COMPREHENSIVE NUTRITION PROGRAM (PIN) - LA LIBERTAD REGION

GENERAL OBJECTIVE OF THE INTEGRAL NUTRITION PROGRAM (PIN)
Contribute to preventing malnutrition in children up to 12 years of age
prioritizing children under 3 years old in a situation of nutritional vulnerability and
improving your quality of life.
SPECIFIC OBJECTIVES OF THE PIN BY SUBPROGRAMS:
SUB PROGRAM CHILD PIN (PREGNANT MOTHERS AND MOTHERS WHO
BREASTFEEDING / CHILDREN FROM 6 MONTHS TO 3 YEARS).- Contribute to the
prevention of chronic malnutrition and anemia in children under the age of
of 3 years, with a holistic and social development focus.
SCHOOL PIN PROGRAM (DIVIDED INTO PRESCHOOL FROM 3 TO 5)
YEARS AND IN SCHOOL AGED 6 TO 12 YEARS OLD).- Contribute to maintaining
an adequate nutritional status of girls and boys from 3 to 12 years old with
holistic approach and social development
II. DESCRIPTION:
The Comprehensive Nutrition Program-PIN, is a preventive program
promotional, which directs its attention to the population according to the stage of the cycle of
life, under the focus of human capital protection, prioritizing its action
towards the poor and extremely poor population of the country, as well as that
with high nutritional risk enrolled in the National Assistance Program
Food (PRONAA)1
The intervention area of the PIN is national and is executed in each
Region through the zonal Headquarters of PRONAA.
The PIN includes the execution of three components: the component
educational, the food component and the monitoring component and
evaluation.
The educational component essentially proposes the strengthening
of capacities and competencies in families for care and protection
infantile, modifying their survival strategies for strategies of
development, incorporating the approach of human and social development and the
promotion of networks for the protection and care of children in terms of health and
nutrition. In clear accordance with supreme decree 029-2007 that
approves the Social Programs Reform Plan encompassing three axes of
intervention: i) Development of human capacities, ii) Promotion of
opportunities and economic capabilities and iii) establishment of a network of
social protection. (PUCP, 2008)
The food component is basically conceived through two
Sub Programs: Sub Children's Program and Sub School and Preschool Program

PRONAA is an Executing Unit of the Ministry of Women and Social Development, whose
the purpose is to contribute to raising the nutritional level of the population in critical poverty, as well as
contribute to food security in the country. It implements actions of assistance, support and
food security aimed, preferably, at addressing vulnerable groups and at high
nutritional risk, especially for children, and those affected by emergency situations
temporal. (PRONAA Trujillo, 2008)
Each subprogram addresses specific results in relation to
the population they are targeting and aiming to improve the quality of life.
This improvement initially implies that the involved families receive a
immediate benefit, such as nutritional supplementation, and at the same

capabilities aimed at the nutritional development of the population.
The expected results of the children's subprogram are summarized as:
Families with appropriate behaviors in child care and development, governments

girls and boys under 3 years old with access to complementary food

school program are: Girls and boys between 3 to 12 years and families with
appropriate behaviors in child care and development, local governments with
capabilities to manage food - Nutritional programs and girls and
children between 3 and 12 years old with access to timely complementary feeding and
of quality.
To achieve these expected results, the PIN is proposed to be developed
strategies that generally include, for example: coordination
with Health Establishments and/or educational institutions, to attend to
the target population, providing them: 1) food baskets and/or breakfasts
students that meet their minimum requirements for energy, proteins and
micronutrients. 2) Similarly, the PIN includes developing actions
focused on the generation of healthy behaviors in mothers and in the
families, among teachers, parents and students, strengthening the already existing ones
and incorporating those that require, 3) The PIN must also promote that
the boys and girls are incorporated into the Comprehensive Health Insurance - SIS and are

Currently, the PIN is being distributed in 42 districts of 7 provinces.

BASE LINE
REGIONAL POVERTY LEVELS
La Libertad is a department with 12 provinces, (5 on the coast and 7 in
the mountains) and 83 districts. According to data from INEI, in the La Libertad Region, the
52.1% of the inhabitants are in a situation of poverty, which includes
an approximate population of 790,000 people, whose level of spending is
insufficient to acquire a Basic Consumption Basket. Poverty
extreme affects 280,000 inhabitants, which represents 18.3% of the population
regional. This index is significantly lower than the 24.4% that corresponds to the
national average. According to these values, the incidence of poverty in

According to the results of the ENAHO - IV Quarter 2001 in La Libertad,
of almost 332,000 households, 43.6% of households are recorded in a situation of
poverty, distributed at 29.1% in a state of poverty and 14.5% in extreme
poverty. In the urban area, 31.7% of households (34.8% of the population)
presents at least one unmet basic need (NBI); while in the
rural area this proportion rises to 83.2% of households. In global terms,
half of the provinces of La Libertad have between 80% and 90% of
households with unsatisfied basic needs. These are: Julcán with 89% of
poor households that encompass 91% of the population, Santiago de Chuco with
87% of households and 89% of the population, respectively, Sánchez Carrión with
85% of households and 87.5% of the population, Pataz with similar percentages to the
anterior and Bolívar with 81% of households in poverty and 83.5% of population.

