1 Introduction
1.1 Project Background
BP Berau Ltd., hereafter known as COMPANY, is the operator of Tangguh LNG, a two train
natural gas (NG) liquefaction facility in Bintuni Bay, Papua, Indonesia. The facility includes
associated onshore infrastructure, two offshore platforms, pipelines and twelve wells. These
facilities are the Trains 1 and 2 developments at Tangguh.
COMPANY has initiated the Tangguh Expansion Project to commercialise the incremental
resource into high margin gas markets based on a single LNG (liquefied natural gas) train
expansion (Train 3).
Tangguh Expansion Project will consist of new offshore facilities, including wellhead platforms
and pipelines, and onshore development on the existing Tangguh brownfield site. The new
onshore facilities will include one additional natural gas liquefaction train of a similar design and
capacity to the existing trains, an onshore receiving facility (ORF), new LNG and condensate
loading berth, additional boil off gas (BOG) recovery, utilities, flares and the infrastructure to
support logistics and the associated increase in the temporary and permanent workforce.
The Tangguh Expansion Project comprises of the following new facilities:

This Control Narratives describe the control scheme throughout new facilities and plants
developed under Tangguh Expansion Project scope. Control strategy for each unit will be
described on the dedicated control narrative document.

The AGRU, Mercury Removal and Dehydration Units shall be referred collectively as the “Warm
End” of the LNG Train. In addition, the Liquefaction, Fractionation and Refrigeration Units shall
be referred collectively as the “Cold End” of the LNG Train.
Train-3 Total Shutdown

The Train-3 LNG facility and its associated units are provided with a total shutdown switch which
can be activated by operator from MCR (900-HS-31001).
Upon the activation of Train-3 shutdown, the following units are trip and isolated:
– Unit-011 – Condensate Stabilization Unit
– Unit-017 – Onshore Receiving Facility (ORF)
– Unit-023 – Acid Gas Removal Unit (AGRU)
– Unit-033 – Mercury (Hg) Removal &Dehydration Unit
– Unit-043 – Gas Liquefaction & Fractionation Unit
– Unit-053 – Refrigeration Unit
Utility sections will not be affected by Train-3 total shutdown since utilities are required to
ensure safe shutdown of the train-3 process plant. A permissive will be given for operator to
manually shutdown the utility systems.
Note that existing LNG facilities (Train-1, Train-2) and existing Utility facilities are not affected by
the Train-3 total shutdown as well.
Each process unit is provided with a mean of unit shutdown, to allow shutdown and isolation of
the respective unit.

Train-3 Depressurization

The Train-3 LNG facility and its associated units are provided with Emergency Depressurization
(EDP) switches to facilitate depressurization of the facility.
Emergency depressurization shall be manually activated by respective EDP switch located in the
MCB. Each depressurization zone shall have one dedicated EDP switch which will trigger the
opening of depressurization valve (USVD(s)) within the same depressurization zone. All EDP
switches not allowed to activated at a time, in order not to overload the flare system during the
relief and depressurization.
Upon activation of EDP switch of any depressurization zone, it will automatically initiate “Train-3
Total shutdown”. When the isolation valves at the respective depressurization zone for each
section are closed, the corresponding depressurization valve (USVD) will automatically open. A
timer is applied to override the depressurization permissive so that even if the isolation valves
(USVEs) are not closed, the depressurization valve will start to open when the timer elapsed. The
same timer shall be set for USVDs in the same depressurization zone. Activation permissive and
timer for each depressurization zone to be set as follow:

6 Typical functionalities
The reference for the loop typical, can be found on section 7 document no. TEP-900-SPE-
CS-BP4-0036. (Project Specification for PAS Software Functional Design).
These typical has been used by ICSS for T1 & T2.
And also typical drawing as mention on the project documents.
Reference document for typical software SIS & FGS were found in:

In this General Control Narrative, TEP-900-SPE-CS-BP4-0036 document is used as main
reference.
The typical is one block that can be combine in the software configuration on the ICSS.
Below are basic typical for each function of control. Combination of the typical block are
consider as non-typical or complex loop control.
The detail / specific requirement of each configuration are found on each of the process
unit Control Narrative.
Single loop control is performed using a standard PID function block. The value of the
process variable (PV) is received from the field via a FCS analogue input module and is
linearized in the field device. The manipulated value (MV) is output via an analogue
output module to the field. Operator can change the controller set point (SV) in AUT
mode from HIS.
Process alarm can be generate by Alarm setting L, H that can be set as part of variable on
the software, include the priority setting of the alarm.
Controller will regulate the output as a closed loop. Control action of the controller
applied on analogue output module and represented as direct action or reverse action, It
will depend to the process requirement. See section 3, Terms and Definitions on this
document for Control action definition.
. The Valveanalogue control output action related to valve behaviour during fail condition
in which direct action refers to Fail Open Close valve and reverse action refers to Fail
Close Open valve. Control Valve Analogue Output action for each valve specified in detail
on each unit control narrative that will refer to P&ID.
The initialisation condition of controller shall be in MAN mode.
In MAN mode, operator only can change the controller output (MV), and the controller
set point (SV) is tracked with PV.
If a transmitter is detected as bad PV (IOP), then Controller mode shall be change to MAN
mode. and if controller detect bad output (OOP) then MV remain last value. When input
or output recover to normal condition, MV display at faceplate shall go to 0% for fail close
valve and 100% for fail open valve.
PID tuning parameter of this controller will follow the initial parameter for start-up
purpose then will be set as per the tuning of the process later on during commissioning.

