1 Introduction
1.1 Introduction
As per the SD 2.0 Guidelines (Section 4.2), M/s IPE Global Ltd has been appointed as Project
Development and Management Consultants (PDMC) vide its letter dated 14.03.2023 to take up
development of Destination Master Plan, Strategy & Action Plan for the destination Jodhpur,
Jodhpur District, Rajasthan besides other scope of services.

As per the SD 2.0 Guidelines (Section 4.2), State has set up a Destination Management Committee
(DMC) for the destinations under the Chairmanship of the District Collector / Magistrate. The copy
of the notification of the DMC along with undertaking by the DMC is attached as Annexure A.

Ministry of Tourism, Government of India, subsequent to the Central Sanctioning and Monitoring
Committee (CSMC) meeting on 5.1.23 and vide its letter dated 10.1.2023 provided the In-Principal
Approval of destination to be developed under Swadesh Darshan 2.0 Scheme. Copy of the letter
of approval / minutes of the meeting is attached as Annexure-B.

1.2 Status of Inception Report


1.2.1 Brief About Inception Report
The scope of work of Inception report was -

a. Reconnaissance Survey and Delineation of Destination Study Area: The consultant


conducted the reconnaissance survey of the destination to finalise the study area. Initial
meetings with Department of Tourism and District Collector Bundi, and Deputy Director
(Tourism) of Kota region and Tourism Office, Bundi was undertaken to sensitise the
stakeholders about Swadesh, discuss the study area and USP of the Destination.

b. Data Collection: The consultant collected necessary information through secondary


sources required to delineate the study area and understand the USP and potential of
destination. The inception report covered Tourism sector in Rajasthan and profile of the
destination that included history and background about the destination and brief
description of attractions in and around the destination.

A detail data checklist was prepared for further preparation of master plan and outline
plan was prepared to collect the information from various sources (primary and secondary
both).

c. Detailed Work Plan along with the schedule of the deliverables was presented in
Inception Meeting and was submitted in Inception report.

1.2.2 Study Area of the Destination


The critical output of the inception was delineation of study area. As per the terms of reference
of the PDMC team, the study area revolved around Keshoraipatan in Bundi. However, with
analysis and consultation, it was evident that Keshoraipatan cannot function as destination in
itself and is highly dependent on Kota and Bundi for basic facilities like accommodation, service
providers regional connectivity, etc. During the reconnaissance, it was observed that Bundi holds
much more potential and can be a driver to boost tourism in Keshoraipatan. Unlike Keshoraipatan,
Bundi was not significantly dependant for its tourism services on Kota. However, Kota being the

third most populous city in Rajasthan and largest city in the Hadoti region and should be
considered in buffer area as a service node. Additionally, it is a major coaching hub of India and
can be a potential source market to capture day tourist for both Bundi and Keshoraipatan. The
study area was discussed and finalised in consultation with District Collector, Bundi. It was
recommended to add rural areas in the study area to explore the potential of Rural tourism in the
region. Necessary modifications were made in the report and revised report was re-submitted by
the PDMC team.

For the purpose of delineating study area, an overlay analysis of following layers : Tourism
Attractions, Hotels and Tourist Services, Transportation Network and Nodes and Administrative
Boundaries and natural/physical feature boundaries. A composite overlay analysis then combines
these multiple layers of spatial information to identify areas of significance for the planning area
delineation. The resulting composite map highlights areas that are beyond administrative
definition such as a municipal boundary but are crucial for a master planning study with a 10-year
horizon, enabling authorities to make informed and comprehensive strategies and outcomes.

The study area includes tourism sites of Bundi Nagar parishad, Keshoraipathan Nagar Palika, entry
point of Ramgarh Tiger Reserve and two villages of Bundi Village (Thikarda, Akoda), while
Bheemlat Waterfalls, Gararda, Barda Dam are part of influence area along with service nodes of
Kota Municipal Corporation like Kota Railway Station, TRC of Hadoti region, etc.

1.2.3 Recommendation received from Ministry


During the review meeting held on 4.6.2023 and chaired by Additional Secretary, Ministry of
Tourism, the study area of Bundi and key findings during Inception were discussed and direction
was sought on whether Bundi town can be included in study area owing to its tourism significance
in the region. A primary agreement to make changes to the study area was received in this regard.
The State has forwarded the Inception Report to Ministry of Tourism for further consideration.
The copy of the letter dated 28-06-2023 of the same is attached as Annexure C.

2 Review of Statutory and Tourism Plans


The following chapter provides review of the of existing/previous statutory plan(s) including
Master Plans, State or destination specific tourism policies, specialized tourism schemes etc.

2.1 Bundi Master Plan- 2033


Bundi Master Plan (2033) was formulated by the Town Planning Department, Urban Development
and Housing, Rajasthan and was notified under Rajasthan Urban Improvement Act, 1959 on 12 th
August 2011 by State Government. This comprehensive plan encompasses nine revenue villages
and addresses the pressing urban issues resulting from rapid population growth. The primary
objective is to overcome the inadequate development of urban facilities in the city.

Bundi boasts numerous sites of historical and archaeological significance, and the master plan
emphasizes the importance of preserving and protecting these structures, which serves as a major
tourist attraction. The master plan also stresses the need to maintain social and physical harmony
between the old and new areas of the city, while prioritizing the preservation of the environment
and water sources.

The master plan sets forth a set of planning principles to guide the development process. These
principles include the preservation and development of natural ponds, as well as historical,
cultural, and religious sites that attract tourists. Additionally, the plan calls for detailed
infrastructure development plans covering areas such as water supply, sewage, electricity, and
transportation. It also emphasizes the need to develop a regional plan for Bundi, considering its
economic, historical, and archaeological significance within the Hadoti region.

In order to alleviate congestion in narrow and congested areas, the master plan proposes the
provision of adequate parking facilities and encourages the relocation of bulk commercial
activities to outer regions. Furthermore, the plan emphasizes the importance of developing
neglected parks and promoting tree plantation, particularly along roads and in undevelopable
areas, utilizing storm water from drainage systems. Recognizing the crucial role of public parks and
open spaces in enhancing the city's aesthetics and promoting social well-being, the master plan
designates approximately 339 acres of land for parks and open spaces in various areas.

The master plan acknowledges that the presence of stepwells and ponds enhances the tourism
potential of Bundi. While there has been a steady increase in the number of tourists visiting the
city, both domestic and foreign, the desired level of tourism development has not yet been
achieved due to limited publicity and inadequate tourism facilities. To rectify this, the plan
proposes the development of approximately 25 acres of land near Jait Sagar and 36 acres of
land west of Shambhu Sagar. These areas are proposed to accommodate hotels, restaurants,
resorts, camping grounds, dharamshalas, handicraft markets, water parks, amusement parks, art
galleries, golf courses, and parking facilities.

To enhance the overall tourist experience and attract more visitors, the master plan outlines
several measures. These include improving road connectivity to tourist sites from the district
headquarters and encouraging the establishment of large hotels in the proposed district center
and community center.

Overall the master plan aims to capitalize on its rich historical and cultural treasures by improving
tourism infrastructure, connectivity, and facilities. The master plan aims to create a more
appealing and memorable experience for visitors, ensuring the city's continued growth and
prosperity.

2.2 Keshoraipatan Master Plan -2031


Town Planning Department under Urban Development and Housing Department, Government of
Rajasthan, in consultation with Aakaar Consultant, has prepared the Master Plan for
Keshoraipatan 2031, which was approved and notified by State Government in October 2011,
under Rajasthan Urban Improvement Act, 1959. Keshoraipatan town is a major religious and
historical town of Bundi district under Kota division in the south – eastern part of Rajasthan State.

which resulted in traffic congestion and deteriorated quality of life. Thus, the masterplan was
prepared in which future development was planned by rationally solving the existing issues. 8
revenue villages including Keshoraipatan city area is incorporated as the Urbanisable area for
2031.

The master plan emphasizes on the significance of Keshorai Ji temple, situated on northern bank
of Chambal River. Apart from Kesharai Ji temple, RajaRajeshwar Shiv temple, Hanuman Temple,
Chamunda Temple, Jain Mandir has been identified as major religious places in the city. One of
the master planning principle focuses on the development of river, and historical, religious,
cultural places of tourist attractions. The plan advocates the need for development of a new routes
and traffic management plan especially in old areas of city to prevent the traffic congestions.
Keshoraipatan being recognized as major religious centre, the plan recommends provision for
improving accessibility to the temple, fair ground and parking facilities around the temple
precinct. As per Master plan, approx. 40 acres of land near Raja Rajeshwar temple has been
reserved for tourism development with facilities for hotels, restaurants, resorts, camping
grounds, water parks, art galleries and parking etc. Proposal includes the development of tourism
complex in Keshoraipatan to provide comfortable stay and accommodation to tourist in the city.

In addition to above, Master plan proposes an external road from south of the kota road to the
Chambal River and Keshoraipatan temple as an alternative route to serve the temple during fair
along with the bridge connecting to Kota from Keshoraipatan. However, not much has been
materialized on ground till now.

Further, the urban area of Keshoraipatan and the proposed urbanizable area has been proposed
beyond the municipality limits, thus the masterplan also suggest to extent the municipal boundary
in favour for the implementation by the local body.

