Students must meet the minimum English language proficiency requirement for entry into the course. For some students it may require an
English Language Test. Where the test reveals that the English language skills are insufficient, at the discretion of Curtin College, students
will be required to undertake an additional preparatory English study unit in their first study period or enrol in an ELICOS course prior to the
commencement of the Curtin College course. This will be outlined in the letter of offer. The duration of ELICOS studies outlined in Letters of
Offer is indicative only and is based on historic precedence. Students accepting offers made by Curtin College are informed that the
duration of their ELICOS studies may be shortened or lengthened according to their progress of studies.
I understand that I must pay my fees for each study period before the beginning of the study period. Certain diploma programs require the

Applications for a refund should be made on the Withdrawal Form available from Curtin College. The form should be completed
and forwarded to the Curtin College Admissions Office as soon as possibly after the reason for a refund arises. Refunds will be paid
within 4 weeks in the case of student default, and 2 weeks in the case of Curtin College default.

Letter of Offer
The Letter of Offer (Offer) and Acceptance of Offer form the agreement between the University and the student.

This Offer is issued based on the information you provided. The university reserves the right to withdraw the Offer at any
time should the information provided be found to be false, misleading or incorrect.
The Offer must be shown when you attend enrolment.
All the terms and conditions in this Offer are valid for the study period stated above. You must commence study by the
stated Course Start Date.
This Offer is only valid for international students studying under a temporary entry permit (e.g. student visa).
The course details are correct at the time of offer. The University reserves the right to alter its course offerings, policies
and procedures whenever the need arises and to vary them at any time without notice.

Original Documents
You may be required to provide the originals of the supporting documents you submitted with your application. Please ensure that you
bring the originals. if you are unable to provide the original documents when requested, your enrolment may be cancelled.

Acceptance of Offer
You are only required to pay the Deposit amount stipulated on your Offer. Should you choose to pay more, the additional amount will be
transferred to the subsequent study period. If you do not commence in the subsequent study period, a refund will be processed in
accordance with student refund agreement.

The Deposit may not be the full fee required at the point of enrolment. Upon your arrival and following on your enrolment in the course at
Curtin University, you can generate a copy of your tax invoice via [Link] to see if there is any further payment required. To
generate your eInvoice, please follow the steps at [Link]/students/essentials/fees/paying-your-fees/einvoice/.

It is your responsibility to ensure you accept your Offer and apply and obtain a student visa in time for you to attend Orientation Week and
enrolment briefing. The University cannot accommodate late arrivals.

Deferral of Offer
If you wish to defer your studies, you must submit a written request via our web form at [Link]/ask-international. Please note that if you
receive a deferred Offer, you will be subjected to the new term, including fee details stated in the new offer.

Fees
Students are required to pay the Deposit amount stipulated on the Offer.

The tuition fees quoted in this Offer are indicative only and are based on published fees for the calendar year in which this Offer is issued
(which may be different from the published fees applicable for the year in which your course commences). For Degree by Research
courses, tuition fees are calculated based on timed value which equates to one Equivalent Full Time Study Load (1 EFTSL) per year. To
find out more about your course structure and fees please visit the Curtin Handbook and Fees.

Tuition fees are reviewed annually and are subject to change. This may, or may not, result in an increase in tuition fees. Unless there is a
significant restructure to the course content, any fee increase will not normally exceed 5% per annum and will apply at the beginning of
each calendar year. The tuition fees you pay in future years will be those that are published for the corresponding calendar year and may
not be the same as the indicative first year tuition fees listed in this Offer.

The indicative total tuition fees quoted in this Offer, are based on the total number of course credit points as per the course structure in the
Curtin Handbook, and are current at the time of issuing your Offer. The indicative total tuition fees do not include any potential annual
tuition fee increases since it is not possible to predict what those increases would be at the date of this Offer. If there are increases, then
the actual total tuition fees will be higher than the indicative total tuition fees quoted in this Offer.

Each unit that you enrol in within your Course has a Census Date after which you will become financially liable for the unit. If you withdraw
from a unit after the Census Date you must still pay for the unit. To find out about the Census Date for each study period, please visit the
Academic Calendar.

Students and sponsors must not overpay the tuition fees and/or related charges and costs to the University in order to obtain their living
costs or circumvent any government regulation or restriction. The University is not able to act as a clearance account, and must abide by
Australian anti-money laundering laws. Excess payment amounts will be refunded to the original payee, or retained as credit for future
tuition fees. Curtin University is not liable for any loss due to, but not limited to, bank charges or fluctuating exchange rates.

