Recognizing the importance of respecting national sovereignty in conflict zones,

2. Encourages capacity-building and technical training for national human rights commissions;
3. Opposes all forms of international sanctions that violate economic rights of civilians;
4. Recommends refugee return plans be coordinated with national authorities;