2.3 The Rajasthan Tourism Policy, 2020


The Rajasthan Tourism Policy, 2020 was launched by the Government of Rajasthan with the aim
of promoting tourism as a tool for state's social and physical infrastructure development. With a
vision to reposition Rajasthan as a preferred tourism destination for both domestic as well as
international tourists by offering tourists a high-quality experience, and through responsible and
sustainable policies ensuring the conservation of the natural, historical and cultural heritage of
the State while simultaneously accelerating socio-economic development by improving livelihood
opportunities for the local population, the policy identifies a number of thrust areas for promoting
experiential tourism in Rajasthan, including:

• Desert Tourism- In order to promote Tourism in the desert areas emphasis would be laid
down on the promotion of desert adventure sports, horse safaris, jeep safaris, camel
safaris and desert camps along with the provision of incentive schemes for filmmakers.
• Adventure tourism- Promotion of Aero Tourism (Hot Air Ballooning, Parachuting,
Paragliding, etc), Aqua Tourism (Boating, Angling, Jet Skiing etc), and Land-based Tourism
(Trekking, Rock Climbing, Safaris, etc) are prominent. Skill development along with basic
tourist interaction etiquette will be addressed.
• Wildlife and eco-tourism- In view of the growing interest in wildlife and eco-tourism, new
sites will be promoted jointly by the Departments of Tourism, Forest and Environment.
• Cultural Tourism- Efforts will be made to develop heritage sites/monuments as cultural
centres by way of incentivising/organizing departmental and state programs/evening
concerts at these places making them more tourist-friendly and engaging.
• Crafts & Cuisine Tourism- The strength of Rajasthan in Crafts & Cuisine Tourism will be
used for promoting sustainable livelihoods and generating self-employment.
• Mice Tourism- Locations for MICE Tourism will be identified, graded and listed by the
Department. A cell will be set up to facilitate approvals for promoters establishing
convention centres of national and international standards.
• Religious Tourism- Religious tourism circuits will be identified in consultation and a
master plan for upgradation of infrastructure and accommodation will be prepared for
these sites.
• Wedding Tourism- Wedding destinations will be identified, graded and listed to facilitate
wedding planners and event management firms along with the promotion of an Incentive
scheme for new wedding destinations.
• Wellness Tourism- Holistic Therapy Centres which provide physiotherapy, ayurveda,
naturopathy, yoga and herbal treatment will be promoted by the Department.

• Roots Tourism- An initiative will be launched both in India and abroad to connect people
having their roots in Rajasthan. Travel packages will be developed, and a formulation of
the scheme will be done by the Department of Tourism.
• Rural Tourism- Villages practising unique forms of handicrafts, music, dance, art, cuisine,
rural lifestyles or possessing unique ecological significance or following distinct
agricultural practices etc. will be identified and steps will be taken to promote them as
destinations along with allied Skill development programmes for the youth.
• Film Tourism- Exemption from all fees and charges for film shooting will be given at
monuments under the administrative control of the State Government. A Film Tourism
Cell will be set up so that all necessary approvals.
The current master plan shall strive to tap into the above-mentioned themes to realise the policy
goals, ensuring compliance of vision and strategies.

2.4 The Rajasthan Eco-Tourism Policy, 2021


The Rajasthan Eco-Tourism Policy, 2021 was launched by the Government of Rajasthan with the
aim to nurture and protect the natural, ecological and cultural richness of Rajasthan in a
sustainable manner that is rooted in environmental conservation and with sincere attention to
social inclusiveness and economic empowerment. The policy focuses on conserving the rich
biodiversity, ecosystems, heritage monuments, culture, and traditions of Rajasthan, while
promoting community engagement in nature tourism to foster a thriving local economy and
sustainable utilization of indigenous resources through viable value chains, ensuring equitable
distribution of ecotourism benefits to local communities and indigenous people, while
empowering them to actively participate in the planning and management of the ecotourism
business, all based on the principles of the Global Sustainable Tourism Criteria (GSTC)
encompassing sustainable management, socioeconomic impacts, cultural impacts, and
environmental preservation.

The Rajasthan Ecotourism Policy 2021, led by the Rajasthan Forest Development Corporation and
overseen by the Forest Department, complies with the Rajasthan Tourism Policy, endorsed by the
Rajasthan Tourism Department, for effective branding, promotion, and marketing efforts. The
policy identifies several priority areas for ecotourism in Rajasthan, including:

• Developing ecotourism infrastructure: Develop ecotourism infrastructure such as eco-


lodges, campsites, and interpretation centers.
• Promoting responsible tourism: involves educating tourists about the importance of
conservation and sustainable practices.
• Empowering local communities: providing training and support to local businesses and
entrepreneurs.

2.5 The Rajasthan Rural Tourism Scheme, 2022


The Rajasthan Rural Tourism Scheme, 2022 was launched by the Government of Rajasthan with
the aim of promoting rural tourism in the state. The scheme aims to provide economic
opportunities for rural communities by developing tourism infrastructure and promoting

responsible tourism practices. The policy covers rural guest houses, agro-tourism units, camping
sites, caravan parks and homestay facilities.

It encourages and supports the growth of rural tourism units, recognizing their importance in
promoting local economies, preserving cultural heritage, and enhancing the overall tourism
experience in rural areas. The scheme provides fiscal and non-fiscal incentives for establishment
of rural homestays and agro farms such as-

• 100 per cent reimbursement of SGST payable and deposited will be done for 10 years.
• Rural tourism units will not require land conversion and building plan approval.
• Projects to be set up by local folk artists and handicraftsmen and rural startups will be
given priority in approval and payable benefits.

It also regulates the standards and quality of these units in terms of essentials facilities to be
provided, or mandatory licences to be acquired such as food licence.

3 Overview of the Destination


Rajasthan, the largest state by area, is situated in Northwest
part of India. It has a geographical area of 3,42,239 sq. km
comprising 11% of the total geographical area of India.
The Rajputs though representing only a small percentage of
Rajasthan’s residents are perhaps the most-notable section of
the population; indeed, the state draws its name from
that community.

Rajasthan was the first state to experiment at the village level


with panchayat raj, having enacted in 1959 the legislation
necessary to implement that bold experiment in democratic
decentralization. After agriculture and animal husbandry,
tourism is the third-largest industry in Rajasthan. It is one of
the most well-liked travel spots in India, both domestically and
outside. With its marketing tagline "Padharo mhare desh,"
Rajasthan draws hordes of tourists each year by presenting its
rich heritage, art, and culture. The state offers a diverse array
of experiences, from exploring the majestic forts and palaces
of Jaipur, Udaipur, and Jodhpur to witnessing traditional Bundi
art, folk dances and music performances.

3.1 Bundi
In the Hadoti region, the southeast of Rajasthan, sits the Bundi district. It shares boundaries with
the districts of Tonk to the north, Bhilwara to the west, Chittorgarh to the southwest, and Kota to
the east. Bundi is often referred to as ‘Chotii Kashi’, ‘City of Stepwell’ as well as ‘Blue City of Eastern
Rajasthan’.

The city of Bundi serves as the administrative centre for the district. With total area of the district
is 5776 sq. km, Bundi is divided into five tehsils namely- Bundi, Hindoli, Nainwa, Keshoraipatan,
and Indergarh . This accounts for 1.68% of the total area of Rajasthan. The town of Bundi is nestled
within the cleft of the Aravali hills and features a special medieval flavour quite untouched by time.

3.1.1 Introduction of Destination


The main destination of a tourism trip is defined as the place visited that is central to the decision
to take the trip1. Moreover, destination should provide complete ecosystem for tourist including
tourist attractions, accommodation facilities, guides, tourist amenities, tour operators etc. While
considering the above parameters, the destination boundary with an area of 166 sq km has been
demarcated which includes Bundi Nagar Parishad, Keshoraipathan Nagar Palika, and two villages
of Bundi (Thikarda, Akoda) and Ramgarh Tiger reserve entry Gate. Some attraction points such as
Bheemlat Waterfalls, Gararda cave paintings, Barda Dam forms a part of an influence area along
with service nodes of Kota city. A 35 km radius buffer has been demarcated around Jodhpur to
demarcate the buffer area.

Bundi retains a reputation for its majestic palaces, elaborate havelis, and exquisite step wells.
Visitors from all over the world are drawn to the region's rich historical past.

The beautiful Garh Palace, provides an insight into the opulent way of life of the previous
monarchs through exquisite Rajput architecture. The famed Chitra Shala's walls are covered in
several specimens of the Bundi school's miniature and fresco paintings. Bundi's intricate step
wells, which once acted as water reservoirs, are another noteworthy feature.

Another key attraction in Bundi is Keshoraipatan town, famous for the temple of Keshav Rai Ji
Maharaj or Lord Vishnu which lies on banks of the Chambal River. An annual fair held in the month
of Kartik (Oct-Nov) attracts lakhs of devotees. The town is 20 km from the well-known education
hub of India, Kota and 40 km from Bundi city

3.1.2 Physiography and Climate

Bundi lies between 24°59'11"&


25°53'11" north latitude and
75°91'30" & 76°19'30" east longitudes.
Vindhyan rocks form a double line of
hills that cross the district in both the
north-east and south-west directions.
Its height ranges from 300 to 1,793
feet above sea level. The district also
has proximity of rivers like Chambal,
Mangli, Mej etc. The area under
irrigation is 2273.68 sq. Km. which
amounts to approximately 41% of the

Bundi often experiences an unseasonably warm and dry summer and a frigid winter with
extremely low temperatures. The city's typical summertime temperature ranges from 35°C to an
oppressively hot 43°C, and its typical wintertime temperature is as low as 5°C. Rainfall occurs
seldom, rarely exceeding 75 centimetres per year, and is scant in comparison to its nearby towns
and cities. The ideal months to visit Bundi is from August to February, especially when the
weather is mild and there is some light precipitation.

3.1.3 History

Bundi is a historic city located in the Hadoti region of Rajasthan, India. It has a rich history that
dates back several centuries. Evidence of ancient human habitation can be found in the area
surrounding Bundi. The neighbouring Taragarh hill has been the site of the discovery of Stone Age
tool remnants. Bundi was formerly a part of the Mayuri kingdom, which was afterwards ruled by
the Rajput Hada Chauhan family. The Hada Chauhan’s established their dynasty in Bundi in the
thirteenth century. As many Rajput clans fought for control, the area experienced countless fights
and conflicts. Rao Deva, who built Bundi's original fort and set the city's foundation, ruled the
kingdom during its heyday.

In the 16th century, Bundi came under the influence of the Mughal Empire. Raja Rao Ratan Singh
of Bundi served as a trusted ally of Emperor Akbar. The kingdom continued to prosper under the
Mughal patronage, and many magnificent structures were built during this period.

The 17th and 18th centuries witnessed a series of power struggles and conflicts between the
Mughals, Marathas, and Rajput rulers. Bundi managed to maintain its independence under the
leadership of various rulers like Rao Raja Bhao Singh and Rao Raja Chhatra Sal.