Credit for Recognised Learning (CRL)


If CRL (advanced standing/exemption) is granted, the duration of the course will be reduced. The Confirmation of Enrolment (CoE) that
you need for your student visa application is based on the course duration after CRL (included in the Offer Letter).
Overseas Student Health Cover (OSHC)
It is a mandatory requirement that all international students on a student visa must have an active visa length OSHC from the date of their
arrival in Australia until the date that their visa expires. If you wish to purchase OSHC cover via Curtin, the University can only accept
OSHC payment on behalf of Bupa, our preferred provider. For more information regarding Bupa OSHC 'Succes' product for international
students, please read the Success OSHC Information Guide.
Note: New students using Bupa as their OSHC provider should register for myBupa at [Link] or download the
myBupa app upon arrival in Perth. You will be able to order your OSHC membership card through myBupa.

Simplified Student Visa Framework (SSVF)


Curtin University participates in the simplified Student Visa Framework (SSVF), which has necessitated the University implementing a
range of measures to ensure the genuineness of applicants who apply and to ensure that applicants who accept an offer at the University
have the financial capacity to pay for their tuition fees, travel and ongoing expenses associated with living in Australia. The level of
information required is dependent upon the country in which you are applying and the course level of your application. Before accepting
your offer you will need to meet the Genuine Temporary Entrant condition if outlined on your Letter of Offer. go to the immigration website
for more information on SSVF.

You may still need to provide evidence of your English language skills with your visa application, even if you have met
the Curtin University English entry requirements.

Curtin University International Student Refunds Agreement


New International
Newly admitted students who are unable to commence their studies at Curtin University can request a refund of any pre-paid tuition and
non-tuition fees. The refund amount is determined by an assessment of the student’s reason for requesting a refund, the supporting
documentation provided and the refund application date, relative to the course start date.

A New International Student may be eligible for a FULL refund under the following circumstances:

1. Notification of withdrawal from the course at least 10 weeks before the published start date (administrative fees of up to
AUD$500 may apply).
2. Visa Refused or Inability to obtain a Visa before the census date (administrative fees may apply)
3. Condition(s) on Offer could not be met;
4. Curtin is no longer able to provide the course.

A New International Student may be eligible for a PARTIAL refund under the following circumstances:

1. Notification of withdrawal is received before Census date and less than 10 weeks before the published start date.
2. Visa Refused or Inability to obtain a Visa after the census date (administrative fees may apply).

Please refer to the International Students Refund Agreement for the full details and conditions. All students accepting this Offer must read
the Refund Agreement.

Continuing International
A Continuing International Student may be eligible for a FULL refund under the following circumstances:

1. Notification of withdrawal from the course made before the published start date.
2. Visa Refused or Inability to obtain a Visa before the census date (administrative fees may apply).

A Continuing International Student may be eligible for a PARTIAL refund under the following circumstances:

1. Notification of withdrawal from the course made before census date.

English Language Courses Refund Agreement


If you are commencing an English course as part of a Curtin English packaged offer, you may be eligible for a FULL refund under the
following circumstances:

1. Notification of withdrawal from the English course at least 4 weeks before the published start date (administrative fees will
apply)
2. Visa Refused or Inability to obtain a Visa (administrative fees may apply)
3. Condition(s) on Offer could not be met
4. Curtin is no longer able to provide the course

Applying For a Refund


Students can apply for a refund using the Online Refund Application Form. Before submitting an online application form, students should:

1. Check the International Student Refund Agreement to determine whether they are entitled to a full refund, partial or no
refund.
2. Gather any supporting documents required for their application.
3. Ensure the appropriate withdrawal from a course/unit application has been lodged with the University

Please note:

All refund applications are assessed based on the International Student Refund Agreement guidelines.
Refund amounts can only be determined after a refund application has been submitted and assessed.
Once ALL information/documents have been received, please allow 4 weeks (28 days) for a response
If a refund application is successful, any outstanding charges and administrative fees will be deducted from the refundable
amount.
Curtin University pays into the Tuition Protection Service (TPS) provided by the Australian Government. If the University
were unable to deliver its courses, the TPS would help international students to either complete their studies in another
course or with another education provider or receive a refund of their unspent tuition fees.

