Bridge Inventory Study in Dharamshala
The Himachal Pradesh Public Works Department (HPPWD) is responsible for the development, maintenance
and management of SHs/MDRs/Other roads and for the matters connected or incidental thereto. In case of
National Highways, some roads are maintained through NH wing of HPPWD under MoRTH. HPPWD officiates
from Nirman Bhawan located at Nigam Vihar, Shimla-171002. Bids are invited by HPPWD from shortlisted
consultants for Collection and analysis of bridge condition and bridge inventory data of Bridges on state roads.

Girder Bridge
In order to gain firsthand knowledge of the project roads and to know the existing conditions at site, a team of
Key Professionals of LASA had
visited certain bridge on 10th
November, 2018. The
Consultants have obtained a
good understanding of the
visited Bridge locations
particularly the present
condition of the bridges,
salient features, requirement
of rehabilitation works etc.
The information and data
gathered during the site visit
and review of TOR prepared
for the project have been
made use, in formulating our
approach and methodology
and work plan for carrying
out the assignment. The
findings of the site visit are
summarized in the following
sections:
3.3.1 Topography
The terrain in which project
roads fall is mountainous.

3.3.2 Climate and
Rainfall
The climate varies from hot and sub-humid tropical (450–900 metres) in the southern low tracts, warm and
temperate (900–1800 metres), cool and temperate (1900–2400 metres) and cold glacial and alpine (2400–
4800 metres) in the northern and eastern high elevated mountain ranges. The highest recorded temperature
was 33.1°C (91.58°F) and lowest recorded temperature was -4.8°C (23.36°F) C. The highest amount of rainfall
that has been recorded in Dharmasala is 3400 mm. The annual rainfall of Himachal Pradesh is 2909 to 3800
mm.
3.3.3 Economic Activities
The Himachal Pradesh Economy make a lot of profit from raising cash crops. The main food crops grown are
wheat, maize, rice, barley, seed-potato, ginger, vegetables, vegetable seeds, mushrooms, chicory seeds, hops,
olives, and figure. The State economy has recorded impressive growth and has a wide base with Agricultural,
manufacturing, industrial, mining, and tourism to name some.
3.3.4 Bridges
The following bridges are observed during site reconnaissance.
As per ToR, and further as per addendum issued by the Client, the time period shall be 195 days.
The Consultants’ have adequate competent staff to carry out all the tasks / activities required to complete the
assignment within time schedule. We have adequate resources and capabilities for conducting all field surveys
and investigations. The Consultants’ have also requisite experience and are familiar and in the knowhow of the
local conditions, rules / regulations and other pertinent requirements. The Consultants’ will take following
measures to complete the assignment well within the time schedule:
► Mobilizations and commencement of work immediately on formal signing of the contract. The
Consultants’ for this reason have proposed all the key experts from among their full time staff to ensure
availability without any delay; To induct resources timely as are required for the engineering surveys /
investigations and other surveys. A number of teams will be deployed simultaneously for field work, as
required by opening additional fronts to have the necessary data as early as possible; Regular monitoring
of the work plan / schedule and make revisions wherever necessary to make up for slips if any; Analyze
data and prepare various reports and documents as per work plan; Regular meetings with the Client and
counterpart staff.
3.5.3 Quality Assurance
Effective quality management on the Project will be achieved by the application of relevant procedures which
include definition of responsibilities and duties, implementation of project planning and review, appropriate
verification of inputs and project work, quality auditing and, where necessary, corrective action. These
procedures will generate quality records which are ensured by establishment and execution of activities and
tasks related to QA and QC, based on the concepts of ISO 9001:2008.
The Consultants’ have proposed to review the quality control exercised at various stages through the visits of
their experts from head office at appropriate intervals as considered necessary. This will ensure the accuracy
and the correctness of the study.
3.5.4 Innovativeness
The Consultants’ intend to apply the latest and innovative approaches that are proven and produced positive
impacts towards carrying out smoothly similar projects. Some of the innovative approaches to be applied for
this project would be:
► Sustainable and Systematic Monitoring of mobilization; Effective implementation of Quality Control
Program with review of quality assurance plan; Sustainable and Systematic close Monitoring of Work
Program and taking remedial actions to ensure progress as per schedule; Systematic Supervision of field
activities; Preparation and Handling of Digital Database for information storing; With the aim to evolve
engineering design based on Green Highways Principle, adopting environment friendly construction
technique using materials like fly-ash, recycled asphalt pavement materials, dismantled road materials,
stabilized materials etc. and Use of latest software’s for analysis and design.
3.5.5 Management Approach
The emphasis of the Consultants’ will be to ensure a proper management of all the issues and obligations
under the assignment. The Consultants’ approach to proactive management of services will be based on the
following actions:
► Close co-ordination with Client, site counterpart staff, Related Govt. Offices, etc.; Systematic and effective
working relation within the Consultant’s associates; Team Leader duly empowered to act and advise on
technical, administrative and financial matters; Strict adherence to the work schedule; Clearly defined
roles and responsibilities for each member of the proposed team; Sufficient flexibility to respond to
desired changes and directions; Systematic procedures for quality control; Well-equipped field office setup
electronically linked with Home office support; Computerized communications; Adherence to the ToR.
The Consultants will organize and arrange to make appropriate “Power Point” presentation to the relevant
stakeholders in order to explain the findings and options available.
Based on our understanding of the objectives and the detailed ToR, an appropriate methodology that
addresses the specific requirements has been proposed. Since the scope of services covers some independent
and interdependent activities, it is proposed to follow a TASK APPROACH to carry out the entire work
comprehensively and completely to the satisfaction of Client, by carrying out the activities corresponding to
each of the tasks.
The following paragraphs bring out the methodology, which is proposed to be used for carrying out the
individual tasks during the consultancy services of both the project roads part of the study and summarized in
Table.
The work shall be executed to the highest standards using state of art technologies. The consultant is free to
refer to the Indian/ International Standards best suited for this job and within the resources allocated. The
consultant has been provided with sample formats (Annexure A & B) for the entire bridge inspection and data
collection which shall be improved upon during the submission of the inspection report.
The complete operation and collection of data shall be subject to checks at all stages as deemed necessary by
the Employer which will be discussed during the inception report and will be freezed. The consultant shall be
liable to rectify such defects in data as brought out by the Employer or as noticed during the inspection and he
