BACKGROUND

1. PROFILE

Barangay Pulo is one of the 33 barangays of the City of Valenzuela and is located at the western
part of the city. The barangay has a total population of 1107 (Register of Barangay Inhabitants,
2019) and has an approximately land area of 5.2 hectares. It is bounded by the Barangay
Poblacion to the north, by the Barangay Isla to the east and by the Barangay Palasan to the west
and south. Barangay Pulo and Barangay Isla are bounded by Polo River. Eastern part of the
barangay is surrounded by river walls. Also, the barangay is in low-lying topography and unstable
soil. The barangay is four kilometers away from the city center and the Valenzuela City Hall.
Landmarks include Barangay Pulo 3S Center, Pulo Day Care Center, Risen Lord Chapel and the
Polo Public Market.

2. DECISION AND APPROVAL

The Department of Interior and Local Government (DILG) and the Office of Civil Defense (OCD)
require all cities and municipalities to create their own earthquake and flood contingency plans. A
contingency plan describes the policies and procedures a local government should follow during a
worst-case scenario, a disaster of massive scale. This particular contingency plan is based on 7.2
magnitude earthquake that could be caused by the movement of the West Marikina Valley Fault.

The creation of this plan begun in 2021 with workshop organized by the Valenzuela Disaster Risk
Reduction and Management Office wherein Barangay Pulo was a participant. The training and
writeshop on Contingency Plan for Earthquake held at the ALERT Center Building, Valenzuela City
was meant to guide barangays through the creation of their own disaster contingency plans.

Since then, Barangay Disaster Risk Reduction and Management Council (BDRRMC) would
oversee drafting of the city’s earthquake contingency plan on a yearly basis. The technical working
group was classified per sector with the following team leaders per disaster response sector:

3. HAZARD IDENTIFICATION AND RISK PROFILING

According to the Metro Manila Earthquake Impact Reduction Study (MMEIRS, 2004), Valenzuela
should prepare for at last three massive earthquakes: 1. the magnitude 7.2 West Marikina Valley
Fault earthquake; 2. the magnitude 7.9 Manila Trench earthquake; and 3. a magnitude 6.5
earthquake resembling the 1863 Manila Bay earthquake. Of the three, the WVF Earthquake is
considered the worst, expected to kill around great number of people and massive damage to
structures.

Studies show that the West Marikina Valley Fault system has moved four times and generated
strong earthquakes within the last 1,400 years. Believed to move every 500 years, the fault, which
last activity was recorded in the 17th century, is considered by experts to be now “highly active,” or
very likely to move anytime soon.

Should the West Marikina Valley Fault move, Valenzuela would experience a low intensity VIII
level, which would translate into a shaking of ground described by PHIVOLCS Earthquake Intensity
Scale (PEIS) as “very destructive”. Soil in Barangay Pulo will weaken and weakening of the soil
could also result in the collapse of high-rise buildings and Polo River walls.

4. WORST CASE SCENARIO

West Valley Fault (WVF) is a 100 km active fault expected to generate a horizontal movement with
a 3m horizontal- and 0.5m vertical- displacement. Its movement will affect Barangay Pulo because
of immense ground shaking which will last for 15-30 seconds. Building collapses and falling
objects are expected during shaking since structures in the city are made of hollow blocks and
cement.

No tsunami and sinkholes will be experienced in the barangay; however, river walls may collapse
and cause flash floods that depend on the water level of Polo River during that time. Fire will be
another hazard next to the ground shaking. Aftershocks are to be expected.

A total of 50 are expected to perish in Barangay Pulo. A total of 40% residential structures will also
be damaged. Lifelines such as electricity, water, and communication lines will be disrupted.
Substandard buildings will be damaged on an Intensity VIII earthquake; increasing the
susceptibility of damaged and collapsed structures and affected population.

All 33 barangays in Valenzuela including Barangay Pulo will be affected by the 7.2 M earthquake.
Bridges may collapse separating some barangays to its neighboring barangay, in turn, may affect
transporting reliefs, manpower, and machineries.

Communication and power lines will be toppled down due to heavy ground shaking produced by
the 7.2 M earthquake. Water lines/ pipes are disrupted causing shortages of water supply for
drinking. All major roads will not be passable because of large fissures and scattered debris.
Critical facilities like schools, government facilities, health stations, hospitals, barangay halls,
gasoline stations, supermarkets, among others, will be heavily damage and affected.