Refund of Overseas Student Health Cover (OSHC)

If you have not yet received your Bupa policy number you can contact OSHC@[Link] to request for a refund.
If you already have a policy number, or if you are departing Australia earlier than the visa end date, you need to apply for
your OSHC refund directly from BUPA either by contacting on 1800 888 945 or by visiting the Bupa on-campus consultant

Appealing a Refund Application Outcome


• You can appeal the outcome of your refund outcome within 28 days of receiving the outcome notification by submitting a written request
for review. An appeal must include new information and/or new supporting documents not already included in the original application
• The request for review may be submitted either by email to the Manager, Student Finance and Statutory Reporting, Student Services at:

Complaints and Appeals


A complaint is an expression of dissatisfaction with an administrative decision made by Curtin University. Complaints can be made about a
range of issues including but not limited to:
Decisions by administrative staff affecting individuals or groups of students;
Administration of policies, procedures and rules of the University;
Standard of service received through the University administration; and
Access to resources or facilities.

Students are encouraged to first try to resolve the issue with the staff member responsible for the decision, act or omission. Where this
results in an outcome which does not please you or you do not feel comfortable approaching the staff member concerned, you can submit
a formal complaint via the Complaints Portal. Once the complaint is processed you will receive a formal notification of the outcome which
will include information on any relevant appeals processes.

External Appeals
Students not satisfied with the outcome of a formal complaint and appeal process at Curtin University can lodge an external appeal with
the West Australian Ombudsman's Office. Please note that the Ombudsman will only consider appeals where a student has exhausted all
of the University's internal appeals processes.

Student Records
It is your responsibility to keep copies of documents given to you by Curtin University, including:
Offer letters;
Confirmation of Enrolment (CoEs); and
Receipts of any payments for tuition fees and non-tuition fees.

Australia welcomes international students


The Australian Government has information for Australian students wishing to study overseas and international students
wishing to study in Australia. It also has information on visa and immigration information, Tuition Protection Services
(TPS), overseas student Ombudsman, Know your Workplace Rights, scholarships and other advice.

Education Services for Overseas Student (ESOS) Act


The ESOS Act was designed by the Australian Government to protect the rights of international students. The act also guarantees the
quality of education at any institution in Australia.

What you need to know about being an international student in Australia


The ESOS standards cover a range of information you have a right to know about and the services that must be offered to you by
Australian education providers. These include:
orientation to help you understand the course and more about the place you are studying, as well as access to support
services that can help you study and adjust to life in Australia
the education provider's contact officer or officers for overseas students
what your provider's requirements are for satisfactory attendance
what your provider's requirements are for satisfactory progress in the courses you study and
what support is available if you are not progressing well
if you can apply for course credit and the circumstances in which your enrolment can be deferred, suspended or cancelled
complaints and appeals process.

Your responsibilities as an international student in Australia


As an international student on a student visa, you are responsible for:
complying with your student visa conditions
ensuring you have and continue to maintain your Overseas Student Health Cover (OSHC) for as long as you stay in
Australia as a student
telling your provider if you change your address or other contact details within 7 days
meeting the terms of the written agreement with your education provider
meeting the restriction on transfer between registered providers
maintaining satisfactory course progress
maintaining satisfactory attendance where applicable.

Under 18
If you are under 18 years of age, to ensure your safety you will only be granted a visa if there are adequate arrangements in place for your
accommodation, support and general welfare for the length of your student visa or until you turn 18. This is a requirement of the DHA.

SECTION 9: SCHOLARSHIP

Curtin College High Achiever Scholarship

This Scholarship is ONLY for international students.


It will not extend to your first year at Curtin University.
Please read the Terms and Conditions below to confirm your eligibility.

Scholarship Terms and Conditions

This scholarship is available exclusively to full fee-paying, non-sponsored international students.

It is only applicable to international students enrolled at Curtin College and does not include students in the Masters
Qualifying Program (MQP).

The scholarship is available to students who have a packaged offer with Curtin University.

The scholarship amount cannot be withdrawn as cash by the student.

The scholarship provides up to 15% off tuition fees for the next study period at Curtin College, provided that:

The student achieves a minimum weighted average of 70% in the current study period.

The student is enrolled in a full-time study load, as per their study plan.

Students must pay the full tuition fee as stated on their Letter of Offer and invoice. If deemed eligible by the Curtin College
Scholarship Committee, the scholarship amount will be credited as a refund to the student’s account.
Students who receive any other scholarship, bursary, or sponsorship from Curtin College, Curtin University, or a third
party will not be eligible for this scholarship. The scholarship may be revoked at the College’s discretion if a student already
holds another form of financial aid.

The scholarship is non-transferable and non-refundable.

The scholarship must be used in the calendar year for which it is awarded.

The scholarship may be revoked if the student fails to accept the Letter of Offer or enrol in their course at Curtin College and
Curtin University within the specified deadlines.

The scholarship will not be extended beyond its set duration or amount unless explicitly notified by the College.

Curtin College reserves the right to amend or add to these terms and conditions with adequate notice.