Bundi came under British rule in the 19th century. Ram Singh II, the current Rao Raja of Bundi,
was acknowledged by the British as the state's legitimate ruler. Modern administrative reforms
and infrastructure were introduced to the city during the British influence.

Bundi joined the Union of India in 1947 and was incorporated into the state of Rajasthan after
India's independence. Since then, the city has undergone substantial expansion and, because to

its extensive historical and architectural legacy, has become a well-liked tourist attraction. Today,
Bundi retains much of its medieval charm and is known for its impressive fort, palaces, step wells
(baoris), and ornate havelis. The city is also famous for its miniature paintings, which are renowned
for their intricacy and vibrant colors.

The town of Keshoraipatan has its own historical significance. There is a huge temple of Lord
Keshavrai ji on the banks of the Chambal River, based on which city is named as Keshoraipatan.
The present temple was built by Rao Raja Shatrushalya of Bundi in 1698 as per the Vikram Samvat
Calendar. It is known fact that the foundation of the temple was laid by Raja Rantidev.
Keshavraipatan is the pilgrimage destination of Spirituality, mythology and history. Main temples
of the are the city are Hanuman temple, Varaha Pilgrimage destination, Jal ke Jambu, rudra
pilgrimage, Rejumochan pilgrimage, Swarnkar. Earlier the city was developed near the Keshav dev
temple on the northern banks of river chambal. After the railway line for bombay was developed
the city started growing near the railway station.2

3.1.4 Demographic Profile


Population data of Bundi city is available since 1901. Bundi city in the year 1901 had a total
population was 19,313. There has been a decrease in the growth rate of population from 1911-
1921 which is found to be -18% due to the occurrence of natural disasters such as famine and
diseases. Thereafter the population has increased significantly from the year 1921 – 2011. There
has been a rapid increase in the population from the year 1961 – 1981 due to the commencement
of Chambal project which has promoted the availability of resources and fostered the agricultural
production and there was also a grain market which was formed due its production. The
establishment of agro-based industries was prominent for 40 years from 1961 to 2001. During this
period, the population of Bundi city increased from 26,478 to 88,871 (more than three times)
which indicates the rapid development of the city. The estimated population of the city in the year
2011 is found to be 1,03,286. The trend of population for the city has been shown the figure below.

Sex ratio of the city for the years 1991, 2001, 2011 is found to be 899, 895, 926 respectively. It can
be observed that there has been a significant rise in the sex ratio of the city from the decade 1991-
2001 to 2001-2011. There has also been a rise in the number of literates in the city from the year
1991 – 2011 which can be identified in the literacy rate of the city. The literacy rate of Bundi from
1991-2011 is found to be 57.26, 76.86, 82.04 respectively.

With 74.29% of the population practising Hinduism, Bundi is home to this religion. With over
21.47% of Bundi's population practising it, Islam is the second most common religion in the city.
Christianity is practised by 0.15% of people in Bundi City, followed by Jainism (3.12%), Sikhism
(0.93%).

The population of Keshavraipatan was only 2,004 in the year 1921, which increased to 3,451 in
the year 1951. The growth rate of the city in the decades 1951-1961 and 1961-1971 was 35.35
and 55.98 percent respectively. The population increased from 15,748 in 1991 to 21,163 in 2001
and it has almost tripled in the last 30 years. The population is estimated to be 28,000 in the year
2010 . The main reason for the growth of population was the Chambal river and the Development
of canals, and the establishment of the Keshoraipatan Sugar Mill as these acted as the pull factor
for immigrants. The table below depicts the population figures of the city.

3.1.5 Economic Profile

Total workers in Bundi city for the years 1991, 2001, 2011 are 18236, 26168, 34444 respectively
due to which there is a significant rise in the workforce participation rate of the city from 28.04 in
the year 1991 to 33.35 in the year 2011. Mostly workers are engaged in trade and commerce
(22%), Agriculture (12%) and industrial activities (20%). The city has evolved as main centre of
industrial and trade and commercial activities.

Agriculture, the textile industry, and tourism are the three main pillars of the Bundi economy.
Bundi's economy is mostly built on the rapid rise of small-scale manufacturing facilities, which

have taken on form throughout the municipality in the state of Rajasthan. Textiles is a significant
industrial sector in Bundi, mostly producing polyester fibres.

Bundi is endowed with great natural beauty and is a popular place of tourist’s attraction. The
tourism accounts for a significant portion of the Rajasthan's domestic product. Many old palaces
in Bundi have been converted into heritage hotels to attract more tourists.

3.1.6 Key Tourism Assets

Tourism Assets in Bundi


Bundi is a hidden gem in Rajasthan that provides a lovely experience for history buffs, art lovers,
and those looking for a break from the hustle and bustle of the metropolis. Its rich cultural legacy,
architectural wonders, and natural beauty make it an appealing tourist destination.

Some of the prominent tourist attraction includes:

A) Signature Attraction – Garh Palace & Taragarh Fort

Built in 1354 AD, the Garh Palace and Taragarh Fort is one of the most impressive forts in
Rajasthan. With its curved roofs topping pavilions, excess of temple columns and elephant and
lotus motifs, the palace is a tribute to Rajput style. Fort is divided into three levels:

The Garh Palace, the jewel in the crown of Bundi, has a number of petite palaces encircling the
central majestic residence, built by various rulers down the pathways of history. Most of these
palaces, built during the 17th and 18th centuries, carry innumerable tales of love, valour and
sacrifice etched on their walls. The Garh Palace is a fine example of exquisite Rajput architecture,

housing some of the most amazing Bundi frescoes. Some notable features within the palace
include the Diwan-e-Aam, Diwan-e-Khas , Phool Mahal), and Badal Mahal.

Chitrashala, an ASI protected monument (part of the Garh Palace) is one of the most visited area
in the fort, was built by Raja Rao Umed Singh, with open galleries of wall frescos depicting the
Raas Leela, court life and beautiful women of Kings time. Elaborated colorful paintings of 18th
Century on the walls depict scenes from the "Ragamala" and the Radha - Krishna history.

Above the Garh Palace, at a height, stands the Taragarh Fort – a renowned fort which stands tall
with an identity of its own. The fort, situated on a steep hill, offers a panoramic and breathtaking
view of the entire city of Bundi. Noted novelist and Nobel laureate, Rudyard Kipling is believed to
have penned parts of his acclaimed novel ‘Kim’ in Bundi. So enchanted was he by the city that this
was what he wrote about Bundi:

‘Jeypore Palace may be called the Versailles of India…. Jodhpur’s House of Strife, gray towers on
red rock, is the work of giants, but the Palace of Bundi, even in broad daylight, is such a palace as
men built for themselves in uneasy dreams….the work of goblins rather than of men’.

C) Secondary Attraction

Bundi is dotted with beautiful landscapes, which seems beneficial to attract a fraction of tourists
(especially backpacker tourist) to the below listed attractions. These include waterfalls, some
culturally rich villages, recently started Ramgarh Vishdhari Tiger reserve, stepwells, cave paintings
etc. Though some of the sites have potential as a primary attraction, bundi fails to market it as

located outside the Chauhan Gate. It was

1. Celebrated in the Kartik month (October/November) according
to the Hindu calendar, the Bundi Utsav showcases the rich
culture of the town of Bundi and also, the state of Rajasthan.

The festival of Teej is celebrated across Rajasthan, Bundi in the
Hadoti Region has a unique way of celebrating it. The festivity in
Bundi continues for weeks or almost a month. Several rituals are
followed along with a huge procession of goddess Teej that is
carried out across various parts of Bundi, including the main
market places.

4 Destination Assessment
The following serves as a comprehensive analysis including as-is assessment and gap identification
for sectors such as connectivity, tourism assets, tourism amenities, and information and
communication technology (ICT) in the context of a destination. It also includes an evaluation of
the skilling and community engagement, branding, and marketing sectors. The chapter will lay
foundation for vision formulation and devising of strategies to enhance the overall tourism
experience and sustainability of the destination.

4.1 Destination Connectivity


Bundi district with its headquarters at Bundi town, falls in Hadoti region of Rajasthan, situated at
a distance of about 210 km from Jaipur, the capital of Rajasthan. The city has direct connectivity
through rail and road with nearest airport at Jaipur. This section details out the connectivity modes
in the Bundi City.

4.1.1 Air Connectivity


The nearest airport to bundi is Jaipur International Airport, which is situated at distance of 210
km. Earlier, Kota Domestic Airport was the nearest airway connectivity to Bundi. However, the
commercial flights on Kota airport were discontinued after 1995. However, there are few helipads
present within the city , which facilitates the VIP movements as well as commercial Heli services.

Planned Project By Airport Authority of India - Greenfield Airport Development at Bundi, Kota

Airport Authority India has planned to set up a new greenfield airport in Bundi District Rajasthan,
which will serve 1.5 lakh students studying across various coaching centres in the city as well as
tourists visiting newly inaugurated Ramgarh Vishdhari Tiger reserve in Bundi. The greenfield
airport is being planned in 1250 acres of land in phase-wise manner, for operation of A320 type
of aircrafts with provision of runway and apron for A321 keeping in future expansion.

In Phase- I, the airport will be developed for a peak hour capacity of 800 passengers which is
expected to serve smoothly till 2034-35. In Phase- II, the airport will be expanded to include cargo
facilities, maintenance, repair and overhaul (MRO) operations and support for Commercial Air
Transport (CAT) landing. It is anticipated that airport will contribute to approx. 50,000 direct
employment and 30,000 indirect employments in area of construction, hospitality, food and
tourism services.

4.1.2 Rail Connectivity


The city is well connected to the national rail network through Bundi railway station which is a
part of West Central Railway. The station is situated on the Kota-Chittorgarh rail line, which is a
major railway route in Rajasthan. The city has only two Superfast Express Train i.e. JAIPUR -
NAGPUR SF Express, UDAIPUR CITY - HAZRAT NIZAMUDDIN Mewar SF Exp. Bundi has direct
connectivity form Jaipur, Agra, Delhi and with cities of Rajasthan. The Palace on Wheels, a luxury
tourist train in India that offers a captivating circuit (Delhi - Jaipur - Sawai Madhopur - Chittorgarh
- Udaipur - Jaisalmer - Jodhpur - Bharatpur – Agra) passes through Bundi Railway station.

