 Man Movement restriction during lifting of buffer tank
 Fence removal from the west side of the compound wall (15 m)
in order to position the crane in an east-west position on the
building's west side.
1. Safety  For Outrigger position and counterweight swinging, the cable
trench needs to be open and the sand bags need to be filled
from the back.
 As specified in the logistic plan, 2 camera poles and 2 light
fixtures to be removed in order for the crane to swing
 Fall Protection and access for buffer tank pedestal at super
terrace.

Project Manager:
 Arrange required quantity of Buffer tanks/Lifting equipment and manpower based on schedule.
 Arrange the required tools for related work.
 Co-ordination with procurement team for arranges materials.
 To ensure people safety.
Project Engineer:
 Organize team meeting with work allocation for the activity completion.
 Update and inspect the works physical fitness.
 To ensure necessary permit and area clearance prior to start the activity.
 Monitoring and controlling operations and conduct necessary measures to prevent non-
confirmation works.

Site Quality engineer:


 Identified site quality engineer is responsible for preparation of project specific quality documents
in consultation and support from regional quality representative.
 Make sure effective implementation of approved quality plans and quality control procedure during
execution of works.
 Responsible for communicating with all site staff about quality requirement and responsible for
reviewing all related subjects.
 Regional quality representative will be responsible for organizing Quality Audits with coordination
of site and project management.
 Responsible for all corrective action in coordination with project team and close the non-
conformity identified during quality audits.

Safety Engineer
 Collect and verify the lifting equipment documents are complying with safety requirement.
 Hand tools and Equipment inspections with help of authorized electrician.
 Collect relevant information from the subcontractor with respect to work, equipment and
personnel.
 Check suitable safety requirements in place during operation of the works.
 Implementation and follow up the Permit System
 Conduct toolbox meeting & explain to crew about the lifting works, along with risk involvement and
required safety equipment to execute the works in safe manner.
 Periodic testing of tools, safety harness and ladder.
 Signage’s for Lifting and shifting.

Lifting Supervisor:

 Working as part of a team to ensure lifting operations comply with the law and they secure the
health and safety of employees and of all those affected by the operations
 Co-ordinating and supervising all lifting activities in accordance with the Lifting Plan
 Briefing all lifting team members
 Being present during all lifting operations
 Ensuring that ground conditions are safe for any operations involving mobile cranes
 Taking suitable measures to rectify unsafe conditions
 Ensuring only registered operators and appointed staff are involved in any lifting operation

 Preparation of Lifting plan

Rigger and signalman:

 Align, level, and anchor machinery.


 Must have valid TPC Certificate.
 Attach loads to rigging to provide support or prepare them for moving, using hand and power tools.
 De slinging and store rigging equipment after use.
 Select gear such as cables, pulleys, and winches, according to load weights and sizes, facilities, and
work schedules.
 Signal or verbally direct workers engaged in hoisting and moving loads, to ensure safety of workers and
materials.
 Test rigging to ensure safety and reliability.
 Tilt, dip, and turn suspended loads to manoeuvre over, under, and/or around obstacles, using multi-
point suspension techniques
 Check slings, Check load, Check lifting gears
 Ensure load lifted is safe and balanced
 Ensure loose loads are secured
 Report defective lifting gear to Lifting Supervisor
 Use paddings on the load edges
 Check load is properly rigged
 Give correct crane hand signals

Fence removal at west side area:


• By using AG -7 cutting machine to Cutting the Base of fence column. (Need to follow the Hot work
Requirements in the site.)
• After Cutting is finished the fence is shifted to south side of building & Kept at side.
Vehicle entry and erection for 3 Buffer Tank: (North to South Position)
1. Parking mobile crane area ground stability to be checked by competent person before performing
the job (by PMC CBRE).
2. Vehicle entry through Exit gate and exit via same gate.
3. Self-declaration of Visitor, induction to driver and provide mandatory PPEs to driver before
entering in the work location. (mask, helmet, hand gloves and shoe and reflective jacket
[Link] inspection and ensure Physical condition vehicle-truck, brake, rear alarm, tire condition, rear
mirror ,Seat belt parking brake and lighting and as per motor vehicle act should be comply to provide
2nos of wheel choke kept under the vehicle wheels to avoid self-movement
4. Before allowing the loaded vehicle to enter inside gate, make sure all documents (Vehicle
RC/Insurance/Pollution/vehicle load details & Valid Driving License etc.) are available and valid as per
site safety standard requirement.
5. Make sure clear the road from the main gate to west side of the building (west wing) for 500 Ton
crane entering inside site premises using Competent signal man, after verification of necessary crane
documents are available and valid as per site requirement.
6. Work must be performed as per the approved SWMS & HIRA for the activity.