This typical has the similar functionality as typical TYP_0110, with the addition of an one-
shot output reset function that will allow for interlock action, pulsing the controller to
manual mode with a specified output in response to a digital tag (e.g. in response to a
trip signal from SIS).
On initiation of a trip condition (Trip = 0 status; Healthy = 1 status) from SIS, the
controller will be set to MAN mode with output set to a predetermined value PMV for
one-shot.
Example : when SIS send trip signal, FICxxx set control mode to Manual Mode , and set
the controller output to 0%, operator can change the parameter. The controller mode
and output can then be changed again even though the initiating trip condition is still
present.
The Output value will be define on the Cause & Effect diagram or P&ID documents or

This typical has the similar functionality as typical TYP_0120, PID Controller with interlock
initiation and with additional Local Display value of the analogue input PID controller that
generated from the Analogue output hardwired to Local Indicator at field; this
configuration is similar with TYP_0012 (Analogue indication with local display).
This typical has the similar functionality as typical TYP_0140, Two PID controller as master
& slave with the addition of an one-shot output reset function to the PID Slave controller
that will allow for interlock action, pulsing the controller to manual mode with a specified
output in response to a digital tag (e.g. in response to a trip signal from SIS).
On initiation of a trip condition (Trip = 0 status; Healthy = 1 status) from SIS, the slave
controller will be set to MAN mode with output set to a predetermined value PMV for
one-shot.
Example : when SIS send trip signal to slave controller, LICxxxx set control mode to
Manual Mode , and set the controller output to 0%, operator can change the parameter.

controller that generated from the Analogue output hardwired to Local Indicator at field;
this configuration is similar with TYP_0012 (Analogue indication with local display).
On initiation of a trip condition (Trip = 0 status; Healthy = 1 status) from SIS, the slave
controller will be set to MAN mode with output set to a predetermined value PMV for
one-shot.
Example : when SIS send trip signal to slave controller, LICxxxxx set control mode to
Manual Mode, and set the controller output to 0%, operator can change the parameter.
The controller mode and output can then be changed again even though the initiating
trip condition is still present.

Control Narrative for each unit.
In a split range control loop, the manipulated variable (MV) signal from an
upstream controller is distributed and sent to two output destinations such as control
valves. The splitter uses MV signal from a single upstream control loop to switch and
cascade multiple downstream control loops varying in their working range. The
splitter defines how each valve is regulated corresponding to the controller output
changes from 0 to 100%. This typical is used where an output from single controller
is split and used to drives two valves. The controller has the similar PID control
functionality as TYP_0110.
Each actuator is represented by an auto/manual station function block. In normal
operation, the blocks shall be in CAS. The function block can be change to MAN only
when the controller in MAN mode. The operation of each valves individually is possible
when its function block in MAN mode.
To ensure bumpless operation when the function block is changed from MAN to CAS, the
following will be applied :
Dead band around split range point may be applied to prevent controller
oscillation and shall be determined on case by case basis. Dead band range refer to
control narrative list on each unit.
This typical has the similar functionality as typical TYP_0150, with the addition of an one-
shot output reset function that will allow for interlock action, pulsing the PID controller to
manual mode with a specified output in response to a digital tag (e.g. in response to a
trip signal from SIS), which mean will drive both outputs of the valve opening.
On initiation of a trip condition (Trip = 0 status; Healthy = 1 status) from SIS, the
controller will be set to MAN mode with output set to a predetermined value PMV for
one-shot.
Example : when SIS send trip signal, PICxxx set control mode to Manual Mode , and set
the controller output to 0%, operator can change the parameter. The controller mode
and output can then be changed again even though the initiating trip condition is still
present. Both valves will follow the calculation of split range configuration

Analogue output hardwired to Local Indicator at field; this configuration is similar with
TYP_0012 (Analogue indication with local display).

This typical is for an override control loop with a low selector that reads one output from
a normal controller and another output from an override controller, selecting the lowest
output of the two by means of selector function block.

The Manual Loader function block offers the functionality of manually loading a
manipulated variable to an analogue output module. This mode is used to adjust directly
the output signal (MV) to control valve at a desired value or certain opening position.
This typical has the similar functionality as typical TYP_0180 with the addition of an One-
shot output reset function that will allow for interlock action, pulsing the controller to
manual mode with a specified output in response to a digital tag (e.g. in response to a
trip signal from SIS).
On initiation of a trip condition (Trip = 0 status; Healthy = 1 status) from SIS, the
controller will be set to MAN mode with output set to a predetermined value PMV for
one-shot.
Example : when SIS send trip signal, HICxxx set the controller output to 0%, operator can
change the parameter. The controller mode and output can be changed again even
though the initiating trip condition is still present.

