The materials used in the work shall meet all quality requirements of the Contract. All.
materials shall be tested and approved before use. The Contractor shall notify the
Engineer of the sources of materialsand the Engineer shall approve the sources prior to
delivery of materials to the site. Where a source of material does not meet Specification
requirements, the Contractor shall 'furnish material trom other sources. Delivery of
materials produced trom commercialmanufacturingprocesses shall be accompanied by
the manufacturer's certificationand test report showing the materials comply with the
Specificationrequirements.

The Contractor shall provide a fully equipped site laboratory in accordance with Section
X (Site Laboratories) of these Specifications. In addition the Contractor shall provide
suitable facilities at"the asphatt batching plant(s) to enable the Engineer to [Link]' all

The Contractor shall bear all the costs pertaining to obtaining specimens of materials,
asphalt mixes and samples cut from the paving courses after compaction, including the
provision of necessary equipment and plant for obtaining these specimens and samples.
This work shall be perfonned in the presence of the Engineer. The Engineer will take
possession of the samplesupon their removal fromthe roadway.
In particular, the Contractorshall provide a portable coring machine and bits for taking
full depth cores of all bituminouspaving courses. The diameterof the bit will be 100mm
when the maximum nominal sixe of aggregate in the pavement is 25mm, and 150mm
when the maximumnominal size of aggregate in pavement is greater than 25mm. The
coring machine shall be available to the Engineer upon request. Should the coring
machine not be availablewhen required, the Engineer may make other arrangements for
taking the required cores and all costs incurred will be deducted from the pavements due
to the Contractor.
Materials which require dryingprior to performing any of the specified tests, except those
materials which shall be processed in an asphalt drier, shall be dried out attemperatures
not greater than 60°C(140°F)for soil materials or 100°C(212°F)for aggregates.

Sea and brackish water shall not be used for spreading and compacting operations for

302.Q1.2 Spreaders
Spreaders shall be self-propelledand shall be capable of spreadingthe sub-base and base
materials in one operationso as to make it ready for compactionwith minimumshaping.
The spreader shall be providedwith a screed that strikes off and distributesthe material
to the required width and level. The width of each spread shall not be less than a traffic
lane. The screed shallbe adjustableto the required cross-section. Screed action includes \::
any practical motionthat producesa finishedsurface texture of uniformappearance.
302.01.3 Travel Mixers
Travel Mixers shall be of a type which are capable of mixingto the full depth of the layer
thickness being processed, by picking up the material, mixing, agitating or otherwise

302.02.3 Rollers

Rolling equipmentshall consist of steel wheeledrollers and pneumatic-tyredrollers all as
specified in Clause 403.05 of these Specifications,a minimum of three rollers shall be
required at all times; one self-propelledpneumatic-tyredand two steel wheeled rollers.
As many additionalrollers shall be used as necessaryto provide the specified density arid
surface characteristics in any orderly efficient and continuous manner. Tandem steel
wheeled rollers shall be of such weight that, under working conditions, will develop
contact pressure adequateto obtain the required density.

303.02.1 Fine Aggregates Used for Aggregate Sub-Base and Base Courses
Fine aggregate (passing the No. 4 sieve) shall consist of natural sand and/or crushed sand
and shall be of such gradation that when combinedwith other required aggregate fraction
in proper proportions, the resultant mixture will meet the gradationspecified.
The fme aggregate shall be clean and ftee ftom organic matter, clay-balls and other
extraneous or detrimentalmaterials.
The ratio of fme aggregates passing the No. 200 sieve shall not exc~ed2/3 of the portion

The material passing the No. 40 sieve shall have a maximumliquid limit of 35 and the
plasticity index shall not exceed 6.
Where the source of fine aggregates does not meet the above requirements,' the
Contractor may, with the Engineer's approval, add additional fine aggregate and/or filler
to correct the gradation or to change the characteristicsof the materialpassing the No. 40
sieve so as to meet the Specifications. Such additional material shall be added in a
manner approved by the Engineer, which ensures a completelyhomogeneousmaterial. ..

303.02.2 Coarse Aggregates Used for Aggregate Sub-Base and Base Courses
Coarse aggregate ([Link] the No. 4 sieve) shall consist of crushed stone, [Link]
gravel or natural gravel and shall be of such gradation that when combined with other
required aggregate :&actionsin proper proportion, the resultant mixture will meet the
gradation specified.
When crushed aggregate is required, not less than 50% by weight of the particles on the
No. 4 sieve shall have at least one ftactured face. The Flakiness Index of the crushed
aggregateshall not exceed 35%.

The percentage of wear of coarse aggregate shall not exceed 45% when tested for
resistance to abrasion (ASSHTO T96).
The coarse aggregate shall be hard and durable and free from organic matter,'clay,and
other extraneous or detrimentalmaterials.
The continuous smooth gradation of materials used shall be kept within the specified
gradation limits and gap gradation must be avoided. Selection of one of the gradations
shown in the above table shall be as shown on the Drawings and/or Specifications.

