site has been used to
determine power benefit from the project. As per Government of India (GoI) notification
for tariff, energy generated at 90% dependable year has been considered for
determination of tariff. Installation of 66 MW capacity comprising 2 units of 33 MW
each with Vertical Axis Francis type turbine is proposed. The annual energy that would
be available in a 90% dependable year is given below:
Annual Energy Generation (GWh) 264.59 (with 10% overloading)
Annual Load Factor (%) 43.79
Design energy for tariff at 95% availability in a 90% dependable year has been worked
out as 258.31 GWh (10% overloading).
1.4 POWER EVACUATION ASPECTS
The power generated at Dhaulasidh Hydro Electric Project will be evacuated through
LILO arrangement of 132 kV double circuit line from Dhaulsidh HEP to the nearest
pooling station which in turn will be transmitted to the National Grid.
1.5 ENVIRONMENTAL ASPECTS
The proposed reservoir would lead to submergence of about 713.21 ha of land with
FRL at 520 m in Beas river catchment. Most of this area comes under private land.

1.6 ESTIMATES OF THE COST
The project is estimated to cost Rs. 497.67 crores including IDC and Financing charges at
November, 2010 price level. The preliminary cost estimate of the project has been
prepared as per guidelines of CEA / CWC. The breakdown of the cost estimates is given
below.
Generation:
Civil works including HM: Rs. 244.99 crores
Electro Mechanical works: Rs. 88.39 crores
Total Basic Cost including Direct and Indirect Charges: Rs 438.72 crores
Interest during Construction: Rs. 57.21 crores
Total Cost including IDC and Financing Charges: Rs 497.67 crores
1.7 FINANCIAL ASPECTS
As indicated above, the Dhaulasidh HE project, with an estimated cost of Rs. 497.67
crores (including IDC and financing charges) and design energy of 258.31 GWh in a 90%
dependable year with 10% overloading, is proposed to be completed in a period of 43
months (excluding 11 months for pre-construction and infrastructure activities). The tariff
has been worked out considering a debt-equity ratio of 70:30, 15.50% returns on equity,
and annual interest rate on loan at 11.50%. 12% of energy will be given as free power to
Home State with 1% extra for Local Area Development. The tariff at the power house
busbar for first 10 years and levelised tariff for 35 years works out to Rs. 4.79 / kWh &
Rs. 4.47 / kWh respectively.
1.8 CONCLUSIONS
Dhaulasidh HE project is proposed to be completed in 43 months (excluding 11 months
for preconstruction and infrastructure activities). The project would afford generation of
annual energy of 258.31 GWh at the power house busbars in a 90% dependable year with
10% overloading. The basic cost, per MW installed, works out to Rs. 6.65 crores.
The cost of energy generated is slightly on a higher side primarily due to higher project
cost/MW. The project can be considered for next stage depending on availability of
Power Purchase Arrangements.