However, most of tourist travel by road to Bundi from Kota Railway Junction, which serves as a
primary connectivity mode to Bundi as well nearby town and villages of Bundi District. This is due
to fact that Kota has well connected station with major states in India and has good frequency of

e. Hygiene & Cleanliness at the Facility

The Kota railway station and Bundi Railway station facility upholds high standards of hygiene and
cleanliness, ensuring a pleasant and comfortable experience for all passengers. The floors shine
with regular maintenance, and the waiting areas are meticulously cleaned, providing a welcoming
atmosphere. The washrooms are well-maintained, equipped with modern facilities, and regularly
sanitized to ensure optimal hygiene. The station authorities have implemented efficient waste
management systems, keeping the premises free from litter. Additionally, the station staff takes
pride in maintaining a clean and orderly environment, promptly attending to any cleanliness-
related issues.

Projects planned by MoR and Rail Land Development Authority

• Development of Bundi and Kota Railway Station, Service buildings, and utilities under Amrit
Bharat Station Scheme : Ministry of Railway has launched a new scheme “Amrit Bharat Station
Scheme” for modernization of existing stations. The scheme envisages the development of
station on a continuous basis with a long-term vision, based on the master planning. The scheme

will be implemented through various umbrella works for Customer Amenities Plan Head
sanctioned from time to time. In Rajasthan, total 82 stations have been selected which includes
Bundi , Kota , Baran and Sawai Madhopur under the scheme. Recently, Engineering Department
Kota Division has floated tender to empanel Consultancy services for Amrit Bharat Station
Scheme in Kota Division.

• Leasing of Land for commercial development near Kota Railway Station: Rail Land Development
Authority (RLDA), a statutory authority of Indian Railways, has invited bids to lease a vacant plot
of land measuring 2128 sqm. at the Kota Junction in Kota, Rajasthan. The land, located near the
existing Platform number 1 in the Kota Division of the West Central Railway, will be leased for a
period of 45 years, for commercial development. Kota apart from being a knowledge hub, has
been recently positioned as a tourism destination with upcoming riverfront and will attract more
tourism in the region.

Gaps / issues

Though Bundi has its own railway station, major connectivity to the city is dependent on Kota
Railway station (45KM), due to lower frequency and limited connectivity of trains with major cities
like Delhi, Mumbai, Jaipur, Udaipur etc. Further, the odd timings of train stoppage make it difficult
to commute through the available train options. Most of the facilities at bundi station are closed
owing to less footfall of visitors.

Though, Kota is serving as major entry point through rail connectivity, no promotional kiosk /
information kiosk or signages promoting tourism at Kota railway station as well.

4.1.3 Road Connectivity

Bundi is well connected through a network of roads to various cities and towns in Rajasthan
through national and state highways. It is located on National Highway 52, which connects it to
other major cities such as Jaipur, Kota, and Chittorgarh. The road network in and around Bundi is
generally decent, allowing for smooth transportation. State Highway (SH) 29 connects Bundi with
other important cities and towns in the region.(Refer Error! Reference source not found. It p
rovides connectivity to nearby places such as Keshoraipatan, Indragarh and Bijoliya. Major Road

Projects planned by Rajasthan State Road Development & Construction Corporation and District
Administration

As per the information received from Rajasthan State Road Development & Construction
Corporation, renewal work for National Highway connecting the city Jaipur and Kota is in progress.
For district road improvement, District Administration of Bundi has floated tender for relaying of
MDR-52 so as to provide smooth connection till Dalelpura Gate of the city and nearby village areas.

Gaps / issues

NH-52 offers very good connectivity to Bundi city, however, one of the major issues is poor
condition of state highway and district roads, including potholes, cracks, uneven surfaces and
cow nuisance. These conditions can lead to discomfort for commuters and potentially cause
damage to vehicles.

Insufficient or unclear signages makes it challenging to navigate, especially for visitors or those
unfamiliar with the area. The movement of cows on state highway roads indeed create issues
and pose challenges for both commuters and the animals themselves. Addressing the issue of
cows roaming on state highway roads requires a collaborative effort between relevant
authorities, cattle owners, and the community. Maintenance of side ways of road width is also
required.

4.1.4 Waterway Connectivity


Bundi city does not have any waterway connectivity as it is a landlocked city located in the state
of Rajasthan, India. It primarily relies on road and rail connectivity for transportation. The city is
not situated on any major rivers or coastlines, making waterway transportation inaccessible.
However, Keshoraipatan is situated on the northern bank of Chambal River which might have a
scope of having a waterway connection from Kota. However, no such transportation is available
at present.

4.2 Tourist Statistics

Known for its impressive forts, ornate palaces, and intricately carved stepwells, Bundi offers a
unique and off-the-beaten-path experience for tourists. The city's star attraction is the Bundi
Palace, an architectural marvel adorned with beautiful frescoes and stunning views of the town.
Bundi is also renowned for its stepwells, such as the famous Raniji ki Baori, which not only served
as water reservoirs but also as architectural masterpieces. The town's narrow lanes, adorned with
blue houses, bustling markets, and friendly locals, exude a charm that transports visitors to a
bygone era. Bundi's serene ambiance, historical treasures, and welcoming locals continue to
entice travellers who appreciate its hidden gem status and the opportunity to explore its
captivating attractions. The district ranked 30 for Domestic tourist and 14 for foreign tourist
visitor share in the state list.3

a. Year wise trend of tourist arrivals from 2015-2021 [Domestic, Foreign & Total]

Bundi attract yearly tourist of 70,000 to 90,000 visitors from 2015-2019. Approx. 18% of total
share of tourist is foreign tourist, majorly from France, UK, Italy, Germany and Australia.
However, like many other tourist destinations worldwide, bundi tourism suffered a significant
impact due to the COVID-19 pandemic. The pandemic resulted in travel restrictions,
lockdowns, and a general decline in global tourism. Bundi, which relied on tourism as one of
the crucial sources of income and employment, experienced a decline in visitor numbers
during this period.

The above data shows the number of tourists staying in the city; however, it does not take
into account the tourist coming for a day trip to Bundi. As per field visits, it was understood
that many visitors visit Bundi as halting stop form their way to Jaipur to Chittorgarh, as well
many students/ parents’ visits Bundi from Kota on a day trip basis. Currently, the counts of
these visitors are not recorded anywhere.

b. Compound Annual Growth Rate (CAGR) of tourist arrivals 2015-2019 period

The Compound Average Annual Growth Rate of tourist arrival is only 5% in Bundi for period
of 2015-2019. In 2018, the significant increase of tourist arrival is observed in Bundi with 16%
increase in tourist arrival, marking the year with highest number of tourist arrival, i.e. 86,986
tourists. However, as such no major increase in foreign tourist footfall has been observed with
this period. The overall growth rate of tourist arrival in 2019 has increased by 22% from the
year of 2015.

c. Average month wise tourist arrivals (domestic and foreign) from 2015-19

The average month wise tourist arrivals in Bundi ranges from 9000 to 2500 for Jan to Dec.
The average month wise domestic tourist varies from 7500 to 1950 from peak season to off
season. The duration of April to Jun is considered as off season due to unbearable climatic
conditions. The peak season for tourist arrivals starts July end till March. Maximum number
of tourists are noted in the month of November, owing to Bundi Utsav celebration in the city.

d. Number and Percentage distribution of day and overnight visitors during 2021
The data regarding day visitors is not captured at destination till 2021. The tourism
department has no defined methodology to collect the day visitors’ data. However, we do
have data for overnight visitors, collected form guesthouse/hotels in Bundi. To understand
the distribution of day and night visitors, stakeholder consultations were conducted with
various line department such as hoteliers, tourism department, tour operators, wherein, it is
stated that the number of day visitors is quite significant, given the proximity with Kota.

Further, Tourism department has recently started to collate day tourist data by recording the
number of tourists during Bundi Utsav, Kartik Poornima and other major fest/events in Bundi
district. As per 2022 data, recorded by Tourism Information Bureau, approx. 2 Lakhs tourists
visited Bundi (including day tourist visiting during festivals/events), which is approximately
double the number of tourists which stays overnight in Bundi (i.e. approx. 85,000 in 2019).

The average stay duration of overnight visitors varies from 1.5 day days.

f. Spending - Per capita/ per day/ per purpose expenditure


No such data is collected at destination level. The primary data collection for calculating per
day spending of tourist is underway. The same will be updated in Iteration 2.

Bundi is one of the most popular destinations among foreigners with 14th rank in the state,
with 18% of foreign tourist share in Bundi annual tourists. The top five source markets for

(iii). Gaps/Issues

Bundi is a city located in the state of Rajasthan, this too is enriched with stepwell, forts, palaces,
and beautiful natural landscape, the city has very good potential to offer a diverse tourism
experience to the visitors. However, it still lacks in attracting tourist for longer duration, unlike
the case of other Rajasthan cities. Some of the major reasons are:

Conservation and Maintenance: One common challenge is ensuring the preservation and
maintenance of historical sites, monuments, and other attractions. Regular upkeep, and
conservation efforts are necessary to protect the heritage and maintain the authenticity of these
attractions. This also called of creating awareness among the citizen to maintain the heritage sites.

Infrastructure and Facilities: Insufficient/poor maintenance of infrastructure, including parking


facilities, visitor centers, and restrooms, hampers the tourist experience. The lack of necessary
facilities and amenities can lead to discomfort and inconvenience for visitors.

Encroachment and unorganised vending spaces: Encroachment around the tourist attraction and
unorganised vending kiosk are not only hindering the accessibility to attraction but creating visual
obstruction of the heritage sites.

Lack of tourism Products and tourism activities: Most of the attractions are single point of tourist
attraction, without any major activities/ evenest to engage visitors for longer duration, resulting
in a reduced visitor satisfaction.

