Dear CFO.

Given the critical need to maintain the consistency and quality of services in HIV management particularly for adolescents
living with HIV in school settings and to reduce new infections and AIDS-related deaths among this population, the Rwanda
Biomedical Center RBC, through the HIV, STIs, Viral Hepatitis, and OVDC Division, Care and Treatment Unit, organized a
training program for Head Teachers. The training aimed to strengthen their role in supporting adherence and retention in care
among adolescents living with HIV, while also addressing stigma and discrimination within school environments.

The training was conducted at Ruhango District Headquarters in two sessions: from June 4th to 6th, 2025, and from June 11th
to 13th, 2025.

As part of our planning and to ensure the effectiveness of this initiative, we respectfully request financial support to cover
refreshments and transport allowances for participants. This request is specifically for participants from Ruhango District, who
traveled to and from the venue each day after the sessions.

Providing refreshments and transport facilitation encouraged timely attendance, sustained engagement, and overall success
of the training.

We therefore kindly request approval for:

Daily refreshments at a rate of six thousand Rwandan francs (6,000 RWF) per ö participant, for three days.

Re: Request for guidance on Philips imaging equipment

I am writing to seek your guidance regarding ongoing issues with our installed base of Philips imaging equipment, particularly
systems that have been in use for approximately ten years which are reaching end of support and are now facing serious
technical and supportrelated challenges.

We kindly request your guidance on the following points:

1. Possibility of allocating or planning funds for the replacement affected machines.


2. Please advise whether we are permitted to confirm the budget availability for the attached Philips quotation totaling
32,425 Euros. The 28,125 Euros is allocated to labor costs, while the remaining amount covers initial parts identified as
necessary based on remote troubleshooting conducted by Philips. It is also highly likely that additional parts will be
required following on-site assessments by the Philips team.
Background & Current Situation:

Several Philips imaging systems are currently non-functional or operating unreliably, as there is no Philips representative
present in our country, this issue was raised to Philips Kenya in November 2024 and they have not provided a replacement
Due to the magnitude of the issue, Hon. Minister of Health tasked Rwanda Medical Supply to investigate possible solutions.
RMS contacted Philips directly and obtained a diagnostic quotation. Unfortunately, the majority of the quoted cost is
attributed to diagnostic fees, which is considerably high, especially given the uncertainty of follow-up repairs or spare part
availability.
Considering the high cost and lack of local support, there is no viable long-term maintenance pathway for these units.

Proposed Recommendation:

Given the age of the systems, lack of official support, and increasing downtime, our preferred recommendation is for resource
mobilization for the replacement of affected Philips imaging equipment. Replacing these older units with more reliable,
servicesupported systems will:

Improve operational reliability


Reduce long-term service costs
Ensure continuity of patient imaging services

Another short-term option is to purchase Digital Flat Panel Detector with its viewing station to replace CR systems in
situations where the existing X-ray machines are still functional, but the CR system are defective

We believe a proactive replacement strategy is necessary to maintain service quality and avoid further unproductive
expenditure on unsupported systems.
