Sub: Seniority Lists – Panchayat Secretaries – Preparation of Seniority List Panels
and taking up Promotions to fill up the vacancies of Grade-V to Grade-I –
Official Committee to be formed - Schedule given and certain instructions
issued – Submission of information – Regard.

Kind attention of the Nodal District Collectors of Erstwhile Districts in the
State is drawn to the subject cited above.
It is noticed that, there are several posts fallen vacant in the cadre of Grade-
V, Grade-IV, Grade-III, Grade-II, and Grade-I Panchayat Secretary posts in all the
Districts due to which, the Gram Panchayat Administration is being severely
hampered.
Therefore, all the Nodal District Collectors of Erstwhile Districts in the State
are requested to prepare the Seniority Lists pertaining to the cadre of Panchayat
Secretaries Grade-VI, Grade-V, Grade-IV and Grade-III and accordingly panel shall
be prepared in the Cadre of Grade-V, Grade-IV and Grade-III duly taking 31-08-
2025 as cut-off date for estimating the vacancies, reckoning the adequacy of
SC/ST/PBD candidates for preparation of panel and seniority list to take up
promotions to fill up all the clear vacancies in their Districts, where the District
Collector is the Appointing Authority for the above posts.
Further, the Nodal District Collectors of Erstwhile Districts are requested to
submit information pertaining to Panchayat Secretaries Grade-I and Grade-II to this
Office for preparation of Zonal Inter-se-Seniority List.
The Nodal District Collectors of Erstwhile Districts are further requested to
submit Confirmed District Seniority List pertaining to Panchayat Secretaries Grade-
I I I except Zone-III Districts where Court Case [Link].11558 of 2024 is
pending in Hon’ble High Court, to this Office for preparation of Inter-se-Seniority
List for Grade-III Panchayat Secretaries.
In order to complete the above exercise of preparation of Seniority lists
correctly, the following Committee of Officers is here by constituted for the
preparation of Seniority list with the District Panchayat Officer of erstwhile / new
Districts, Chief Executive Officer and erstwhile District Audit Officer and the

following Schedule is given to take up the exercise.

The Committee shall prepare the information pertaining to Panchayat
Secretaries Grade-I and Grade-II and submit the information to the Commissioner,
PR&RD by 05-08-2025 so as to prepare Zonal Seniority list of Panchayat
Secretary Grade-I and Grade-II in the two proformae given. They are also
requested to identify all the vacancies and fill up the vacant post of Panchayat
Secretary Grade-III, Grade-IV, Grade-V where the District Collector is the
Competent Authority and further the District Collectors are requested to furnish
vacancy positions pertaining Grade-I and Grade-II Panchayat Secretaries in the
vacancy proforma given (Proforma-III)
The Nodal District Collectors of Erstwhile Districts are requested to issue
instructions to all the above Officers to complete the entire exercise as per the
schedule given above so that, all the vacancy posts of Panchayat Secretaries from
Grade-V to Grade-I are filled-up by promotion to streamline the Gram Panchayat
Administration and furnish the information in the proformas enclosed to this Memo.