4.4 Basic Tourism Infrastructure at the Destination

(i). General Framework Condition

a. Healthcare Facilities
Bundi stands at 20th Ranking in Rajasthan's Health District Ranks - May 2019 provided by
Government of Rajasthan.4 being an administrative headquarter of district, has a mix of
government and private hospitals, clinics, and medical centres that can caters the healthcare
needs of tourist as well as its residents. The study area has a centrally located Government
Hospital in Police Line area. Three (03) Primary health Care (Urban) centres are also located in the
city. These are funded and managed by the government to offer affordable healthcare to the local
population. One Government Animal Hospital is also available in Bundi.

b. Hygiene and Cleanliness

Solid Waste Management:


As per Swachh Survekshan rank- 2022, Bundi scored 344th national rank and 20th state rank in list
of cities with population ranging from 1 lakh -10 lakh.5 The efficiency of door-to-door waste
collection stands at a mere 60%, which significantly impact the overall waste management system
and the well-being of the community and resulted in development of waste dumps sites all over

the city. Streets strewn with garbage not only create a negative impression on residents and
visitors, but also attract stary animals in the city area.

Waste Disposal:
Another major concern of the city is proper waste disposal for maintaining cleanliness, preserving
public health, and protecting the environment. Currently, the waste is disposed at an earmarked
landfill site outside the city area without any processing. As of now, there is no segregation of
waste at source; although municipal council has adequate infrastructure to collect segregated
waste.

Public Toilets/ Pay and Use toilet under Swachh Bharat Mission
Under Swachh Bharat Mission, Municipal council has constructed the Modern Public toilets to
cater the need of floating population in the city. The location for toilets is selected strategical, by
enlarge covering the entire city such as markets, commercial streets as well in old city area.
However, the cleanliness and hygiene maintenance of these toilet is a major concern. There is
need of behaviour change communication to raise awareness about the importance of using
toilets, maintaining cleanliness, and adopting hygienic practices. This involves campaigns,
education programs, and community engagement to promote positive hygiene behaviours.

c. Safety & Security Facilities

In 2001, a Tourist Assistance Force (TAF) scheme was started by the tourism department with
objective to guide tourists regarding distance between tourist place and save tourist from
exploitation and wrongdoing of peddlers, hawkers, touts and beggars. This force consists of retired
ex-army servicemen, presently provided by Rajasthan Ex servicemen Corporation Ltd (REXCO). At
present only three (03) TAF personnel are deployed in Bundi. Apart from TAF, local police station
and chowkis are also responsible for maintaining the law and order in the city and provide security
to tourist.

d. Civic Infrastructure

With rapid growth of population in the urban centres of the city, it has become utmost important
to enhance the infrastructure facilities to meet the emerging challenges in urban management. In
view of the above, Rajasthan Urban Infrastructure Development Project (RUIDP) was taken by the
Government of Rajasthan (GoR) as a Special Purpose Vehicle (SPV) with support from the
Government of India (GoI) and the Asian Development Bank (ADB) in the year 1998.

In phase-II, the state government has undertaken initiatives on Bundi to upgrade the
infrastructure facilities relating to water supply, solid waste management, wastewater
management, roads & bridges, drainage and fire fighting in addition to restoration of selected
heritage sites and capacity building of the stakeholders. The project has also taken initiatives to
involve the urban local bodies (ULBs) to the extent possible in implementing and managing the
project especially in solid waste management and firefighting facilities.

(ii). Planned Initiatives

To improve infrastructure facilities in the city, proposals for road & infrastructure facilities, &
Development of tourism& historical development have been tentatively identified by line agency
concerned/ District Administration. Total tentative cost is Rs. 93.07 crores. District Administration
is working for identifying the total likely investments based on the priority work and gaps in the
infrastructure sectors in consultation with public representatives for other infrastructure

4.5 Accommodation Facilities

Considering the study area, Bundi city offers the tourist with a vast range of accommodation
options to suit his budget as well as his preferences. It is estimated that the total number of 96
accommodation facilities are available in the district with total bed capacity of 1897 beds. Most
of the hotels are listed in paying guest house or homestays category, serving the economic
segment. Bundi is also known for its heritage Haveli converted into hotels. These accommodations
are largely managed by the local entrepreneurs or heritage haveli owners. These properties are
extremely popular with tourists, especially the foreign tourists.

As such, there are no significant private players providing accommodation in the luxury segment.
Availability of Domestic and international hotel chains is almost nil in the district. Hotel Hadoti
Palace, Bundi is the only property which is approved as a 3-start hotel. Another luxury segment
property is recently inaugurated by Ananta Group in Bundi near Railway Station.

Most of the old hotels in bundi are located in old city area, near the tourist attractions or few
heritage properties are near Bundi bust stand. However, the new hotels inventories are coming
on the National Highway -52, near Bundi railway station.

RTDC Hotel Accommodation

There is one RTDC Hotel Vrindawati located near Jait Sagar in Bundi, however, the same is not
functional. The nearest RTDC hotel is located in Kota which offer 15 room capacity.

Government Circuit House

Bundi has a government owned Circuit House which offers lodging and other services to
government officials and VIPs travelling around Rajasthan. The state government manages these
Circuit Houses, which are designated for usage by government officials and other VIPs who are
coming for official activities or meetings. They have a number of guest rooms, meeting rooms,
eating facilities, and other amenities to ensure a comfortable stay.

Paying Guest/Guest Houses:

A major part of the tourism experience for a tourist is experiencing local life at a particular place.
Bundi offers numerous paying guests in the city under the Paying Guest Scheme of Rajasthan
Government, as part of its tourism activities, wherein the tourists can stay as paying guests in a
family atmosphere.

Heritage Haveli:

Bundi is known for its heritage properties, which are often converted palaces or havelis (traditional
Indian mansions). These heritage properties offer a unique and culturally immersive experience
for visitors.

b. Yearly Occupancy rates for last 5 years

The yearly occupancy rate of hotels in Bundi varied largely depending on various factors, including the
tourism peak season, events/ Bundi festival time, and overall travel trends. As such, there is no
centralised database recorded at district level regarding the yearly occupancy rates of hotel/paying
guest. However, during the stakeholder consultation with Hotel Association, it is stated that they
accommodation facilities generally have an average occupancy rate of 75%- 80% around the year.
During the peak seasons, most of hotels/paying guest are running on 100% capacity to cater the need
of tourists. However, during the Off season i.e. April – June, the average occupancy rate drops to 30%-
40%, thus, most of hotel runs at limited capacity.

Gaps/Issues
Bundi is a popular tourist destination known for its historical architecture, forts, and stepwells. The
city offers a range of accommodation options to cater to different budgets and preferences. However,
being a smaller city compared to popular tourist destinations like Jaipur or Udaipur, the number of
accommodation facilities for higher segment are relatively limited. While there has been a steady
increase in the number of tourists visiting the city, the desired level of tourism development has not
yet been achieved due to limited publicity and inadequate tourism facilities.

In Bundi, there is a mix of hotels, guesthouses, heritage properties, and homestays. Most of the hotels
and guesthouses are located within the old city near Garh Palace, while others situated near Civil Lines.
Some of the major gaps identified are as follow:

1. Sub Standard paying guests’ house without modern facilities.


2. Lack of hotels/ inventories in Luxury segment
3. Lack of integration of list of Heritage properties with Rajasthan Tourism website
4. Unavailability of formally trained skills in hospitality sector.
5. Issue of parking visitors’ vehicles, for hotels/haveli located in old city area.
6. Short stay duration of tourist owning to lack of maintenance of tourism attraction and tourism
products.

1. Need to develop more content for Bundi: The Rajasthan tourism website has a good
amount of content on Bundi, including information on the city's history, culture,
attractions, and major festival. However, the list in not quite exhaustive, as some of the
prominent tourist attractions are not listed on the portal.
2. Information on ticket pricing/timings of attraction is missing: The website could also use
more in-depth information on some of the city's attractions such as timing and ticketing
information for primary tourist attractions.

Way forward

Bundi can benefit from the development of a destination tourism portal and a dedicated mobile
application to enhance the overall visitor experience. These digital platforms would serve as
centralized hubs of information, providing tourists with easy access to comprehensive details
about Bundi's attractions, accommodations, activities, events, and local services.

Utilizing ICT tools, such as AI, AR, VR, and MR, can enhance the tourist experience by showcasing
the city's cultural heritage, especially for the Chitrashala. These tools offer immersive and
interactive experiences, enabling virtual tours and providing comprehensive information and
directions to lesser-known sites.

4.7 Employment and Skilling


In Rajasthan, tourism is the third largest sector after agriculture and animal husbandry. Bundi is
one of the major tourist destinations in Rajasthan, and the travel and tourism sector is a significant
contributor to the city's economy. This includes jobs in hotels, restaurants, souvenir shops, and
other businesses that cater to tourists. The worker participation rate in Bundi was 47.47% (HDI,
Rajasthan, 2008) with primary sector engaging close to 72.00% of the workforce and rest 28% in
secondary & tertiary sectors. 6

As per NSDC report (2017), mostly unskilled workers are engaged in construction and tourism
industry. During the consultation with hotelier associations, it is stated that about 75%-80% of the
employees in the hotels are local who are either unskilled or semi-skilled. They mostly serve as
support staff in areas of serving, kitchen work, room cleaning and housekeeping department.

4.8 Community Engagement


i. Major Industries and Private Players contributing to tourism development.

Kuldevi Ashapura Mata Ji trust


The trust is one of the major private players in Bundi, considering the fact that Garh Palace and
Taragarh Fort (major attraction of Bundi) is the private property of “Kuldevi Aashapura Mata Ji Trust”
and Bhanwar Jitendra Singh Jee of Alwar. Although the matter is under litigation, the trust's manages
and oversee repair and maintain work of the old monuments so as to preserve the integrity of a
palace.

The Indian Oil Foundation

With the objective of Protecting, Preserving and Promoting this glorious past, IndianOil on 24th
August 2000, created a non-profit trust, the IndianOil Foundation (IOF), in collaboration with the
Archaeological Survey of India (ASI) and the National Culture Fund of the Ministry of Culture,
Government of India. In Bundi, Indian Oil Foundation has extended support to provide façade
lighting for historical monuments in Bundi which includes Taragarh Fort, Raniji Ki Baori and
Chougan Gate under CSR funding.

ii. Educational Institutions offering Tourism related course


As of date, there is no education institute in Bundi District offering course related to Tourism &
Hospitality. The city has four Industrial Training Institutes (ITI), which majorly predominantly the
engineering course such as Fitter, Electronics Mechanic, Electrician and Computer Operator &
Programming Assistant training programmes. Under Pradhan Mantri Kaushal Vikas Yojana, three
vocational training centres active in the city, however, none of them provided training course in
Tourism & Hospitality sector. The nearest education institute are available in Kota.

