Internal/External Scan and Workforce Planning Solutions

I. Internal Analysis: Turnover

In my organization, turnover is a significant internal factor impacting


workforce stability and performance. Through discussions with two
department managers, it became clear that turnover rates have increased
over the past year, particularly among entry-level employees. Managers
expressed concerns about the costs associated with recruiting and training
new hires, as well as disruptions to team productivity. One contributing factor
mentioned was the limited career advancement opportunities within the
company, which affects employee engagement and retention. This challenge
requires a deeper understanding as it directly influences operational
continuity and overall morale.

II. External Factors: Labor Market – Pay Rates and Competition

Externally, the labor market presents challenges related to competitive pay


rates and talent availability. Conversations with HR leaders highlighted that
the company struggles to attract skilled candidates due to higher salary
offerings by competitors in the region. The local unemployment rate is low,
tightening the pool of available talent and increasing competition among
employers. Additionally, industry shifts toward remote work and flexible
arrangements are influencing candidate preferences, putting pressure on the
company to adapt its recruitment and retention strategies. These external
influences create both risks and opportunities for the organization’s
workforce planning.

III. Workforce Planning Solution: Implementing a Career Development


Program

To address the internal challenge of turnover linked to limited advancement, I


propose the introduction of a structured career development program. This
initiative would provide clear pathways for employees to grow within the
company through training, mentoring, and performance feedback. Short-
term benefits include improved employee motivation and reduced turnover
rates as staff see tangible growth opportunities. Long-term gains encompass
building a more skilled and loyal workforce, better succession planning, and
enhanced employer branding.

However, limitations include the initial investment of time and resources


required to design and implement the program, as well as ensuring
consistent managerial support across departments.

A follow-up discussion with a department manager confirmed that while


resource constraints exist, leadership recognizes the value of investing in
employee development to improve retention and is open to piloting the
program within select teams.