303.03.3 Spreading and Compacting
After carrying out ~e screening and mixing of aggregate material, samples of the
approvedmaterial shall be taken in order to detenninethe OptimumMoisture Content.
Material shall then be spread on the road surfaceto thicknessthat would result in layers
not more than 150mm thick after compaction.
. Compaction must start with rollers from extremesides proceeding gradually toward the
road aXis. Rolling must continue until the relative density of not less than 95% of the
Maximum Dry Density has been obtained as determined by the Moisture-Density

The Engineer has the right to stop all haulingover completed or partially completed sub-
base and base courses when in his opinionsuchhaulingis causing damage.

The Contractor shall be notified by the Engineer that the tested layer is accepted or
rejected within 24 hours, excluding Fridays and Kuwait holidays, following the time the
Dynaflect test was made.

Where Dynaflect test results fail to meet minimum deflection requirements, the
Contractor shall at his expense rework, recompact or if necessaryremove and replace the
work as required to produce satisfactorytest results.
In the event that Dynaflect testing of a layer is not possible,the work may be accepted at
the discretion of the Engineer on the basis of satisfactorydensity results. In such cases.
however. the subsequent layer shall only be accepted on the basis of Dynaflecttests.

303.04.1 Measurement
Measurement of aggregate sub-base and base courses shall be by metre cube in place for
the various types required in accordance with the Drawings, Specifications or as directed
by the Engineer and shall be calculated ttom the top surface area, excluding tapered
edges which shall be included in the rate.
303.04.2 Payment
Payment shall be made at the rate indicatedin the Bills of Quantities which rate shall
include for, but not by way of limitation, all labour, tools, plant, materials, transport,
mixing, screening, spreading, rolling and compaction,shaping and levelling, testing, etc.
and for everything necessary for the proper completionof the work in accordance with
the drawings,specificationsand instructionsof the Engineer.

304.01 DESCRIPTION
The Sand-Asphalt sub-base and base courses shall be composed basically of mineral
aggregates, mineral f1ller and bitumen combined in an asphalt mixing plant. Several
mineral aggregates may be sized and combined in such proportions that the resulting
blend is well-graded and is within the specified gradation. requirements. The
incorporation of mineral filler and/or other ingredientsshall be in such amountsas found
appropriate to meet the required criteria for test limits as herein specified and as
instructedby the Engineer. This shall be taken into considerationby the Contractorwhen

The Sand-Asphaltsub-base and base courses shall be laid in layers of 100 mm maximum
compacted thickness. Thinner layers shall be used if excessive shoving, etc. occurs.

The specified maximum liquid limit for fine aggregates is 35, and the plasticity index should not exceed 6 . These specifications ensure that the fine aggregates maintain stability and do not retain excessive moisture, which could compromise the structural integrity and compaction quality of the sub-base and base courses .
Maintaining smooth gradation of materials in sub-base and base courses is crucial to ensure the structural stability and proper compaction of the road surface. This gradation is achieved by screening, blending, and testing materials to conform to the specified gradation limits. Separate size materials are blended as directed by the Engineer to avoid gap gradation and ensure a homogeneous mixture . Scalping screens and mixing plants are employed to manage this process efficiently .
The Engineer has significant authority to ensure the quality and suitability of both equipment and labor used in construction projects. They can stop the use of any equipment deemed inferior and instruct its replacement or change in operating method without the Contractor being entitled to any indemnities or extensions . Additionally, the Engineer must approve all equipment prior to its use and can expel operators, mechanics, or laborers when necessary .
In cases where the levels and evenness of sub-base and base courses exceed the specified tolerances, the Contractor must identify the extent of the noncompliance, then scarify, reshape, and recompact the surface to meet the specifications. This involves correcting depths by a minimum of 75 mm or four times the size of the largest particle to ensure adherence to grade levels and surface smoothness . Failure to meet these requirements necessitates remediation at the Contractor’s expense .
The flakiness index is significant as it indicates the shape of the aggregate particles, with higher values denoting elongated and flaky particles that can lead to weak aggregate layers and compaction difficulties. The maximum allowable flakiness index is 35%, ensuring that the aggregates contribute to a stable and durable construction . Compliance with this limit is crucial for maintaining the structural integrity of the sub-base and base courses .
The sand-asphalt composition is adjusted by modifying the proportions of natural and crushed aggregates, mineral fillers, and bitumen to meet the specified gradation and structural requirements. The Marshall Method of mix design is used to prepare and test laboratory specimens, ensuring the mix design complies with criteria before application . This testing verifies the stability, density, and overall performance of the mix in accordance with design criteria .
Pneumatic-tyred rollers and steel-wheeled rollers play complementary roles in the compaction process. While steel-wheeled rollers provide immediate, high-pressure contact for initial compaction, pneumatic-tyred rollers help in obtaining even compaction by kneading the surface. Their combination ensures that compaction is efficient, uniform, and achieves the required density as specified . The use of multiple rollers in different types allows for continuous and thorough compaction over varying surface conditions .
The constructed thickness of sand asphalt courses must adhere closely to specifications because variances can lead to structural deficiencies and surface irregularities, compromising the road's performance. If the thickness is less than specified by 10% to 15%, the shortage is deducted from the payment. If it exceeds 15%, the work is rejected, requiring removal and reconstruction to meet specifications . Variations may result in increased maintenance costs and potentially unsafe road conditions. Adjustments may be allowed under the Engineer's discretion through additional asphalt layers .