A.- POLITICAL PRIORITY AND EXPLICIT LEGISLATIVE FRAMEWORK:
POSITIVE ASPECTS:

control and monitoring of safe water, v) development of a program for
screening and treatment of parasites and anemia, vi) the implementation of
a multisectoral committee against malnutrition, vii) the preparation of the
Regional Coordinated Nutritional Plan, viii) implement workshops on
sensitization and training. (State institutions and Institutions of
the civil society), ix) improve the equipment and infrastructure of the
food services, x) the dissemination and promotion of material
didactic.
LIMITATIONS:
1. There is still an evident overlap of functions between the PIN and others.

POSITIVE ASPECTS:

roles in the various decision-makers, incorporating the human development approach
and social.
2. The training of community development agents for the formulation of plans
community development, capacity building for balanced nutrition,
rights and responsibility, is inherent to the guidelines of action of the
PIN in the involved communities, the work of the development agents
communal, is conceived as voluntary, and consists of home visits,
demonstrative sessions and support for a maximum of 15 families
benefited, an aspect that is of utmost importance for local sustainability.
LIMITATIONS:
1. Since the beginning of 2008 and until September of this year, the shares of
educational component of the PIN in the La Libertad Region, as well as in others
regions of the country have been developing on a pilot basis in the fields
and with resources from the JUNTOS Program, the scarce coordination of the
FONCODES and PRONAA officials in local spaces have generated,
in many cases, the training developed does not reach the
actors involved in the PIN, and on other occasions, the actions are
duplicate.
2. Most of the organizations and communities benefiting from the program
integral of nutrition in the La Libertad Region, just like the agents of
communal development is still seen as excessively dependent on the
technical assistance and resources of PRONAA for the implementation of the
different activities. Local autonomy is not visible. It is still considered the
Program as the sole provider of resources and food when these are
they are delayed, there is no local proposal capacity to face the shortage and
continue providing service to the beneficiaries.
The role of facilitators in educational aspects is limited by their
scant knowledge of the intervention area (priority is still given to the
hiring of professionals from the coast of the La Libertad region), of the same

E. STRENGTHENING OF SPACES FOR CONCERTED PARTICIPATION.
POSITIVE ASPECTS:

Child Protection (COSAPIs) at the local level as a proposal for
coordination of the actions of the educational component, motivating the
co-responsibility of the population in the management of the program and the
strengthening of social networks for the development of actions aimed
to reduce chronic childhood malnutrition in the intervention locales.

created or constituted such as: The Concertation Table of Struggle
against poverty.
LIMITATIONS
1. Political-party disagreements in the communities, between the
members that make up the COSAPIs (by regulation they must be representatives of
local municipalities, governors, as well as members of society
organized) generate limitations in the operability of the actions and in the
achieving expected results, mainly in support for
identification of families and the generation of empowerment of actors.
F. PROMOTION OF THE GENDER PERSPECTIVE
POSITIVE ASPECTS:
1. Considering that the PIN supports its action in the transformation of
behaviors and capacity building in families, the component
educational directs a strong emphasis on the promotion of actions aimed at
the women, increasing female potential, for example, in
those areas where productive activities have been successfully developed,
the incorporation of women and their leadership in these actions is encouraged
LIMITATIONS
There are very few activities developed in these areas that involve a
true process of transformation of the mentalities of men and
women and overcame traditional gender roles. While they are empowered
spaces of participation concretized in favor of food in the
different intervention communities, the role of women continues to be
passive and eventual, in the face of the predominant spaces of power and participation
masculine.

G. IMPLEMENTATION OF MONITORING AND EVALUATION SYSTEMS

V. RECOMMENDATIONS

educational and communicational specific and relevant to the areas of
intervention.

nutritional (children and pregnant mothers, especially those located in areas
depressed rural areas) must promote complementary activities to support
food, through the effective implementation with equipment and
improvement of care and storage centers and prioritize the
development of women within the framework of a comprehensive gender approach.

activities that generate employment, especially those that lead to
development of economic opportunities and capabilities for people in
