Chairman’s Message
I have been at NTC for over four years now. Our performance for 48 months
as a well-knit, lean organization has been stellar: However, addressing
perennial, extraneous issues that have bedeviled us for long has been, well, a
mixed bag. While NTC continues to ride an ascending curve, there are still
vexing administrative and legal issues viz a viz technologists to overcome
before we can say “we have arrived”. With each passing day, however, there
is clarity about issues that were obfuscated for long in a toxic mix of undefined
roles, confused interpretation of laws and adversarial positions held by
protagonists, i.e., engineers and technologists. Now all parties understand that engineers, engineering
technologists, and engineering technicians are part of the same engineering team and must work harmoniously to
complement each other. Only then can we chart a new direction that bolsters technology, strengthens
technologists, and benefits Pakistan. The government’s sharp pivot towards technology -- and technologists as
professionals -- is now showing results.
Today, even laymen understand that engineering practice includes engineers, technologists and technicians who
complement each other with unique skill sets to achieve desired results. Engineers cannot perform their functions
without technologists, and technologists without technicians are incomplete. These professionals have different
skills sets that are not replaceable, but for employment and upward mobility, they must have equitable
opportunities.
HEC and NTC are working closely with the government for a sustainable policy framework that 1) Creates an
autonomous National Technology Council through an Act of Parliament, and 2) separates career paths for
engineers and technologists in sectors where both are employed. It is encouraging to note that PEC is open to
discussion on contentious issues to find sustainable solutions to long-festering problems. Be that as it may, it is
our earnest endeavor to define a career path for technologists with the same entry-point-pay-scale as their
colleagues, and similar promotions, albeit in a parallel service track.
To enhance the skill sets of technologists, HEC has offered 200 overseas scholarships for MTech. and Ph. D
programs. For some reason, these scholarships were withdrawn, and we are asking for revival of this scholarship
program. NTC is working with universities running accredited B. Tech programs to start M. Tech and Ph.D.
(Tech) programs after meeting HEC criteria. We are trying to create space for cross-fertilization where a
technologist can move laterally into an engineering slot after going through an assessment process. Similarly, we

are encouraging engineering universities to allow B. Tech graduates for admissions in M. Eng. programs after
assessment. At NTC we encourage HEIs to admit premed [Link]. students into Bachelor of Technology programs,
with the caveat that they take additional mathematics courses that their pre-engineering colleagues have done.
I am happy that more and more HEIs running bachelor’s in technology programs are applying for accreditation,
and graduates are registering themselves in increasing numbers. Only with a robust regulatory framework and
stringent quality assurance protocols can we wash the societal stigma that is often attached to these professionals.
HEIs are “factories” where skilled manpower is produced under the regulatory framework set by HEC and NTC.
The success of our endeavors is measured by the touchstone of quality of graduates.
To raise standards, NTC undertook a major exercise to develop curriculum for engineering technology programs
based on OBE and OBA models that are in substantial compliance with the Sydney Accord. With the help from
HEC, we have finalized curriculum for 20 (twenty) streams, and I am pleased to say that these are state-of-the-
art documents.
NTC’s singular purpose is to strengthen the technology sector with robust quality assurance protocols that helps
produce skilled graduates to become powerful factors of production in Pakistan’s development. It is heartening
to note that technologists have acted professionally and given NTC strength to address their concerns in different
forums more effectively. We are a family. Pulling in unison we can achieve great results. Together we shall clear
the historic debris and afford you fair opportunities to excel in your areas of expertise. For this I need your
continuous support!
I would like to thank HEC, Ministry of Education and Professional Training and Planning Commission of
Pakistan for their support in our efforts. And finally, I thank technologists for the trust and support they have