7. Ensure access or pathway is free without obstacles and slip trip hazards. Follow designated
logistic pathway for the crane/trailer movement.
8. Lifting supervisor will lead the lifting operation at site.
9. Ensure lifting permit applied before performing the task. Carry out toolbox talk before performing
the task and the approved lifting plan to be discussed.
10. Ensure safe working of Manual handling to the Team involved if any.25 kg will be allowed to lift.
11. Ensure Close Supervision and monitoring during the activity.
12. Activity area must be barricaded with proper awareness.
13. Caution signage’s displayed to avoid any unauthorized access.
14. Ensure Job specific PPE’s (Safety Shoe, Safety Helmet, cut-resistance Hand Gloves and Safety
Goggles) are worn by the workmen while performing the Task.
15. Pre task meeting will be conducted before every lifting activity along with the presence of
Competent Operator, Competent lifting supervisor, competent rigger, competent signalman, Engineer.
16. Clear overhead obstruction like cables and others.
17. To ensure vehicle speed limit at site 15km/h & vehicle movement away from pedestrian walkway,
during night hours use baton light to control the vehicle movement
18. Make sure leveled surface and soil compaction of truck movement area and crane positioning
location (will do the soil test if required), considering Buffer tank lifting plan to terrace level. Before
positioning underground utilities along the driveway and positioning point need to be located and
approval should be obtained if any.
19. Ensure area clearance with free of materials and flat surface to position the crane and Buffer
tanks in west side of the building.
20. During night hours to be provide adequate lighting and ensure lux level.
21. Competent Lifting supervisor monitor the work until completion of work and Provide barrier and
signs.
22. Provide Proper Barricading and Signage’s around the Lifting Area to avoid Un-authorized entry
till completion of the unloading and lifting task.
23. Receiving of 500 Ton Crane with Luffing jib materials for Assembly at Site:
24. Check the vehicle documents TPI, Load chart and operator certificate properly and ensure
comply all safety requirements prior to allow the vehicle inside site premises.
25. Bring the 500 Ton crane near to the west side of the building
26. Using F-15 Fix the Steel plate (Base plate will be shifted to outrigger markings.
27. 500-ton crane will be positioned at the marked location with proper signal man and stability level
for the outriggers to be ensured by lifting supervisor.
28. After getting necessary work permit and rigging plan from safety team Buffer tanks/Luffing
boom/Tie rod/ Rope reeving pulley and Counterweight materials will be unloaded from the truck
with help of 500 MT Crane one by one near the lifting point, inline to lift the materials using 500
Ton Crane. While unloading use scaffold or Ladder to reach the truck and slinging work.
29. Luffing Jib loaded vehicle ((12M+12M+12M+3M+3M) Mtr (5nos) capacity of each Luffing Jib) &
MT Counterweight Winch, Counterweight- MT vehicle- 2 Nos. Will be allowed inside the gate
one by one after verification of all relevant documents as per site safety team requirement using
signal man.
30. Counterweight lifting procedure - counterweights will be transported in two Trailers and
maneuverer in front of the Crane 1st Trailer two pieces, counterweight will be unloaded by 500
TON telescopic crane and placed on crane platform one by one each one above the other then
crane will self-erect the counterweights using its counterweight loading mechanism.
31. After all the required counterweight for the crane are loaded. The main boom of the crane is
lowered and placed on the backside of the crane.
32. Once the Boom is placed in the appropriate position, the crane operator lowers the hook block
safely to the ground and the hook block is removed from the Boom.

33. Luffing Jib will be installed with the help of 80 T crane, scaffolding/ scissor lift; Ladder will be
used for luffing the pins Connections.
34. After completion of Unloading the materials of Luffing Jib 5 Nos. of (12M+12M+12M+3M+3M)
Mtr. Luffing jib Fixing in the North side Road. Long and Counterweights 100 MT etc.,
counterweight will used.
35. After completion of Luffing Jib Connection, necessary Tie rod Luffing rope reeving pulley
arrangement will be done to ensure proper levelling of Luffing Jib and adequate supports with 80
Ton Crane. (No of rods need to be Luffing, and Luffing procedures)
36. Post completion of above exercise, Hook Block will be fixed to the luffing jib, all tie rope joints will
be ensured.
37. Once completed the Jib erection, invite “Third Party Inspection” to check and ensure fitness of
the lifting equipment, prior to start lifting and obtain necessary Certification (TPI). During the trial
checkup, walkie talkie will be used for signaling to operator for smooth operation of crane with
help us competent riggers.
38. 80 Ton crane will be taken outside and the trailer with the buffer tank will be brought to the west
side.

Scaffolding Access to super Terrace Location:


• Tubular Scaffold will be erected in the West side for the Access to the Super terrace Location.
• After Inspection done by Scaffold Inspector. Then he will Provide Green Tag for the Scaffold.
• Guard rail system used in the Top of the Beam as edge protection for buffer tank lug securing with beam
by drilling.