Control Narrative for each unit.
Ratio control uses a ratio of two measured values as a manipulated variable. The ratio
calculation is performed by a function other than the standard PID controller. This control
strategy is used is to maintain an Operator determined ratio between the primary
(uncontrolled) and secondary (controlled) flows. This is achieved through a combination of a
Ratio calculation block & a PID controller. The output of the Ratio controller is used as the
setpoint for the PID controller.
In case of Bad PV of measured value used for the ratio calculation, the controller shall
be set to Initialization Manual (IMAN) mode; ratio calculation and output action are halted.
Therefore, ratio control output (MV) halts the setpoint value (SV) of slave controller such
as PID controller. Initialization Manual (IMAN) function is activated when the type of transient
error occurs at the output destination that allows control to be automatically resumed
without problems when the error is cleared. On Bad PV of PID controller, the requirement in
the PID control scheme shall be same as standard PID controller.
This typical is configure based on 3 (three) PID controllers (TIC-xxxxN) ;each PID
controller is the same typical as TYP_0110 (Simple PID Controller), A selector switch (HS-
xxxxx) allows operator to select one of PID controller which is the most sensitive for
possible change in process condition, to be used at a time. Also in case there is failure in
any one of the controller the operator can switch to another controller to continue the
operation.
This typical is cascade control type with manual selector to select Master controller.
The selected controller (known as “master” or “primary” controller) is responsible
for the controlled variable and operates in automatic mode (AUT) to send its output
signal (MV) to the setpoint (SV) of the second controller (known as “slave” or “secondary”
controller) which operates in cascade mode (CAS) and is responsible to regulate the final
control element.
When the cascade loop is closed, operator can only adjust the setpoint of the selected
master controller (TICxxxxN) while the slave controller (FICxxxx) is in cascade mode and
can’t accept any operator input.
Meanwhile unselected two master controllers MV will keep tracking the SV of the slave
controller (FICxxxx) to have bumpless transfer if operator change the other master
controller.
Access Level for Selector switch is operator.
For detail Cascade operation refer to typical TYP_0140 (section 6.11)
This typical is used to obtain a differential value between two transmitters or two function
outputs.
Process alarm function can be applied to this typical by set the alarm setting.
The flow compensation function operates on uncompensated flow measurement. In gas flow
measurement, gas flow is affected by change of pressure and temperature making it necessary
to compensate direct measured flow from transmitter based on actual pressure and
temperature measured.

As an example below is description transfer pump for lean amine.
These pumps transfer Lean amine from lean amine cooler to amine absorber (XX-T-XXX). The
pumps are designed with 4 x 33.33% capacity hence there are 3 pumps running in parallel by
manual start mode, while the 4th pump is standby.
When the flow rate runs lower than the pump minimum flow, it will be partially recycled to back
to the suction line to ensure continuous operation through individual pump mini flow controller.
In case flow low is detected (XXX-FAL-XXXX) in the common discharge line, the standby pump will
be automatically started to recover the flow. However if flow is not recovered and then flow low-
low (XXX-FALL-XXXX) is detected by SIS, all pumps XXX-P-XXXXA/B/C/D will be trip.
The pumps will be trip by SIS to protect against pump cavitation if one of the following conditions
is true:
- Suction pressure low low (023-PALL-XXXX)
- Other trip signal
Each pump is also protected by individual flow low-low (XXX-FALL-XXXX) in individual discharge to
trip the pump when flow low low is detected.
Typical of this Pump Auto Start is same as typical TYP_1343 on the previous section. As an
example below is description transfer pump for BFW. Procedure and other information also will
refer to that section.
XXXP-XXXXA/B/C – 2 pumps always run, if one pump failure, then stand by pump will automatic

It is advisable to record the metal loss typically every five minutes and generate a graph of metal
loss against time. Visual display of the data is very useful to check general trends and the
significance of any signal noise. It is also helpful in determining the filter factor for the corrosion
rate algorithm as detailed in the next section.

Depending on the units chosen for x and y, the corrosion rate may need to be converted to the
rate units required.
As an example if y is in units of mils, as determined from the formula in the Metal Loss from 4-20
mA signal section, and x is in units of days from some nominal origin.
Using a time base of 3 days of data for calculation of rate (i.e. 3 x 24 x 12 = 864 data points)
The corrosion rate from equations (1) and (2) would be in units of mils/day. This could normally
be converted to mils/year by multiplying by 365.
In setting up the algorithm the time period of 3 days in the example should be adjustable from 1
to 5 days to provide filtering as necessary to minimize noise yet give adequate sensitivity to
upsets. The shorter the time period, the more sensitive but noisier will be the rate calculation.
The longer the time period, the less sensitive but quieter will be the rate calculation.
The corrosion rate will calculated using the historical data and snap shot data from DCS. – to be
update on next revision, it will depend to the type of the transmitter that will be use. If the data
has been calculated, example: mill per year or mm per year, then DCS is not required to have
another calculation.
