Rajbhasha Desk Inspection Report

1. Translation and Bilingual Work


o The Annual Report of LBSNAA is made bilingual.
o Course manuals are translated into Hindi.
o Examination question papers are translated into Hindi wherever necessary.
2. Quarterly Review and Reporting
o Reports are collected quarterly from 12 identified sections that conduct
activities in Hindi. These reports are then translated by the Rajbhasha section.
o The sections include:
 Administration
 Accounts (Lekha)
 State Coordination
 Security
 Protocol
 Library
 Training & Induction
 MCTP (Mid-Career Training Programme)
3. Software Usage
o Kanthasth Software is used for Hindi typing and translation, with login
credentials provided by the Central Government.
o This is a software owned by Rajbhasha section of central government
o Bhashini software is also used for translations
o ChatGPT is also used at times during translations
4. Staff Structure
o Section Incharge: Ms. Deep J Contractor
o Section Head: Dr. Bhawana Porwal (Acting as Assistant Director, Hindi)
o Staff Strength:
 2 Senior Translators ( one senior translator acting as adhoc ADOL
 1 LDC
 2 MTS
 Post of JTO is vacant
5. Quarterly Workshops and Training
o Regular training and orientation workshops are conducted for MTS,
LDC/UDC, and Section Heads.
o These workshops cover the process of report writing in Hindi and Rajbhasha
compliance.
6. Special Events
o Hindi Pakhwada is observed every September, featuring activities like essay
writing, extempore speeches, and typing tests.
o Celebrations culminate on Hindi Diwas with recognition of achievements.
7. Rajbhasha Compliance
o As per DoPT orders, Hindi work is emphasized every Wednesday across all
departments.
o Rajbhasha section ensures this is followed as part of regular checks. Minimum
75% of the noting are supposed to be in Hindi
8. Administrative Observations
o Budget for Rajbhasha activities is under ₹2 lakh.
o Bill register and file lists are maintained.
o Guard file is last updated in 2019 which seems to be a serious lapse
o Work Distribution order is not available for perusal.
o Annual inspection is done by DoPT, Regional office Ghaziabad but when
enquired DoPT report is not available for perusal. Follow-up activities for
report is present
o Anuvadhan Register which is a type of Dak file is present
o Staff is qualified but documentation and filing need improvement.
9. Annexure : Some of the Photos taken during the Inspection
 One of the files that we went through – was not kept in the section marked for
this file.
 The expenditure register. The amounts written with pencil are the ones which
have not been approved yet.
 The Almirah where all files are kept. There is no order in which they are
positioned, even though category classifications have been made.
 Budget of financial year 2024-25 and proposed budget of financial year 2025-