A total of 1107 individuals or 300 families will be affected. Its impact will include damage to
infrastructure, residential, public, and private building facilities; injuries and fatalities; and
displacement of affected population.

5. PLANNING ASSUMPTIONS

 The purpose of this contingency plan is to be able to prepare the local government units to act
when an earthquake strikes, for our barangay when a magnitude of 7 and up (Alert Level 3),
our contingency plan will automatically be activated

 Priority zones are Zone 1 having a population of 544 individuals and Zone2 having 596
individuals, we had identified some open spaces with coordinates for the evacuees.

 It is difficult to classify Earthquakes by their damaging effects and response required.

Therefore, the development of this plan is based on the following assumptions:

 Earthquakes respond without warning therefore pre-event response activities would not be
possible.

 A damaging earthquake will cause large numbers of deaths and injuries and extensive
damage to or destruction of buildings, emergency facilities and infrastructures.

 The earthquake will strike without warning and maximum casualties will occur including
large numbers of vulnerable groups or sectors such as children, youth, women, pregnant
and lactating mothers, elderly, people with disability and indigenous people.

 Secondary effects of the earthquake will include any or all of the following: tsunamis, fire,
flood, damming of rivers, landslides, and dam failure, release of hazardous and toxic
chemicals.

 Strong aftershocks will continue for several days.

 Large numbers of deaths and injuries will occur. Survivors will be in need of shelter.

 Access will be severely restricted due to debris, collapsed bridges, etc. and aerial support
will be needed

 Liquefaction is likely to happen near Polo River and creeks.

 Interruption to communication, water, and electrical services immediately or within the first few
hours of a devastating earthquake, it could take several weeks to restore initially and could
take two to three months to be fully restored.

 In occurrence of a major earthquake, toppled cell sites can cause interruption in

 Communication will be the most challenging problem for most local government units for them
to report the actual situation after the devastating earthquake.

 Incidents requiring perimeter control will number in hundreds. These sites may involve
structure fires, partially or fully collapsed buildings, debris, operation of heavy equipment,
marshalling of transportation resources, and hazardous materials spills. The requirement to
have sworn personnel involved in perimeter control will vary by situation.

 All volunteers, members of non-government organization and private citizens will be

augmented to Barangay Disaster Risk Reduction and Management Committee for additional
support.

 It is expected that after a heavy ground shaking in metro manila population from nearby
barangays, cities and municipalities especially those who are near coastal areas will pass by to
our barangay, that would possibly add to casualties.

 Expected that only thirty percent of all responders / personnel will report after a devastating 7.2
magnitude earthquake.

6. PROPOSED DISASTER RISK REDUCTION AND MANAGEMENT MEASURES

 Incorporate earthquake resistant features in all buildings in high-risk areas.

 Retrofit weak structures in highly seismic zones.

 Barangay can conduct community outreach activities to foster awareness of the existing
earthquake hazard, the resulting risks to buildings and infrastructure, and earthquake
mitigation activities that can be undertaken in homes, schools and businesses.

 Although land use management prevents structure building on hazardous sites is an effective
way to reduce earthquake risk, all structures will be subject to ground shaking. Engineers and
architects have designed buildings in ways that reduce the impact of ground shaking, which is
the major cause of earthquake damage. Coordinate with city governments to adopt and
enforce updated building code provisions is one effective way to reduce earthquake damage
risk.

 Many injuries acquired during earthquakes are caused by non-structural hazards, such as
attachments to all types of buildings. These include lighting fixtures, windows (glass), pictures,
tall book cases, computers, ornamental decorations on the outside of the buildings (like
parapets), gas lines, etc. Activities that can reduce the risk of injury and damage include:
anchoring tall book cases and file cabinets, installing latches on drawers and cabinet doors,
restraining desktop computers and appliances, using flexible connections on gas and water
lines, mounting framed pictures and mirrors securely, and anchoring and bracing propane
tanks, water heaters and gas cylinders.

 Developing a technical assistance information program for homeowners and teaching them
how to seismically strengthen their houses can be an effective mitigation activity.