shall make good all deficiencies at his own cost. In addition, separate chapter shall be dedicated in inception
report on the way of presenting comparison of data (whichever is relevant i.e. theoretical and actual scour
depths and other data) collected from the department and actually noticed at site.
The consultant shall rate the bridges in order of severity for which he will provide the rating methodology and
index as per the best practices during submission of the inception report, as a separate chapter with
references. This will be agreed with the employer during the discussions.
The consultant shall establish a temporary office at Shimla manned by senior coordinating personnel during
the course of the data collection. The address of the office including the personnel manning it including their
Telephone & FAX numbers and e-mail address, will be intimated by the consultant to the Employer before
commencement of the services.
TASK GROUP I: MOBILIZATION, WORK INITIATION & SUBMISSION OF INCEPTION REPORT
Task 1: Mobilization
Immediately upon receipt of notice to proceed, the Consultants will make necessary arrangements for office
and residential accommodations, etc. so that the services can be commenced at the earliest within the time
frame specified in the contract.
The Team Leader will hold a startup meeting with the HPPWD officials to get all the necessary data and
information about the past studies conducted for this project and also to have preliminary discussions with
them on the proposed work program of the Consultants for undertaking the assignment. Further, the
procedure proposed to be followed by the Client for administration of the contract as well as any modification
required in the scope of work will be discussed with them. All logistical matters will be resolved during initial
stages of mobilization.
Task 2: Finalization of Sample Formats
Sample formats for collection of bridge condition data as per enclosure at Annexure-A and Bridge inventory
data will be collected utilizing Mobile Bridge Inspection Unit/similar equipment as enclosed at Annexure-B.
The consultant will improve upon these sample formats to best of the practices and these formats will be
agreed upon during the approval for the inception report. The consultant shall also provide the format in
which inspection report for each bridge shall be generated through software (sample of the format is at
Annex-E). The data required for generating inspection report shall invariably be collected .
Task 3: Finalization of Methodology
The consultant will provide the rating methodology and index as per the best practices during submission of
the inception report, as a separate chapter with references. This will be agreed with the employer during the
discussions on inception report.
Task 4: Submission of Inception Report
A comprehensive Inception Report will be submitted to HPPWD within 25days of the commencement of the
Study. The Consultants will review and update their program of work and methodology after taking a detailed
stock of site, noting changes and difficulties encountered, together with proposal on overcoming the same.
The Inception Report shall include the details of the review of the Data and findings of the reconnaissance
survey; progress made till date and preliminary conclusions based on the initial findings and will include at
least the following:
► Detailed methodology to meet the requirement of the TOR.
► Detailed assessment of existing bridges as per Reconnaissance survey will be part of Inception Report.
► Detailed program of work for field surveys, detailed designs, design outputs and deliverables, BOQs,
showing time, duration and personnel as well as the inter-relationship between activities.
Task 5: Presentations
The consultant will present the final inception report at Shimla and arrange presentation for about 30 officers
of PWD.
TASK GROUP II: DEVELOPMENT OF DATA COLLECTION APP
The software and the app. will be developed by the consultant under the guidance of Himachal Pradesh PWD
to collect bridge inventory & condition survey data and to designate the rating system as per structure health.
This Software comprises of the following process flow.
1. Data collection
2. Data Storage
3. Data Upload to Server
4. Report Submission
Task 1: Data Collection
Data collection is in real time and should have on site stamping for location (Latitude and Longitude) to embed
for all bridge data collected. Collection system is capable of uploading photos and data collected by User in
Auto mode. The software needs the user to remain online or logged in till the time the data is uploaded or
transferred to the server. Once the user logs in, the data collection module gets activated and guides the user
to complete the data collection module. In case some data is not completed, the data is stored on the tablet
under Bridge list as Bridge data to Update. For updating the data the user has to select the bridge from this list
and enter all data starting from 1st screen to the last screen. On completion of all entries, the bridge data
shifts from bridge for Update to Bridge for Submit. This can be done from a point where Wi-Fi is available or
the connection is strong for faster transfer.
Task 2: Data Storage
This Software is capable of transferring data from User’s hardware to server in auto mode provided the
internet connection is available and strong enough to transfer data in a fast mode.
Task 3: Data Upload to Server
Once data is collected at the bridge location, the data is uploaded to server via internet. Each User's device has
unique user identity and password to enable such upload. Data once uploaded will be available with the User
on his device for a fixed duration to enable editing, should the same be essential. If the data is accepted by the
server as complete, the data will Disappear from the tablet.
Task 4: Report Submission
Once the editing, accepted and analysis of data is done by concern authority, than the report prepared need
to submit on server via device through internet.
TASK GROUP III: BRIDGE INVENTORY AND CONDITION DATA COLLECTION
Task 1: Bridge Classification
Classification of bridge is done by a series of alpha numeric number strings which is based on specific details of
the bridge. There are 5 such strings used to classify the bridge. They being
1. National Identity number (20A/N)
2. Bridge Location number (18N)
3. Bridge Classification number (22A/N)
4. Bridge Structural Rating number (9N)
5. Bridge Socio-Economic rating number (6N)
National Identity Number (20A/N):
Where NEWZZ is new highway number which is allotted by the data base as per the notification.
Where ABC is number given while survey by the surveyor. This number could be area or RTO zone wise.
Where no alphabet occurs in the number for the Highway, the Highway number shall be followed by ZZ
indicating no alphabet has been allotted to this highway.
Example: As given for National Highway from Mumbai to Delhi
Since India does not have a unified road numbering system, this code is temporary and shall be changed to
Unified Road numbering system when it is established.
When the road changes, the 1st record on the new road shall be set to the last number that is completed in
the RTO zone and shall be continued till that road is completed, once done the procedure is repeated till all
roads in that Zone are completed. So the bridge number gives the cumulative number of bridges in a particular
zone but does state the cumulative number for the number of bridge on a particular road. Since there are
various roads, always the starting of numbering should be from the main roads, then secondary roads,
connectors etc.
Once the unified road numbering system is adopted by India, this numbering will also be reviewed and could
undergo change.