Unloading of Buffer Tank (Near to staircase no: 3 west side):


• Proper Barricade signage’s in the work area
• Bringing the Trailer in Reverse Loaded Buffer Tank Bring near to staircase no - 3 west side by using
Competent Flagman at 2 sides.
• Extending the Boom & Slinging the Buffer Tank by 500-ton crane Using Ladder. (Maintain 3 Point
contact while climbing the Ladder)
• Remove the chains from the Trailer.
• Check the Centre of the Gravity.
• Lifting the Buffer tank & Unloading in the staircase no-3 west side.
• Trailer Released from the Site.
• 50 ton will be brought to the lifting area and will be positioned for Tandem Lifting.

Vertical Position of the Buffer Tank from Ground Level: Tandem Lifting

• 500-ton crane & 80-ton crane will be used for Tandem Lifting (Top and Tailing method) of the Buffer
tank.
• Top Part of the buffer tank will be slinged to the 500-ton Crane and the Lug support of the buffer tank will
be slinged to the 80 Ton crane using wire rope and Bow shackle by competent rigger.

• Both cranes together lift the Buffer tank to a 3M height, The Lifting supervisor & competent Signalman
will provide the Signal for the Tandem Lifting.
• 500-ton crane lifted the Buffer tank and slowly 80-ton crane lowering the Hook to lower level. Top &
tailing method Followed.
• After Load is stable on the Ground. Ensure No load acted on both the cranes.
• Competent rigger will de-sling the wire rope and bow shackle from the 80-ton crane.

Buffer Tank Lifting to Super Terrace Level:

• After slinging of all wire rope and Bow shackle with buffer tank lifting point at top of the tank (4Nos x13.5-
ton) Bow shackles and 4nos wire rope 4.6-ton x 9m) by competent rigger, it can be lifted slowly
vertically.
• Lifting the Buffer tank from Ground floor to Super Terrace Location.
• Then buffer tank will lift to super terrace level and position the tank at designated location.
• During lifting of buffer tank, two competent signalmen will be signalling to crane operator as one signal
man standing at super terrace level and another one at ground floor near to crane for smooth operation.
(communication procedures need to be provided: walkie talkie)
• Access to super terrace will be done via tubular scaffold.
• Once, tank lifting and reaching to super terrace level near to the concrete beam it can be positioned on
the beam.
• The workers will move to the Beam wearing Full body Harness and anchor the snap Hook in the Guard
rail system and the crew will Drilling the Beam (HILITI paste is put in the Drilling hole). anchor fastener is
Installed in the support.
• The first Buffer tank with Load bearing Support (MAA-20-DC3-TF-Tr58-Bt-05) placed in 4 of the Position
from east side.
• After completion of tank position workforce will detach the lifting gears from buffer tank by using Ladder
for access, while riggers should hook his full body harness on the eye of the buffer tank by
simultaneously de slinging and anchoring on the eye of buffer tank.
• Same procedure will be followed for 2nd 3rd Buffer tanks

• After successful completion of tank erection, dismantling of Luffing JIB will be done following using 80-
ton crane and approved ladder for height access by the crew. (2nos Bow Shackle 13.5 ton and two no of
wire rope SWL 4.6-ton x 6m length)
• Crane with Luffing jib Turned to North side. Luffing jib slowly down to the west side.
• Position the 80 Ton crane in the west side for dismantle of jib from 500-ton crane.
• Removing the Jib Hook Block from the Luffing jib by using 80-ton crane.
• Luffing Jib Slinging by Rigger hold by 80-ton crane.
• Cotter pins Removing & Removing the Jib sections one by one by using scissor lift, approved Ladder &
Loaded in the Trailer. Secure the Luffing jib properly & release the trailer from the site immediately.
• Connecting the crane Main hook Block.
• Completion of dismantling the Luffing JIB, it shall be loaded on the trailer and will send back to outside
premises.
• Removing counterweight piece one by one by using 500-ton crane.
• After completion of counterweight removal, the 500-ton crane outriggers will be retracted.
• Shifting of the steel plates of outrigger using F15 crane to the vehicle.
• Housekeeping to be done after the work completion.
• The same exercise shall be followed for all 3 tanks, lifting and position (one by one) following safety
standard.

• Make sure proper illumination are made available in lifting point at GF and position point at Super
terrace level if daylight is insufficient during works or upon site requirement.
• Then, 500-ton & 80 ton & F-15 crane shall be de-mobilized from site.

A. Collapse of Structures / Lifting Appliances Procedure:

1. Alert people in the area of immediate need of evacuate.

2. Disconnect the Power Supply.

3. Cordon off the area.

4. Before approach to casualty for rescue, ensure unstable / hanging componets above your pathway are in
stable condition from further collapse and it is safe to procede for rescue.

5. Search for trapped or injured people.

6. Seek for emergency firstaid, arrange for strecher.

7. Stabilize the incident and provide life safety

8. After preliminery required firstaid, rush the casualty to an identified hospital near by

9. In case of fatal or likely to be fatal, inform local police, H. O.(President, Corporate HSE Head, Regional
Head & Regional HSE Coordinator).
