SCADA Project Execution Plan Overview
SCADA Project Execution Plan Overview
Management Process
The first step in any project management process should be defining the scope of work.
Accurate scope of work sets the stage for realistic planning through the remainder of the project.
Most importantly, it leads to appropriate identification of resources, assignment of work tasks.
and a detailed scope of supply for materials. These allow for proper budgeting, and the creation
of a realistic timeline and schedule.
GlobaLogix has been involved in a number of successful large scale SCADA projects for a
diverse range of clients, including mid-sized independents, mid-stream gathering companies,
regulated pipelines, majors and international producers. The following diagram illustrates our

In designing and specifying SCADA data systems, considerations should include hardware specifications, software programming management, network server infrastructure, SCADA configuration (including tag information and HMIs), and PI configuration for data processing and visualization. It’s also important to plan for disaster recovery, ensuring data availability and system resilience under adverse conditions .
Defining the scope of work is essential as it sets the stage for realistic planning throughout the project, enabling the proper identification of resources, assignment of work tasks, and detailed scope of supply for materials. This process allows for accurate budgeting and the creation of a realistic timeline, which is crucial for on-time, on-budget project completion .
Vendor interface management is crucial in the procurement of SCADA equipment as it ensures that all necessary materials meet project specifications and standards. Effective communication with vendors facilitates material specification, order tracking, and delivery coordination, which are vital for maintaining the project timeline and budget. Additionally, it helps prevent issues related to quality or compatibility of components .
The integration of communication infrastructure impacts SCADA project success by facilitating reliable data exchange across the system, enabling real-time monitoring and control. Effective communication system design, including options for LAN/WAN build-out and satellite specifications, ensures robust data flows and connectivity, critical for the overall functionality and performance of the SCADA system .
Documentation in the SCADA integration process is significant because it provides a detailed and organized record of system configurations, materials, and procedures. This ensures that all aspects of the system design and implementation are clearly communicated and understood by all stakeholders. Moreover, comprehensive documentation supports training and maintenance activities, facilitating ongoing system administration and future upgrades .
A dedicated project management team plays a critical role by providing consistent oversight and support throughout the SCADA system implementation. This team is responsible for maintaining project administration, managing inventory, tracking documentation status, and controlling project expenses. Their involvement ensures that all aspects of the project are managed effectively, leading to successful and efficient project delivery .
The Project Execution Plan aids in managing simultaneous SCADA project tasks by clearly defining the separate scopes of work for communication, SCADA integration, and field instrumentation. It enables the coordination and execution of parallel project tracks, ensuring that each area such as LAN/WAN build-out, SCADA system specification, and RTU/PLC equipment installation are managed efficiently and in alignment with the overall project objectives .
Testing and commissioning phases are crucial for ensuring the reliability and performance of SCADA systems. These phases involve rigorous checks, including testing server configurations, failover operations, communications with end devices, SCADA HMIs, and web interfaces. The process confirms that the system operates as intended, identifies potential issues before full deployment, and verifies that all components work together seamlessly to meet operational requirements .
GlobaLogix supports SCADA system implementation through comprehensive training programs that provide users with instructions for system navigation, configuration programming, and maintenance. This includes training on RTUs/PLCs, communication equipment, and the SCADA system itself, ensuring that both operators and managers are equipped to manage the system efficiently and respond to alarms effectively .
Challenges associated with field instrumentation in SCADA projects include ensuring equipment compatibility, handling site-specific limitations, and managing installation logistics. These challenges can be addressed by thorough upfront planning, including detailed design and engineering of electrical schematics, robust RTU/PLC programming, and careful site-specific engineering. Additionally, deploying well-coordinated project management and skilled labor ensures these challenges are mitigated effectively .