This item describes the physical condition of all structural members in the superstructure. Rate and code the
condition in accordance with the previously described general condition ratings. Code N for all culverts.
The structural members should be inspected for signs of distress which may include cracking, deterioration,
section loss, and malfunction and misalignment of bearings.
The condition of bearings, joints, paint system, etc. shall not be included in this rating, except in extreme
situations, but should be noted on the inspection form.
On bridges where the deck is integral with the superstructure, the superstructure condition rating may be
affected by the deck condition. The resultant superstructure condition rating may be lower than the deck
condition rating where the girders have deteriorated or been damaged.
Fracture critical components should receive careful attention because failure could lead to collapse of a span
or the bridge.

steel seen in girder portion. Loss of bearing support is observed. Hairline
cracking of pre-stressed concrete girders, deck girders, slab stem girders
etc. Considerable rusting of structural steel members. Minor longitudinal
or transverse movement of superstructure.
6 Fair Condition, Local Fair condition means: Potential exist for minor rehabilitation -Bridge
Rehabilitation if superstructure and its components such as girder, bearings, and pier
required caps are in working condition but require immediate attention.
Considerable decay, cracking or splitting or crushing of beams or
stringers but elements are still sound. Considerable open cracking of pre-
stressed concrete girders, deck girders, slab stem girders etc.
Considerable rusting of structural steel members. Saturation of
superstructure with some leeching. Widespread (not critical) collision
damage to truss member. Initial section loss of structural steel in critical
areas of primary support. Several small fatigue cracks in compression
zones of non-fractural-critical members. Few cracks in tension areas.