 Full implementation of R.A. 10121 otherwise known as Philippine Disaster Risk Reduction and
Management Act of 2010;

 Adoption of R.A. 9729 also known as the “Climate Change Act of 2009”;

 Describe hazard management steps that promote effective earthquake disaster response;

 After an impact of an earthquake, the Recovery and Rehabilitation Management Sector will
assess all streets for clearing and for Search and Rescue, Medical operations and transportation
of reliefs from local and national government;

 All personnel of BDRRMC are required to report to the Barangay Pulo 3S Centers for establishing
Incident Command Post (ICP) after a devastating earthquake;

 Re-establishing communication lines to the Valenzuela Disaster Risk Reduction and Management
Office after ensuring the safety of all responders; and

 Ensure rapid, appropriate, and effective response to a major earthquake disaster and making
optimum use of all available resources.

COORDINATION

The National Disaster Risk Reduction and Management Council (NDRRMC), as stipulated in the
National Disaster Response Plan (NDRP), adopted 11 clusters, namely: Food and Non-Food
items; Health (WASH, Health, Nutrition, and Psychosocial Services); Protection; Camp
Coordination and Management; Logistics; Emergency Telecommunications; Education; Search,
Rescue, and Retrieval; Management of the Dead and the Missing; Law and Order; and
International Humanitarian Assistance. These clusters are expected to manage the influx of
services and resources needed to respond in the 7.2M earthquake from the West Valley Fault.

For Barangay Pulo, all clusters are adopted. Fire Management is included given that fire is a
secondary hazard of an earthquake. At the same time, a different cluster for Transport and Mobility
is created to manage the clearing and cleaning operations of major thoroughfares and
environment.

SCENARIO

 Power supply and Information and Communication Communications Technology (ICT)

systems such as voice, data, Internet, television and radio broadcast services that are
critical during and post disaster management operations are rendered non-operational.
 Media people (TV, radio, print) continuously inform the City Government of Valenzuela and
the Office of the Punong Barangay for updates regarding the earthquake. They are asking
for live feedback and blow by blow updates of the recent development. Likewise, people are
all over social media demanding and seeking help from the government, and giving updates
from their nearby areas.

OBJECTIVES

 To strengthen ICT capacities of the barangay to prepare for, respond to and recover from
the impacts of an earthquake
 Provide situational awareness through clear communication, task performance awareness,
status awareness and continual reassessment to establish goals and perform decision-
making
 To maintain and manage coordination with the external stakeholders (i.e., media,
government agencies, private organizations) for the effective information dissemination
 To inform the residents for latest updates and news through the barangay Facebook
account and through the Public Address Systems and Speakers situated in different areas
in the barangay

ROLES AND RESPONSIBILITIES

 Maintain communication system between the constituents and Barangay, City Government,
Emergency Operation Centers and satellite bases, 3S Centers, and among response units
 Ensure that all means of communication such as telephones, cellphones, computers and
two-way radios are established and maintained
 Coordinate timely with other response sectors and agencies
 Disseminate information from Punong Barangay
 Signal warnings in case of recurrence of earthquake

SCENARIO

OBJECTIVES

 To provide an efficient and effective search and rescue response for the affected people
trapped on a collapsed structure and for the retrieval of the dead
 To immediately respond to those in need especially under collapsed structures, posts, trees,
etc.

OBJECTIVES

 To ensure effective and efficient implementation of the Contingency Plan Response during
Earthquake for the safety, security, protection and preservation of life, property, and the
environment in coordination with the Philippine National Police and City Government of
Valenzuela
 To maintain peace and order and containment of the situation / incident to prevent further
deterioration

ROLES AND RESPONSIBILITIES

 Exercise strict control over access to the disaster site in order to ensure that the emergency
services are not deflected from their task of saving lives, protecting property and
safeguarding the disaster site
 Assist in the conduct of medical and relief operations
 Continued presence of security at evacuation centers
 Assist in the clearing of roads from debris and obstacles
 Conduct debriefing on all involved personnel
 Document disaster response activities and compile lessons learned and best practices.