• Tourism Reception Centre, Kota: TRC, Kota also organises short duration training
programs such as Local level guide trainings. Through this training, the guides are trained
to introduce the domestic and foreign tourists to the tourist attractions, arts and culture
of Bundi district. They are being trained by various subject experts. After completion of
training and exam, license are issued to the trained guides under the scheme.
• National Skill Development Training Institute (NSTI) Kota: Under NSDC scheme, Kota
Vocational Training centre offers a variety of short-term training programs in the tourism
sector, including courses in front office management, Kitchen, multicuisine cooking and
food processing.
• Rajasthan Technical University, Kota: The state government University offer full time
graduate and post graduate programs in Hotel Management and Catering Technology
(BHMCT).
• AHA Institute of Hotel Management & Aviation (AHA), Kota: The AHA, Kota is the first
Airline and Hotel Management Academy in Kota that offers a number of degree/diploma
programs in Hotel Management and Aviation.

iii. Status of Tourism Clubs in schools, colleges and institutes at / near the destination
Currently two schools Clubs are registered with Ministry of Tourism as ‘Youth Tourism Club’ at

iv. Details of major NGO’s associated with tourism sector

Umang Sansthan, Bundi, a non- governmental organisation, has been working closely with Tourism
department with the objective to create awareness in the community as well as young children to
protect and conserve the heritage of city. They have run ‘Know your Bundi’ campaigns, which proved
as a common platform between historians and the local community for knowledge sharing. Their

campaign ‘Ek podha mera bhi’ involved community to plant more trees in the city and creation of Mini
Gardens at prominent sites in Bundi.

INTACH Bundi is the Bundi chapter of the Indian National Trust for Art and Cultural Heritage (INTACH)-
a non-profit organization. It was established in 1996 with the aim of conserving and promoting the
city’s-built heritage. Some of the major work carried out by the group includes documentation of
stepwell, Creating awareness about the cultural heritage of the local area and promotion of sustainable
tourism in Bundi.

v. Local Celebrity / VIP related to the destination for active involvement in tourism promotion
and development.

Om Prakash Sharma, a confectioner Turned 'Honorary Archaeologist’.

Om Prakash Sharma, famous by name “Kukki”, has discovered almost 102 rock painting sites, including long
rock painting of early man, ostrich eggshells estimated to be 25,000 years old, earthen dices of Kushan
period and copper tools and scraper belonging to the pre-Harappan period in Bundi, Bhilwara and Tonk
districts.

The state archaeology and museum department of Rajasthan and Archaeological Survey of India (ASI) have
felicitated Kukki for his contribution in historical discoveries. In 2007, he was awarded by the then Governor
of Rajasthan, Pratibha Devi Singh Patil. He has also been recognised by National Center for the Arts, New
Delhi and World Rock Art Society from France.

He and his son also work as a tourist guide for many foreign visitors, interested in visiting these cave painting
sites and is the only source of income.

4.9 Branding, Marketing and Promotion of the destination


For promoting Bundi as a tourist destination in Rajasthan, few steps have been taken by state as
well district administration to create an image of Bundi city as Art and Heritage city.

• Workshop on Bundi Style Painting: Seven Day workshop on Bundi Miniature art was
organised by District Administration by inviting renowned artist from all over the
Rajasthan in 2019. The objective was to promote the art of Bundi at National Level.

• Bundi Utsav: This is an annual festival that celebrates the remarkable cluster of traditional
art, culture and craftsmanship of Bundi district.

In addition to above, various steps were taken to document the potential tourism in Bundi and to
position Bundi as Bird Watchers Paradise and centre of art and heritage.

Gaps /Issues

Inspite of constant efforts at district level, Bundi is unable to position itself as a tourist destination
at national level as well as state level. Some of major findings are:

Lack of tourism products and activities: Bundi as a destination seems unsuccessful in offering new
and unique tourism products and activities which can help in creating a unique identity of Bundi
in Rajasthan.

Lack of outdoor campaigns and signages: Outdoor campaigns and signages can indeed be a
significant issue in the marketing and branding of Bundi as a tourist destination. Outdoor
campaigns, such as billboards, banners, and posters, are effective in reaching a wide audience and
increasing visibility for the destination. Effective campaigns can highlight Bundi's distinctive
attractions and experiences, making it stand out in the minds of travellers.

Insufficient promotional efforts: Effective marketing campaigns, both online and offline, are
necessary to reach the target audience and highlight the unique features and attractions of Bundi.

4.10 Tourist Carrying Capacity of Destination


Tourism can generate both positive and negative impacts on the destinations visited. Tourism is a
strong economic sector globally having contributed significantly to the GDP growth and
employment generation, apart from attracting investments and benefitting local communities
from the regional infrastructure development. However, tourism is a large consumer of natural

resources (e.g. water) and a significant producer of wastes. Overtourism has also affected local
communities by creating issues ranging from housing affordability, environmental degradation,
cultural conflicts, resource crunch, etc. Hence, sustainable tourism development should take full
account of its current and future economic, social and environmental impacts, addressing the
needs of visitors, the industry, the environment, and host communities. In this context, Carrying
Capacity has been considered as a measurement of sustainability. The World Tourism Organisation
(WTO) defines tourism carrying capacity as “the maximum number of people that may visit a
tourist destination at the same time, without causing destruction to the physical, economic, socio-
cultural environment and an unacceptable decrease in the quality of visitors’ satisfaction” 2 .
Ghats of Keshoraipatan are unique socio-ecological assemblages. Considering the intricate
relationship between tourism growth, resource base and local development, carrying capacity
informed tourism development is essential to limit the socio-ecological implications of tourism
development. This is to ensure that the intensity of development does not surpass the ability of
the Ghat to sustain itself as a unique ecosystem, a home to its people and an iconic destination to
its visitors. It basically answers a typical question, “how many tourists are too many”.

Methodology

No standardized method exists for estimating the carrying capacity of any site. Developing a
commonly applicable procedure is a difficult task as the assessment needs to be contextual, and
the method applied for one area may not be suitable for other venues. The carrying capacity
assessment involves four parameters as shown below:

• Area: The total project area and the area available for the public/tourist movement.
• Activity area: Various activity area are marked as per the space utilisation by the
tourist/ public for resting, waiting, queuing etc.
• Density: Tourist density for each activity area has been calculated for standing crowd,
moving crowd, resting etc. The tourist density was measured as the number of tourists
per unit square meter area at various locations.
• Capacity: Carrying capacity has been calculated only for each day.

site-specific characteristics that can further restrict the physical carrying capacity, corrective
factors such as climate, natural hazards, slope & terrain, tourist infrastructure etc. have been
applied to yield real carrying capacity. Corrective factor of 0.8 is considered to account for
environmental and cultural sensitiveness, and site suitability for tourist comfort.

A Destination Management Committee was constituted by the Urban Reform Department, Govt.
of Rajasthan vide Order dated 05.04.2023 in compliance to Swadesh Darshan 2.0 scheme, with to

5 Vision Formulation & Strategies


Bundi, nestled like an undiscovered green emerald in the embrace of the Aravalli hills, is a city of
profound historical significance and unparalleled architectural beauty. With its iconic stepwells,
resplendent palaces, and an array of heritage marvels, Bundi stands as a treasure trove of heritage
waiting to be unveiled. However, despite its undeniable allure, Bundi has remained hidden in the
shadow of other heritage destinations in Rajasthan. Tourist footfall is remarkably low, primarily
limited to inclusion in extended Rajasthan itineraries for just a day or two. Moreover, a substantial
portion of visitors merely pass through on their way from Udaipur to Sawai Madhopur/Jaipur or
vice versa.

Bundi, along with Keshoraipatan, represents a vast untapped potential. Situated within proximity
of Kota, it offers the unique opportunity to capture a significant influx of day tourists. The
challenge is not the lack of appeal but the absence of activities and engagement that would
transform this historical oasis into a thriving tourist destination.

5.1 Vision Statement:

“To transform Bundi from transit to preferred destination of Rajasthan, harnessing the
power of its rich architectural heritage and artform.”

The vision of the masterplan is to reshape Bundi's market positioning, evolving it from a mere
transit point into the preferred destination of Rajasthan. To achieve this, the masterplan will
harness the wealth of its architectural heritage and the brilliance of its artforms to create a
vibrant, sustainable, and world-class tourist experience.

Following key strategies have been adopted to achieve the vision of the master plan.

Strategy 1: Multi-faceted strategy to promote Keshoraipatan as a Spiritual and cultural


attraction

Keshoraipatan, a serene and historically rich town nestled along the banks of the Chambal River,
holds immense potential to become a prominent spiritual and cultural attraction. To transform
this hidden gem into a thriving hub for both devotion and cultural exploration, masterplan devises
a multi-faceted strategy that embraces the essence of Keshoraipatan's unique offerings.

Keshav Rai ji Maharaj Temple Precinct Revival:

Central to our strategy is the comprehensive rejuvenation of the revered Keshav Rai ji Maharaj
Temple and its surrounding precincts. We aim to create a sacred space that not only resonates
with the piousness of the devotees but also leaves a lasting impact on the tourists. The temple's
architecture, aesthetics, and spiritual ambiance will be carefully preserved and enhanced.

Ghat Development and River Connectivity:

A critical aspect of this strategy is the development of the Keshoraipatan ghats, offering a direct
connection to the Chambal River. This will not only facilitate religious rituals but also encourage
spiritual seekers and tourists to immerse in the tranquil environment by the riverbanks.
Furthermore, efforts will be made to ensure river connectivity to Kota, fostering a holistic spiritual

Keshoraipatan will be positioned as a destination where spirituality, architecture, and nature


converge harmoniously to provide a diverse range of experiences.

Meditative and Architectural Exploration:

Devotees and tourists alike will have the opportunity to engage in meditative and architectural
explorations. The serene atmosphere of the town will provide a tranquil setting for introspection
and spiritual connection, while the intricacies of the temple's architecture will captivate those
with an eye for art and history.

