EXECUTIVE ORDER NO. 5

AN EXECUTIVE ORDER ADOPTING REPUBLIC ACT NO. 11148, OTHERWISE
KNOWN AS "KALUSUGAN AT NUTRISYON NG MAG-NANAY ACT," AND
IMPLEMENTING A STRENGTHENED MATERNAL, NEONATAL, AND CHILD
HEALTH AND NUTRITION PROGRAM IN BARANGAY MAYGATASAN
WHEREAS, Republic Act No. 11148, also known as the "Kalusugan at Nutrisyon ng
Mag-Nanay Act," mandates the scaling up of national and local health and nutrition
programs through an integrated strategy for maternal, neonatal, and child health and
nutrition in the first 1,000 days of life;
WHEREAS, the law recognizes the importance of proper health and nutrition
interventions from pregnancy until a child’s second birthday in reducing child mortality
and improving overall well-being;
WHEREAS, it is the duty of local government units, including barangays, to support and
implement programs that promote maternal and child health and nutrition in accordance
with national policies;
NOW, THEREFORE, I, ROGELIO C. BOCTOT, Punong Barangay of Barangay
Cagbas, Bayugan City, Agusan del Sur, by virtue of the powers vested in me by law, do
hereby order the adoption and implementation of Republic Act No. 11148 in Barangay
Cagbas, with the following provisions:
SECTION 1. OBJECTIVE
This Executive Order aims to improve the health and nutrition of pregnant women,
mothers, newborns, and young children in Barangay Cagbas by ensuring access to
essential health services and proper nutrition during the first 1,000 days of life.
SECTION 2. IMPLEMENTATION MEASURES
1. Strengthening Barangay Health Services
o Ensure that barangay health centers provide prenatal care, newborn care,
and postnatal checkups.
o Encourage facility-based deliveries with trained health professionals.
2. Promotion of Proper Nutrition
o Support and promote exclusive breastfeeding for the first six months and
continued breastfeeding up to two years.
o Provide proper nutrition education for pregnant and lactating mothers.
o Distribute iron-folic acid supplements, vitamin A, and other essential
micronutrients to mothers and young children.
3. Barangay Nutrition and Health Programs
o Conduct regular maternal and child health check-ups.
o Organize feeding programs for undernourished children in coordination
with the Barangay Nutrition Committee and City Health Office.
o Ensure immunization and deworming programs are implemented
effectively.
4. Community Awareness and Capacity Building
o Conduct information drives on maternal and child health, proper nutrition,
and family planning.
o Train barangay health workers and volunteers on proper maternal and
child healthcare practices.
5. Partnerships and Collaboration
o Strengthen partnerships with the Department of Health (DOH), National
Nutrition Council (NNC), and non-government organizations to improve
program implementation.
o Work with local businesses and private institutions for possible
sponsorship of nutrition and health-related activities.
SECTION 3. FUNDING AND RESOURCE ALLOCATION
The Barangay Council shall allocate funds for the implementation of maternal and child
health programs, subject to the availability of resources and in accordance with existing
government policies.
SECTION 4. EFFECTIVITY
This Executive Order shall take effect immediately upon approval and shall remain in
force unless amended or repealed by subsequent barangay resolutions or national
laws.