Scholarship Retention Requirements

To continue receiving the scholarship, students must:

Students who withdraw, defer, or are terminated from their course will not be eligible for scholarship continuation.

Students must stay enrolled in their initial course at Curtin College and Curtin University, except for changes in major.

A minimum weighted average of 70% must be maintained each study period.

All enrolled units must be passed.

The scholarship applies only while the student holds international student status.

If a student’s citizenship status changes, the scholarship will only apply to units completed before the status change.

Students must enrol in all units each study period, following their approved study plan.

The study load should be a minimum of three (3) units and a maximum of four (4) units per study period.

Students must adhere to all scholarship terms and conditions outlined in this document.

Students must comply with all Curtin College rules and regulations.

If any of the above conditions are not met the scholarship will be removed/revoked, and you will be responsible for any
outstanding fees.

How to apply

No separate scholarship application is required. All qualifying applications are automatically assessed for the Curtin College High
Achiever Scholarship.

To accept this scholarship, you must:

Meet all the terms and conditions of this Scholarship;

Must pay the indicative tuition fee amount and OSHC (or evidence of) as indicated in your Letter of Offer;
Must complete and sign the Acceptance of Offer and return to admissions@[Link]; and
Must complete and sign this document and return to admissions@[Link]

1 Purpose and Scope

This Student Complaints Policy sets out the approach of Curtin College relating to the
management of student complaints.

complaint and to have that matter considered with courtesy, at no or minimal cost, in a timely
fashion and without fear of prejudicial treatment.
1.3 Scope
Any current or prospective student of the College or its partner providers who believes they
experienced incorrect, inappropriate or unfair treatment in the course of their relationship with
the College (or any of its Agents or other related parties engaged by the College) is entitled to
access the complaints process set out in this policy, regardless of the location of the campus
at which the matter has arisen, the student's place of residence or the mode in which they
study.
A student may lodge a complaint at any time while they are a current or prospective student of
the College. A student has 20 working days, from the date of the decision or event, to lodge
an appeal. Former Students of Curtin College who seek to appeal a decision made during
their enrolment at the College will be dealt with on a case-by-case basis and at the discretion
of the College Director and Principal.
Due to legislative requirements in Singapore, Curtin College students studying on the Curtin
Singapore campus should refer to the ‘Student Complaints – Singapore’ Policy.
Curtin College employee complaints are to be dealt with according to the terms set out in the
Curtin College Enterprise Agreement or Navitas Staff Grievances Policy, depending on the
nature of their employment.

2 Policy Statement

This policy has been developed in line with requirements set out in Higher Education Support
Act 2003, The Education Services for Overseas Students Act (ESOS) 2000, the National Code
of Practice for Registration Authorities and Providers of Education and Training to Overseas
Students 2018 (National Code 2018) – Standard 10; and the Higher Education Standards
Framework 2021 (Threshold Standards) - Standard 2.4.

2.1 Policy Principles


The principles that underpin this policy are as follows:
• The consideration of complaints will be dealt with according to principles of procedural
fairness which respect the right of a complainant to be heard by an impartial party.
• In all matters of dissatisfaction, students and staff should attempt to resolve the conflict
informally in a cooperative manner. If this is not possible, or the outcome is unsatisfactory,
the formal process may be commenced. It is best practice that issues are resolved as close
to the source as possible.
• Complainants and respondents will not be subject to discrimination or harassment resulting
from their participation in the complaints process.
• This complaints process does not restrict or preclude a student’s right to further action
under Australian Law.
• Staff will make all attempts to respond to complaints within the time limits set out in this
policy.

• Complainants and/or respondents have the right to be accompanied by a third person
acting as a support person (such as family member, friend, counsellor other professional
support person, other than a qualified legal practitioner), if they so desire.
• All communications arising from the complaints process, together with the proceedings of
the Complaints Committee, will remain confidential, except to the extent necessary to give
effect to this Policy.
• The complainant can formally present their case at no cost to them, to an external agent
(refer External Complaints Agencies section).
• If an internal or any external complaint handling process results in a decision that supports
the student, the College will implement the decision and advise the complainant of the
outcome.
• The Curtin College Student Counsellor is available to assist students with preparing a
written complaint. The Student Counsellor cannot give advice regarding the likelihood of
success.
2.2 Types of Complaints

2.3 Academic and General Complaints Process

Informal Resolution
Prior to lodging a formal complaint, the College encourages the complainant to contact the
relevant academic or administrative staff member to discuss the matter and seek an
acceptable resolution.
If the complaint cannot be resolved through informal direct communication with the
respondent(s), they should commence Stage One of the complaints process explained below.