Chambal Sanctuary Safari and Bird Watching:

In addition to its spiritual and cultural appeal, Keshoraipatan is strategically located in proximity
to the Chambal Wildlife Sanctuary. Visitors will have the chance to embark on a serene safari

Redevelopment of Heritage Street and Old City Areas:

Transform the old city areas, including Heritage Street, into well-maintained, pedestrian-friendly
zones. Revamp infrastructure, lighting, signage, and landscaping to create an inviting atmosphere
for tourists.

Boaris as Places of Tourist Interest:

Promote Boaris (stepwells) as unique heritage sites with cultural significance. Transform them into

Under the Community-Based Tourism (CBT) model, we aim to develop rural clusters that will not
only provide a unique experience for tourists but also empower local communities. The key
components of this initiative are as follows:

Support Infrastructure for Tourist Villages:

Investing in the development of essential infrastructure in rural areas, such as sanitation facilities,
transportation, and handicraft markets, to ensure a comfortable and enriching experience for
tourists.

Enhanced Accessibility and Attractiveness:

Improving road connectivity to these rural clusters to make them easily accessible, and enhancing
their attractiveness by showcasing the authentic rural way of life, local cuisine, and traditional art
forms.

Fostering Community Involvement for Homestays:

Encouraging local families to open their homes to tourists, offering a genuine cultural exchange.
This initiative will generate income for the local population and create opportunities for visitors to

Eco Camping and Tent Resorts:

Establishing eco-friendly camping sites and tent resorts near the Tiger Reserve, forested areas,
and along the Chambal River. These accommodations will not only allow tourists to connect with
nature but also contribute to the conservation efforts of the region. Activities like bird watching
and nature walks will complement the camping experience.

The vision for Bundi is not merely about increasing tourist numbers but about enriching the lives
of its residents, preserving its legacy, and ensuring that this hidden destination gets its recognition

The historical city of Bundi is renowned for its immense cultural and Heritage value. Due to lack of proper maintenance and awareness among
community on heritage conservation Bundi has witnessed the depletion of its charm over time. Thus, proposed strategy and interventions is aimed at
enhancing the heritage value of the city and to upgrade all the necessary infrastructure facilities through community participation. The interventions
proposed is intended to focus on issues that Bundi is currently facing, such as Deterioration of Heritage structures, poor accessibility environment

historical town of Bundi district under Kota
division in the south – eastern part of Rajasthan
State. It is located 49km from Bundi, and 16km
from Kota Railway Station, which serves as the
major transit point serving the destination. Along
the banks of the river Chambal lies the revered
temple of Lord Keshav Rai. Renowned for its
architectural marvel and the spiritual ambience,
the site has captivated pilgrims and tourists from

Project Design Objectives


The Chambal Spiritual Experience Zone aims to harmoniously blend ecological conservation and
spiritual well-being. This project seeks to create a space where individuals can connect with nature
while deepening their spiritual understanding. The idea is to enhance the visitor experience with
well-maintained temple precinct, create spaces for meditation, activating ghat life, and developing
amenities while respecting the natural landscape. Further, the objective is to increase the tourist
footfall at the attraction while leveraging the presence of Chambal Wildlife Sanctuary. The key
objectives considered while designing the project are:

1. Historical and Cultural Preservation: Restore and preserve the historical and cultural
significance of the ghats, showcasing local art, traditions, and historical narratives through

Zone 2- Riverside Festival and Cultural Experience

During the festive times, predominantly during Kartik Poornima, Holi, Dusshera, the site
experiences significant rise in footfall attracting huge influx of visitors and devotees. This area will
act as a multipurpose area with green spaces to provide riverside experience during non-events
days and festive experience during events duration.
• Separate entry point to ghat area especially for festive/events duration
• Interactive spaces for activities like storytelling session, henna tattooing, local products
selling.

This zone will provide a meditative experience at a ghat to ensure a tranquil and spiritually
enriching environment for tourist/ visitors. This space can be used for guided meditation sessions
led by experienced instructors or spiritual leaders from Kota/ Bundi Yoga Group (more than 20+
yoga groups in Kota)

• Developing the area with minimal distractions with other activities, encourage a quiet and
respectful atmosphere.
• Incorporate natural elements like reflexology walkway with rocks and pebbles to create a
serene environment.
• Enhance the ghat's natural beauty by planting trees, flowers, and other greenery around
the Yoga space.

Zone- 4: Bathing Experience

The ghat area is associated with the Keshav Rai ji Temple and often serve as place for ritual bathing
and other religious ceremonies situated along the bank of a Chambal River. Bathing in the ghats
can be a unique and culturally enriching experience for visitors as well as for tourists. To enrich
this experience, dedicated bathing ghat zone will be demarcated which could be used only for
bathing purpose. Considering the existing cultural customs, the bathing ghats for men and women
will be kept segregated.

Zone 5- Ritual Ceremonies and Aarti Experience

This zone will be used for carrying out religious rituals associated with Chambal River. The ritual
ceremony ghat is oriented in a way that it does not obstruct or interfere with the view or access
to the bathing areas. The ghat steps will be designed to accommodate ritual ceremonies with
dedicated spaces for ceremonies, seating, and offerings. Further, an easily accessible area for
performing Aarti, including a platform or raised structure is considered while designing this area.

To promote tourism, this zone will offer daily evening Aarti, performed by temple priest. Further,
during the events, especial activities like deep daan, diya lighting on step, or Chunari Mahotsav
can be planned in tis zone.

Zone 6- Culinary Experience

Currently, Keshav rai Ji temple / town lacks hygienic eatery spaces that can cater to tourists, this
presents an opportunity for development of Satvik Rasoi. Local culinary experiences can add
depth to the cultural and spiritual experience for tourist while supporting the local economy.
Creating a "Satvik Rasoi" (a place serving pure and vegetarian food) near the ghat area with a river
view can be a wonderful addition to enhance the dining experience for tourists.

The Satvik Rasoi will offer local Rajasthani cuisines like Dal Bati Churma apart from other
traditional food. This will be provided to private player to run on rental basis. The zone will offer
complete refreshment to tourist with facilities like clean toilet, drinking water facilities and serene
view of river.

1. Satvik Rasoi in Rajasthani styled architecture (Dining space for approx. 50 people)

Zone – 7: River Safari Experience

The area involves several key project components to provide tourists and visitors with an
immersive and enjoyable journey along the river. Local Navik community at Keshav Rai are offering
tours to nearby spiritual point namely, Patpadiya Mahdev and Jambu Dweep, however, fails to
attract many takers due to take poor infrastructure, lack of awareness and accessibility.

• Establish a secure and well-maintained river access point with a designated docking area
for boats.

The center will be designed to help people learn about and appreciate the natural and cultural
heritage of a place.

Need of the Project:


➢ Bundi has a rich artistic heritage. The city is home to a variety of traditional arts and
crafts, including painting, sculpture, pottery, and weaving. An art center would provide a
space for these arts and crafts to be preserved and promoted.
➢ Bundi is a popular tourist destination. Tourists come to Bundi to see its forts, palaces, and
other historical sites. An art center would provide tourists with another attraction to visit
and would also help to promote the city's cultural heritage.
➢ An art center would provide a space for artists to work and to exhibit their work. Bundi
has many talented artists, but they often lack the space and resources to create and
exhibit their work. An art center would provide them with a dedicated space to do so.

Following are some of the key areas of the proposed art and craft center-
Exhibition galleries: The art center will have several exhibition galleries that will showcase a
variety of art, including contemporary art, traditional art, and folk art. The galleries will also be
used to host special exhibitions and events.
Artist studios: The art center will have a number of artist studios that can be rented by artists to

Nature Camping Zone

Bundi, a city in the Indian state of Rajasthan, is indeed known for its rich biodiversity due to the
presence of two significant wildlife sanctuaries in its vicinity: the Ramgarh Vishdhari Wildlife
Sanctuary and the National Gharial Sanctuary. Establishing a nature retreat zone can help promote
tourism by offering visitors a unique and enriching experience. For this, identification of land

parcel near National Gharial Sanctuary is in process. Following will be the design components for

7 Operation and Maintenance Plan

7.1 O&M Framework


Operations and maintenance play a pivotal role in defining success of the conceived experience
zone(s) and planned impact. For ensuring long term and sustainable Operation and Management
of the proposed experience(s), following framework has been designed for each package.

7.1.1 Chambal Eco Spiritual Experience Zone


The implementation framework for the project will address both the construction phase and
operation phase.

Construction phase: This phase will involve the development of the basic infrastructure for the
Chambal Eco Spiritual Experience Zone, such as the Temple façade cleaning, Vishram Sthal,
Meditation space, improvement of bathing area, artistic wall paintings etc.

Operation Phase: This phase will involve the development of additional infrastructure and
services, such as vendor kiosks, boating, events and cultural performances.

The project will be owned by the Keshoraipatan Nagar Palika and implemented through Tourism
Department or the State Implementing Agency for Swadesh Darshan. The Keshoraipatan Nagar
Palika will be responsible for providing the land and the necessary permits and approvals. The
State Implementing Agency will be responsible for development of the infrastructure and services.
The entire investment will come from Swadesh Darshan scheme.

For the operation phase, private operators can be roped in to operate various services in the park
on a rental basis. A Tourism Experience Management Agency (TEMA) can be constituted to
oversee the successful implementation and smooth operation of the project. TEMA will be
responsible for the operation and maintenance as well as revenue collection. TEMA will also be
responsible for branding and promoting the Keshav Rai ji Temple as a Spiritual tourist destination.