Introduction
National Technology Council (NTC) is a subsidiary of HEC with a mandate to regulate technology education at
graduate and post-graduate levels in Pakistan and register engineering technologists on its roster. Through an
intense accreditation process, the regulatory framework ensures that standards are met by HEI’s running
technology programs. We ascertain that technology education curricula are aligned with NTC and HEC
guidelines, have substantial equivalence with international standards, have inbuilt Continual Quality
Improvement (CQI) protocols, and are based on Outcome Based Education (OBE) defined by the Sydney Accord.
Vision Statement
Produce technologists with marketable skill sets that earn them personal dividends, and with their hands-on,
cutting-edge technology prowess, be a key driver in Pakistan’s transformation and development.
Mission Statement
Help and facilitate HEIs to develop, implement, and monitor academic technology programs in compliance with
NTC's regulatory framework that produce high quality technologists with required professional attributes, and
who are creative, innovative, and have hands-on technical skills that benefit society and leverage national
development.
Code of Ethics
Technologists must honor a code of ethics that upholds integrity, dignity, and fair-play in the profession by:
• Using their knowledge and skills to improve health, safety, and welfare of people
• Being honest, impartial, and serving their employers and the public with fidelity
• Striving to enhance competence and prestige of the profession
In performing their professional duties, Technologists shall:
• Hold paramount the safety, health, and welfare of the public
• Restrict services to areas of their competence
• Uphold universally acceptable laws and the highest standards of professional conduct, and

• Place service before profit; honor and standing of the profession before personal advantage; and public
welfare above all other considerations.
NTC’s Engineering Technology Education Framework
• Engineering Technologists must have skills to use science and mathematics to install, test, operate, and
maintain finished engineering products and processes.
• Engineering Technologists education requires spending minimum 70% of contact hours in laboratories,
field work, or supervised industrial training, and 30% contact hours in face-to-face classroom studies.
• In addition to technology-specific courses, curriculum for technology programs must include
compulsory common courses (General Education courses) taught face-to-face, preferably to mixed
classes across disciplines, and as defined in the curriculum.
• Academic programs should be flexible and allow students to graduate with any of the following options:
o Course work, laboratory practice, credit earning project/s, and credit earning, verifiable, mandatory
Supervised Industrial Training (SIT) in 8th Semester, or
o Course work, laboratory practice, credit earning project/s, and credit earning, verifiable, Supervised
Industrial Training (SIT) in 7th Semester (Optional) and 8th Semester (Mandatory).
• National Curriculum Review Committee (NCRC) includes: 1) HEC, 2) NTC and, 3) HEI’s along with
coopted subject specialists from academia and industry.

Major Activities During FY 2023-2024
1. NTC Board of Governors Meeting
The governing body of NTC is called the “Council”, and its members are persons of eminence who are experts
in their respective fields. In the year ending June 30, 2024, the Council met one time. Details of the Council
Meeting are given below:
11th Meeting of National Technology Council (NTC) was held on 28th March 2024 at 10:30 AM in HQ H-9,
Islamabad. After that the Agenda of the Meeting was discussed. Salient points are as follows:
• Some programs from the 2018 and 2019 intake batches, initially permitted without visits, are still seeking
accreditation after the deadline has passed. The Council approved the accreditation, ensuring due process
and visits to the HEIs to prevent students from suffering in their careers.
• The Council agreed to impose a fine of PKR 50,000/- on the HEI for every student beyond the allowed
intake on the HEI, with the proviso that relaxation of 10% beyond the allowed intake should be allowed
to facilitate the universities. Fine will be charged to the university and not students.
• For F. Sc Pre-Medical students to be eligible for admission to all Engineering Technology programs at
the undergraduate level, the council approved that universities should create an admission mechanism
where students must pass the university’s admission test and take an additional Math course (F. Sc Level,
designed by the HEI) in their first semester, which will not count towards the degree credit hours.
• The document discusses faculty proposals for higher education programs. Key points include leaving
decisions on Associate Professor and Assistant Professor positions to the discretion of the Higher
Education Institution (HEI), submitting phased plans for faculty pyramid achievement, and agreeing with
the National Technology Council’s proposal for Professor-of-Practice positions.
• The Council agreed that if no visit has been scheduled by the HEIs within 3 years after the zero visit, their
status as an ongoing program must be revoked, and their name struck-off from NTC websites. The council
also suggested that warning letters must be sent to wayward HEIs as a reminder of the pending visits. The