SCENARIO

 A 7.2 magnitude with Intensity 8 earthquake affected Barangay Pulo with 1,140 individuals
or 297 families estimated to be displaced because of damages to structures
 Collapsed and massively damaged infrastructures are unsafe for habitation
 An estimated population of 1,140 individuals will be in need of temporary shelter until their
homes are rebuilt / rehabilitated
 Limited manpower, equipment and relief will be available
 Debris are scattered on streets therefore hampering the transportation of possible evacuees
going to evacuation camp

OBJECTIVES

 To provide immediate temporary shelter and assist all affected families to a safe area
 To have an orderly process of evacuation through an organized and systematic camp
management plan, to provide the basic needs in the evacuation camp
 To maintain all physical structures of the camp site that will be built in every open space
identified in the plan

ROLES AND RESPONSIBILITIES

 Prepare the evacuation camp and construct temporary shelters

 Lead in safe transportation of evacuees to the evacuation camp

OBJECTIVES

 To lead in the management of evacuation camps to displaced families / individuals

 To immediately provide essential services and public assistance during or after a disaster in
order to save lives, reduce health impacts, ensure public safety, and meet the basic
subsistence which have become unavailable to the people because of this crisis situation
 To timely provide appropriate food commodities to survivors of disasters/calamities to help
prevent starvation or nutritional decline
 To provide limited commodities other than food to respond to the needs for clothing and
domestic requirements of individuals and families who were not able to carry with them such
items during their evacuation
 To provide needed intervention to distressed individual and families cope with crisis

ROLES AND RESPONSIBILITIES

 Ensure that the displaced disaster victims are immediately attended to and provided
temporary shelter, food, clothing, and domestic items
 Lead in the management of food and non-food items
 Timely provide appropriate food commodities to survivors of disaster / calamities
 Set-up community kitchen to prepare hot meals for the evacuees
 Ensure that humanitarian services and assistance are delivered in a cohesive and effective
way to the camp population
 Provide opportunities, in case of prolonged evacuation for recovery, rehabilitation and
developmental activities through work / group / team / room organizing activities, skills and
development and engaging income generating activities which facilitate recovery of the
evacuees to normal life

OBJECTIVES

 To provide victims a curative and preventive healthcare

 To provide the earthquake victims, immediate medical and nutritional assessment, treatment
and or referrals
 To provide appropriate mental and psychosocial services to victims and as well as to the
responders
 To provide and conduct effective and efficient management of the dead and the injured
 To detect and control of infectious diseases
 To ensure that the water is potable and sanitation is strictly observed most especially at
evacuation camp sites
 To manage the victims of a mass casualty event

ROLES AND RESPONSIBILITIES

 Provide victims a curative and preventive healthcare

 Coordinate with Local Government of Valenzuela for medical assistance and response
 Aid in giving medical attention to the evacuees and responders
 Promote good personal hygiene in order to protect health, improve health conditions,
promote dignity of living or enhance the quality of life, and protect the environment
 Enable people to take action to prevent or mitigate water, sanitation and hygiene related
diseases
 Ensure access to adequate and safe water through water quality surveillance, disinfection /
treatment, provision of storage facility, development and protection of water supply sources
 Ensures proper solid waste management through proper waste segregation, storage,
collection and disposal. It provides technical assistance for solid waste management

SCENARIO

 Debris are scattered on some major roads and connecting bridges therefore hampering the
transportation of possible evacuees going to camp site

The contingency plan shall be activated based on the findings of RDANA by the BDRRMC, leading to
the activation of the Barangay Pulo – Emergency Operations Center (EOC). Punong Barangay shall
then convene all the zones to assess the situation. Afterwards, Punong Barangay shall officially
activate Incident Command System (ICS) and delegate authority to the Incident Commander (IC).
The IC shall then proceed to organize the Incident Management Tean (IMT) and implement tactical
activities based on the strategic decisions of the sectors.

Contingency Plan

The contingency plan shall be deactivated once the situation has improved and when heightened
alert is no longer required. The recommendation for deactivation shall emanate from the IC going to
Punong Barangay via the Barangay Pulo – EOC. Once deactivated, operation will still remain until
such time that the EOC will be back to “white/ normal alert” status. At this point, the operation is
already terminated.

B. NON-ACTIVATION

In case that the Earthquake will not take place or below ALERT Level 1 or 2, the contingency plan will
not be activated. In this case, the plan will be maintained as an incessant plan for future use in the
event of earthquakes.