Stage One - Formal Complaints Process


The complainant must lodge their complaint in writing by completing the ‘Complaint’ form
located on the Curtin College website and email it to complaints@[Link]. within
20 working days of the complaint issue becoming known.

Within 10 working days of receipt of the complaint, the Quality and Compliance Manager or
nominee will provide in writing the outcome to both complainant and respondent.

Stage Two - Complaints Committee


Where the complainant is unsatisfied with the outcome of Stage One and believes that:
• there was insufficient opportunity to present their case to the decision-maker (must provide
reasonable information that can specify how the student was prevented from presenting
their case to the decision maker); or

• the decision was made contrary to the evidence provided (must specify why the
decision is considered contrary); or
• the process was not carried out in accordance with College’s policy or procedures
(must state what College policy or procedure was not followed and how the process
was not carried out correctly); or
• new information or evidence is available that has not been previously considered (must
specify what the new information is, and why it should affect the outcome).

the complainant can lodge a written statement of their complaint to the Complaints Committee
via complaints@[Link] This statement must be lodged within 10 working days of
receiving the written notification of the outcome of Stage One negotiations.

To avoid any apprehension of bias, an alternative Committee member will replace any
Committee member responsible for the decision that led to the complaint, or who was
involved in earlier resolution processes.

The committee will review the complaint and within 10 working days the complainant will
be informed of the outcome in writing. The Committee may ask either the complainant or
respondent (or both) to present their case in person to the Committee.

There is no cost associated with a complaint to the Complaints

Stage Three - External Review


Where a student engages in the Curtin College Complaints process, it does not remove
their right to pursue other legal remedies or take further action under Australia’s consumer
protection laws.

Where the complainant is unsatisfied with the outcome of the Stage Two, they may lodge
an appeal with an External Agency (refer clause 2.5).

2.4 Complaints Committee membership


The Complaints Committee shall be comprised of at least three from the following list:
• Academic Director
• Admissions Manager
• College Director and Principal
• Commercial Finance Manager
• Curtin University International Regulatory Compliance Co-ordinator (or nominee)
• Director Marketing & Recruitment
• Marketing Managers
• Program Managers
• Quality and Compliance Manager

The Complaints Committee may recommend a change in college policy or procedure as a


result of their deliberations. The relevant Senior Officer will be asked to respond with an
action plan, or a rationale why recommendation is not implemented.

2.5 External Review Agencies

If the complainant is not satisfied with the outcome of the internal appeal, they may seek a
review of the matter through an independent third party. A student may request a review
of the complaint and appeal through the National Student Ombudsman (NSO) which the

External bodies may require a student to have lodged and fully exhausted the College’s
complaints and appeals process before they will consider the complaint.

If the NSO refers the matter to another Commonwealth or State Government agency for
review, the College will assist the relevant agency to complete their review.

If the NSO determines the matter is outside the scope of their remit and the NSO does not
specify another suitable government agency to consider the matter, the student may seek
a review through the Resolution Institute for which the College is a member of its Student

While the parties attempt to resolve the matter, where relevant, the student will be
expected to continue to attend classes as normal (unless the student has a reasonable
concern about an imminent risk to their health and/or safety).

IF EXTERNAL REVIEW IS ENGAGED WITH:

The complainant has 10 working days from the date of the decision delivered by the
Complaints Committee to submit a request for an external review. The complainant must
provide written notification that they have initiation an external review and provide this
information in writing, along with the reference number provided by the NSO. This will
ensure appropriate governmental reporting can occur, where applicable.

• If the external review results in a decision or recommendation in favour of the


student, the College will immediately implement the decision or recommendation
and/or take the preventive or corrective action required by the decision, and advise
the student of that action
• If the external reviewer makes any general findings or recommendations, the
College agrees to appropriately consider those findings or recommendations,

3 Responsibilities
• The Quality and Compliance Manager will ensure staff are informed about this Policy
through communications and via the College’s website.
• The Academic Director or nominee will ensure students are advised of the Complaints policy
at Orientation.
• All Line Managers will ensure their staff (casual, part-time and ongoing) are advised of this
policy at induction.

4 Compliance
4.1 General
• Records of all complaints will be kept for a period of five (5) years. These records will be
under the responsibility of the Quality and Compliance Manager or nominee.
• Curtin College will take all necessary steps to ensure that information regarding the
complaint shall be disclosed only to those persons who have a right to the information
by virtue of their role in the complaints process.

• The Quality and Compliance Manager is responsible for the collation and analysis of
information about the type, causes and numbers of student complaints on an annual
basis. An annual report is provided to the College Leadership Team and the Board of
Directors updated with the number and nature of complaints three times per year.