council suggested that HEC must not attest degrees that permeate out of programs that are not accredited
by NTC.
• The Council decided that Information Engineering Technology must be treated as a separate program from
Software Engineering Technology.
• The National Curriculum Review Committee (NCRC) meeting was carried out for 20 engineering
technology programs i.e. B.E. Tech Argo Industrial, Aircraft Maintenance, Architecture, Automotive,
Avionics Maintenance, Biomedical, Chemical, Civil, Computer, Electrical, Electronics, Energy,
Garments, Industrial, Information Security, Mechanical, Mechatronics, Petroleum and Gas and Software.
During the meetings, Members emphasized the importance of curriculum as the backbone of any academic
program and allowed NTC to conduct NCRCs for the engineering technology in [Link]. Information,
Food and Metallurgical programs.
• It was approved allocating seats for international students in Pakistani universities. The Higher Education
Commission will place students from OIC countries through NTC (National Testing Centers) in leading
universities. Up to 5 extra seats will be allowed beyond NTC’s approved strength. The decision aims to
enhance educational opportunities for international students.

2. Accreditation Committee Meetings
Accreditation Committee Meetings are held to adjudicate on recommendations of the Accreditation Inspection
Committee (AIC) reports regarding technology programs. The Accreditation Committee plays an important
role in ensuring that standards are strictly maintained by HEIs in running academic programs. In the year
ending June 30, 2024, the Committee met two times. Details of the Committee Meetings are given below:
i. 6th meeting of Accreditation Committee of NTC was held online on 6th July 2023 at 10:30 am.
ii. 7th meeting of Accreditation Committee of NTC was held online on 3rd October 2023 at 10:30 am.
iii. 8th meeting of Accreditation Committee of NTC was held online on 2nd January 2024 at 10:30 am.
iv. 9th meeting of Accreditation Committee of NTC was held online on 28th February 2024 at 11:00 am.
v. 10th meeting of Accreditation Committee of NTC was held online on 6th June 2024 at 11:00 am.

3. Registration Committee Meeting
The Registration Committee plays an important role in ensuring that registration of technologists is being
done according to rules, fairly, and without prejudice. The Registration Committee met one time during
the year, and details are given below:

4. One Day Stakeholders Meeting
NTC and UITU were jointly organized a Sindh stakeholder meeting of leaders of the industry, private sector
HEIs, Polytechnic Institutions, GCT’s, and Vocational Centers to leverage government-academia-industry
linkage as a triple-helix model to strengthen engineering technology programs in GCTs of Sindh. The event was
held on Tuesday, November 28, 2023, from 11 am to 5 pm at UIT University, Karachi.

5. Program Evaluator Trainings
Program Evaluators (PEVs) perform the crucial role of visiting program sites and make critical judgements about
the strengths and weaknesses of programs (and HEIs) they witness. NTC has developed a detailed field-proforma
that PEVs are asked to fill based on their assessment. While the language of the proforma is direct and user
friendly, we feel many PEVs are not clear of how to assess programs on the multiple criteria and rubrics. To train

Curriculum is the foundation on which rests the edifice of education. NTC involved expert stakeholders from
across Pakistan to develop state-of-the-art documents that are user friendly and ensure graduate have the skill sets
that the market, and Pakistan, needs. Acknowledging HEIs as our partners in this endeavor, we decided to launch

6. Accreditation Visits
Accreditation is a quality assurance process to ensure that HEIs offer high quality technology education programs.
In this context, services, operations and resources of an HEI, the program parameters, and the curriculum used
are examined and evaluated by an Accreditation Inspection Committee (AIC), comprising of an external Team
Lead, external subject expert(s), and a nominee of NTC for coordination. The AIC determines if the program is
following HEC and NTC standards. and whether these are updated regularly to be in step with dynamic needs of
the industry.