• During the meeting, Commissioner , Bundi provided details of a project taken under RUIDP
for beatification of bundi city. Approx 70 cr. have been allotted under RUIDP which included
beautification of Nawal Sagar Lake, 2 baories and various chattries in the city.
• Further, he stated the work for improvement of road within the city is in process. Most of the
tenders for road improvement work have been floated.
• He highlighted the significance of Bundi Stepwell; steps should be taken to improve the
condition of 22 baories identified by tourism department and restoring them to make it
functional.
• Currently, 90% of bundi city has provision of sewerage and water supply coverage with 24000
connections; however, percentage of house connection to sewerage line is less.
• He suggested implementing façade development of Bundi old market as it has good
architectural as well as heritage value, similar to the recent project of Kota Facade
development.
• Jait Sagar Lake has a good potential for lakefront development; however necessary
permission will be required from MOEFCC as it forms a part of Tiger Wildlife sanctuary.
• In statutory plan, Bundi Master plan formulated in 2008 by town planning department in
consultation with bundi Municipal Council. The plan was formulated on paper and no GIS
based plan exists for Bundi.
In past various schemes like Swachh Bharat Mission , Kaushal Yojanas, PMAY are implemented by
the council in city to improve the civic services.

• Bundi Utsav is the major city level festivals that takes place annually. Efforts are required
to enhance the popularity of the festival such that people from different parts of the world
could attend. Events such as watercolor fest can be integrated to enhance the popularity.
• The cleanliness of the city was a major concern as most of the primary tourist hotspots
were identified to be polluted with plastic and domestic waste.
• Maintenance of heritage structures is also an issue which has led to the dilapidated
condition of the stepwells and other tourist hotspots. Necessary actions have to be taken
to conserve and protect heritage buildings predominantly Haveli and Stepwells.
• Dire need to create awareness among the community to inculcate the significance of
tourism and Heritage.
• Lack of sufficient signages and branding for Heritage structures and stepwells.
• Currently there is no platform for exclusive Bundi miniature paintings which can be sold
and exhibited to the public. Need for online platforms for marketing Bundi painting and
other handicrafts.
• One single stop centre should be developed which could facilitate the upliftment of the
artisans.

• During the meeting with artist, following issue were highlighted by artisans:
o At present there are only a handful of artisans practicing this craft.
o Market does not have much demand of Miniature paintings. Very few people know
about Miniature art, thus difficult to get the right value of the painting.
o There is no common marketplace to sell their products near tourist spots.
• The younger generation of these artisans are not interested in continuing their traditional
craft, and thus have shifted to other employment opportunities to earn their livelihood.
• Due to this, the art itself is lacking creativity and is now slowly losing its craftsmanship.
• The pandemic of 2021 seriously affected the Bundi artisans. Most of the remaining artisans
shifted toward other crafts leaving their age-old traditional Bundi painting art-from behind.
• Lack of recognition of art and artist at state as well as at national level.
• Need support in creating a market to sell their paintings as well as linkages to e-commerce
market.
The master plan team initially shared the ideas of organising Painting festival to promote Bundi
style painting and a common art centre where artist can exhibit, sell and organise workshops.
The artist showed initial willingness to be involved in suggested ideas.

• During the discussion, villagers highlighted the pottery art of the village. Theekarda is a
potter’s village with a population of 6000 people of which currently 25 to 30 families are
engaged in pottery making. Initially the entire process was manual but now they have
started using electrical machines which were procured from government funds.
predominantly manufacture black pots which were used for household/domestic purposes.
But now the market has shifted to manufacturing drinking water pots. The main selling
market for Theekarda is Kota and Bundi. But it was mentioned that due to the usage of steel
utensils for household purposes, the demand for their products has drastically gone down.
• Many foreign tourists visit Theekarda and is fascinated by the mud crafts and the art of
pottery making. In case of foreigners, they usually spend 2-3 hours within the village and its
premises.
• Major tourist activities are pottery hands on experience; process making of Mataka;
photography; local band of masak baja etc.
• Other than pottery, the traditional mud houses of the Theekarda, the agricultural farms and
other local craft items are key attraction for foreign tourists.
• The Pottery manufacture process involves working for 8 months and the income period is
usually during the month of June, July and August. About 10-12 items can be manufactured
in a day and the price of the products vary from Rs40/Rs50/Rs/60.
• Although many foreign tourists are visiting the village, it’s unable to capture the economic
benefit of rural tourism.
• Idea of rural tourism is discussed with the potters as well as Sarpanch of the village; Villagers
seems interested in the concept and expressed willingness for trainings on the same

• Most of the hotels in Bundi are listed with tour operators of Delhi and Jaipur. The majority of
bookings are received through these operators.
• Some hotels/guesthouses are also registered with online crowd sourcing portals such as
MakeMyTrip, [Link] etc.
• Few haveli owners expressed difficulties in meeting the prerequisite to apply for hotel/guest
house license.
• Most of the hotels are dependent on borewell to meet the daily water supply requirement.
• No practice is followed by hotels to segregate the waste at source.
• Concern was raised regarding the existing situation of tourist attractions and the limited
activities offered, resulting in low satisfaction among tourists. This is in turn also impacting
the hotel business since most of the tourists are day tourists only.
• During the discussion, it is stated that the average stay of tourist in bundi is 1.5 days, most of
which is foreign tourist. The occupancy rate during the peak season is as high as 90% while in
the off season the occupancy rate is very low.
• Hoteliers defined peak season from Oct – March, while the business staring picking up from
the month of July (i.e. after monsoon season).
• Most of the staff available with hoteliers are local employees who are employed on a seasonal
basis; these staffs available is majorly semi-skilled labor with some on the job trainings
experience.
In the meeting, hoteliers have expressed interest in short duration course/training for staff.

• Proposed Heritage walk from Abhey Nath Mahadev Mandir to Bhavaldi Baori in Bundi old city
area.
• Kheeruna- Gudha Nathwan- Bhimlat can be promoted as rural village circuit with potential of
adventure tourism (such as trekking), homestays, waterfalls, cave paintings etc.
• Shilpgram for promoting Miniature painting and to exhibit paintings with common platform
for seller and buyers.
• Initiatives such as canvas painting competition and water festival can be organised to promote
bundi paintings during Bundi Festivals/ peak season.
It is informed that earlier proposal were initiated for Urban Improvement Trust for urban

Keshorai Temple accessibility and its status.

• IPE team briefed the officer on the proposed project for Keshorai ji Temple precinct
rejuvenation and activities planned in phase wise manner.
• Discussion on ownership of Ghats and influence of Chambal sanctuary on the
Keshoraipatan city. It was stated that Ghats are part of city area and in past intervention
have been done by municipality without the involvement of forest department.
• Regarding land ownership, it was informed that the information can be available from the
Tehsil department, keshoraipatan.
• Discussion on the route planned by Municipality for connecting with Keshorai temple and
diversion of traffic; It is stated that road of 1.5 km stretch with a ROW of approx. 5m is
being planned and tender out for construction. The road will connect with Rajrajeshwar
temple road and will connect near Jain Temple. Discussion with stakeholder for land
acquisition is in process. It is stated that work might start soon.
• Since the proposed road involves acquiring of some amount of land from the abutting plot
which belongs to the Child development project office, discussions are undergoing with
the District Collector regarding the same.
• PWD is the main executing agency for road construction; however, the project us funded
by the Municipality.
• On frequency of flooding, EO informed that high monsoons often lead to high tidelines ,
which are usually observed in the months of July and August.

To understand and document the about the relevance/potential of cave paintings, tourist
segment interested in visiting the archeological site and his contribution in Bundi tourism

Minutes of the Meeting

• IPE team briefed about the Swadesh Darshan 2.0 scheme to be implemented in Bundi and
activities planned out in next 2 years for Bundi destination.
• The archaeologist narrated his journey from being a son of halwai wala to being an
Archaeologist. He stated how he has discovered more than 100 cave paintings in the region
and was awarded at district and state level for his achievements.
• Kukki ji highlighted the potential of Archaeological tourism considering the cave paintings and
old historical tools were discovered in Bundi. The ancient rock paintings are just an hour away
from Bundi and is half day trip located near Garadha village (situated at border of Bundi
District) and at Bhimlat waterfall. Mostly foreign tourists or people with an interest in history
and archelogy, visit these sites.
• During the discussion, it is informed that rock paintings date back to the Chalcolithic period,
Neolithic, early historic and historic periods; however scientific studies are required to confirm
the same.
• Immediate attention of government for protection and preservation of these sites is required.
• Should be included in Bundi tourism itinerary as one of potential tourism sites.
• Need tourist amenities such as restaurants, cafes, toilets etc. to engage more tourists.
As of now, only two tourist guides are conducting these tours. More guides can be trained to
conduct similar tours.

To understand the potential on Ramgarh Vishdhari Tiger reserve, its boundary and potential
project planned by forest department.

Minutes of the Meeting

• IPE team briefed about the Swadesh Darshan 2.0 scheme to be implemented in Bundi and
activities planned out in next 2 years for Bundi destination.
• DFO briefed on the two core zones notified by Forest department in Bundi i.e. Ramgarh Tiger
Vishdhari Wildlife Sanctuary (core-I) and National Chambal Sanctuary (Core -II).
• Tiger conservation plan and tourism carrying capacity is under formulation.
• Recently, Tiger Safaris has been started in buffer zone from 23rd June 2023. Currently two
tigers are there in sanctuary with other animals like leopard, hyena, sloth bears, sambhar deer
etc. In principal approval for bringing two more tigers has been received by forest department,
Same will be shifted in July from Ranthambore.
• Currently 19 vehicles are permitted in buffer zone; total there will be three zones; Safari in for
Dalelpura zone is started while two other zone are in pipeline.
• Kota and Jaipur are two major tourist influence markets for tiger safari.
• 1km of Eco sensitive zone has been earmarked from sanctuary boundary; however, the ESZ is
yet to be notified.
• Tourism infrastructure/ amenities near entry gates are yet to be developed. Budget for the
same is yet to be released by the state department.
• For Keshoraipatan, suggested Jamuniya Dweep as a sight-seeing for bird watching and
crocodile; has potential to be developed as ecotourism site; currently onlyprivate ferry of
forest department is available to reach jamuniya dweep; The island is situated at distance of
20 km Keshoraipatan.
• Requires support in preparation of marketing of strategy for tiger reserve; aiming to promote
tiger reserve through outdoor campaigning along the New Delhi – Mumbai Highway and social
media marketing.
• Potential projects planned by forest department includes Boating facilities in Jait Sagar Lake;
road work along the Jait sagar lake; improvement of road stretch from Sukh Mahal Gate to
Dalelpura Gate; cleaning and maintenance of parks in the stretch; However budget is major
constraint in implementation of these projects.