4 Poor Condition, Major Poor condition means: Potential exists for major rehabilitation – Any

lane or load restrictions. Scour critical bridge with actual scour limits
within spread footing or piles. Scour or undermining of footing affecting

critical stress areas. Seam on steel tube is split open. The abutments show
corrosion and spalling. The fenders are damaged.
3 Serious Condition, Major Serious condition means: Repair and rehabilitation required immediately.
Repair and Rehabilitation Any condition in rating 4 which is of severe magnitude or for which
required blocking or shoring is necessary. Traffic reduction to one lane or load
restrictions necessary. Severe section loss in critical stress areas.

Specific Need & Training
► As brought out vide Project Appreciation scripted as part of Approach & Methodology, the major part of
the project road will be in hilly terrain and will involve conditional assessment of bridges. For the
development of such proposals with all other components of road features and preparation of BoQ, the
training needs of client have to be comprehensive and focused. It shall require properly structured
syllabus and multi modeled training approach to be adopted. The Consultants having appreciated the
requirement and long term interests of Client advise the Client to include more Engineers and Support
Staff to go through this training.
Proposed Transfer of Technology and Training Program
► The Consultants define transfer of technology as the process by which local professionals develop and
acquire new work skills, methods and techniques from expatriate professionals.
► It is the Consultants’ experience that the most effective way of transferring technology is through a
professional with the required skills and experience working closely together over an extended period of
time with the counterpart’s trainee engineers. This is also termed as “on-the-job training”.
► However, this type of transfer of technology can be greatly enhanced if the on-the-job training process is
done according to a program which includes a series of training workshops held at regular intervals. This
then is termed “guided-on-the-job training”.
► The training workshops would be used for in-depth discussions on problems encountered and solutions
found, to ensure that all staff fully understand all aspects of the field, office and laboratory activities.
► Figure 3-2 reflects the key components of a comprehensive Technology Transfer Program and Figure 3-3
depicts the training flow chart.
Training Methodology
► The collection of inventory and Condition data of Bridges suits perfectly to the “guided on-the-job
training” method for transfer of technology and knowledge as the key experts will work closely together
with their HPPWD counterparts engineers for extended periods of time. The Consultants therefore
propose to use this methodology in the development and implementation of the program, i.e.:
► an introductory formal training session for relevant counterparts before the commencement of each
major new project activity. During these sessions the theoretical background (as relevant) will be
explained and the use of any hardware and software demonstrated. It will include briefing on the strategy
to be adopted for implementing of the new techniques / procedures / equipment usage related to the
new technology;
► on-the-job training in the field and / or office, under the guidance of the relevant key specialist, in order to
gain hands-on-experience and subsequent confidence; and
► follow-up training workshops by the relevant key specialists at either regular intervals, or as required, in
order to ascertain whether the counterparts have fully grasped the various theoretical and practical
aspects of the new technologies being introduced
Contents of the Transfer of Technology Program

3.8.1 General
The Work Plan is principally directed to organize the major Activities, identified in formulating the
methodology, in a sequential manner. The Content of each “Activities” has been defined in terms of Tasks and
Sub-Tasks. These sub-tasks have been assigned “time-frames” to fit in well within the Project Completion
Schedule. These Tasks/ Sub-Tasks are planned to run in parallel or in series, depending upon their level of
inter-dependence.

3.9.1 Introduction
The consultants have carefully selected a team of qualified professionals with specific distribution of task and
responsibility, based on the basic requirements of knowledge, skill and relevant experience for
implementation of the proposed project. An appropriate team has thus been evolved for performing the
necessary tasks for carrying out the project efficiently and effectively in accordance with the requirement of
the ToR. The composition of the team has been built around the perspective of fulfilling the client’s
expectations.
3.9.2 Team Composition and Task Assignment
Collection of Bridge Inventory Data and Condition Data through App project of this magnitude and complexity
requires experts from various disciplines with varied experience level. In response to ToR requirements, the
team of professionals have been carefully chosen, having solid background of engineering and hands on
experience to work on similar projects and most importantly working experience in the similar topographic
and environmental condition.
